Central government should provide a permanent solution of Delhi Special Laws-Vijender Gupta

In a letter written to the Central Urban Development Minister, the BJP Delhi Pradesh President Shri Vijender Gupta has apprised him about the ground realities of Delhi and said that by issuing orders for stay on sealing and demolition till the year 2013, he has kept the sword of uncertainty and fear hanging on the heads of lakhs of people of Delhi.  This is not permanent solution of the problem of Delhi rather aggravating it.  It would be better that in view of the ground should frame a practical Master Plan within a short period in which all the people, rich and poor may be accommodated.

            In his letter to the Urban Development Minister Shri Gupta has presented the necked realities of Delhi and demanded for appropriate and practical solution of this problem.  The main points raised by Delhi Pradesh President in his letter and following.

*          After the UPA came to power, the Central Urban Development Minister and DDA has announced that every year two lakh houses will be constructed in Delhi.  This was the DDA’s commitment to provide the people of Delhi 15 lakh houses during 7.5 years of UPA rule.  The question is why this promise was not fulfilled ?

*          According to a survey of Central Urban Development Minister and Delhi government only 23% area of the capital is planned and rest 77% is unplanned.  Is not your Ministry, DDA and Delhi governments responsible for this chaotic condition ?  On the occasion of last Assembly elections in October, 2008 the Chief Minister of Delhi Sheila Dikshit has distributed provisional certificates to the RWAs of unauthorized colonies of Delhi through the Congress President Sonia Gandhi with the promise that all the unauthorized colonies will be regularized within a year and all the basic amenities provided in them.  About 50 lakh people live in these colonies.  Three years have passed, but not a single unauthorized colony has been regularized nor the facilities of sewer, pipe line, roads, pucca lanes, drains, hospitals etc. have been provided.

*          The Central Government and Delhi Government had promised to the 31 lakh J.J. dwellers of Delhi on the occasion of last elections that pucca flats will be provided to them in place of J.J. clusters at cheap rates in installments.  Even after three years not a single cheap flat has been provided to the J.J. and slum dwellers.

*          In the year 2007 the Congress Government of Delhi had started demolition and sealing on large scale.  Due to this there was an atmosphere of fear and terror in entire Delhi.  When the BJP strongly opposed sealing and demolition then the Government framed Delhi Special Laws and stayed sealing and demolition for one year.  This stay was extended year to year.  Now the Central Urban Development Ministry had stayed sealing and demolition for another three years on the condition that a practical Master Plan for Delhi will be framed within three years and there will be no sealing and demolition in the mean time.  Due to this order of the Ministry, the sword of sealing and demolition continues to hang on the heads of the people of Delhi.

*          During the tenure of NDA Government under the leadership of Shri Atal Behari Vajpayee, the Government in view of the difficulties faced by the people of capital and the country had framed a comprehensive vendors policy for entire country including Delhi.  Under it the people engaged in Tehbazari, Patri business, weakly Bazar, unplanned and unorganized daily wages were given license to work on the place they were working.  This vending policy was put under cold storage by the UPA Government.  Due to this there is danger that lakhs of self-employed people of Delhi may lose their employment.

*          There is provision for Lal Dora area for 375 villages of Delhi for the last 108 years whereas the population of these villages have increased five fold.  This Lal Dora area should be extended appropriately in view of the ground realities so that the increased population of the villages do not face sealing and demolition.

*          More than 10 lakh people are living in Katras and rehabilitation colonies of Delhi without any ownership rights since years. The condition of these colonies and katras are so bad that any untoward incident may happen at any time.  Your Government may provide freehold rights to the persons living in these Katras and rehabilitation colonies under the new Master Plan.

            BJP wants that about two crore people of Delhi should lead a happy and safe life.  For this it is necessary that in view of large number of population and difficult conditions of Delhi a Special Law should be framed for Delhi which may accommodate all the sections of the people. 

Ten years have passed after the terrorist attack on Parliament

BJP initiates signature campaign and burn effigy of Afzal in Chandni Chowk for hanging Afzal immediately

After completion of 10 years of the terrorist attack on Indian Parliament today BJP Delhi Pradesh Sahitya Kalan Evam Sanskriti Prakosht and the Chandni Chowk District initiated signature campaign under the leadership of Pradesh President Shri Vijender Gupta for hanging Afzal, the convict of the Parliament attack case.  On this occasion the agitated BJP workers observed 'Akrosh Divas' by burning effigies of Afzal.

            On this occasion Shri Vijender Gupta told that what could be more unfortunate for the country than the fact that the terrorists attacked the temple of Indian democracy in broad day light and killed 9 people.  The Supreme Court had awarded death punishment to the conspirators of attack on 4th August, 2005.  The day for hanging was fixed for 20th October, 2006, but some anti national and so called intellectuals and family members of Afzal filed mercy petition to the President.  With the help of this mercy petition the Congress Government playing vote politics has not hanged Afzal as yet. 

            First of all the Chief Minister of Delhi Sheila Dikshit sat over the file for more than three years.  When on behalf of the family persons of security men killed in the attack BJP strongly raised this case then Delhi Government returned the file to Home Ministry and the Home Ministry forwarded the concerned file to the President.  The President has kept this file pending till date.  The agitated family members of the killed security forces returned the medals awarded to the martyrs.  Today they met the President of India and expressed their regret that why Afzal has not been hanged as yet. 

 

            The Convenor of Sahitya Kalan Evam Sanskriti Prakosht Shri Surender Mohan Lamba thanked the people present on the occasion for their participation in the BJP's signature campaign and expressing their acrimony against the Government.  It may be mentioned that due to failure to hang Afzal a message has gone to the terrorists in the entire world that India is a soft State against terrorism.  Here any terrorist can escape easily after committing terrorist incident.  Taking advantge of this fact at present terrorist are targeting about 400 districts of the country.  The capital Delhi also fights every day against terrorism.  Here the people have fear in mind that any time any terrorist incident may take place anywhere.  Hence there is always atmosphere of terror and fear in Delhi.  On this occastion former Mayor Mahesh Chandra Sharma, Pawan Sharma, Jai Prakash (JP), Gajendra Solanki, Arvind Garg and many office bearers were present.

On completion of hundred years of establishment of New Delhi, BJP raises questions to the Government

Congratulating all the Delhiites on the occasion of completion of hundred years of establishment of New Delhi as capital, the BJP Delhi Pradesh President Shri Vijender Gupta has said that during the last hundred years the population of Delhi has increased from 4.5 lakhs to about two crores, but during these hundred years and 64 years of independent India its condition has become from bad to worse.  He has held the Central Government and Delhi Congress Governments responsible for it. 

            On this occasion Shri Gupta has raised several questions to the Chief Minister of Delhi Sheila Dikshit and Prime Minister Manmohan Singh.  He had asked that after independence Congress has ruled the country for 50 years, why the life line of the capital of India, Yamuna river has turned into a dirty drain?  How the yamuna river became polluted even after spending 1800 crore rupees and who is responsible for it? 

            75 lakh people of the unauthorised colonies and slum colonies of Delhi have not been provided sewer connection.  Due to this they are living without the facility of sewer.  Contaminated water of 16 big drains is directly released in the yamuna river.  Now Delhi Government has framed a new scheme of 950 crores for cleaning yamuna.  Whether the Government will assure the people of Delhi that this new scheme will succeed and not end up as the previous two schemes?

            The traffic in the capital is chaotic.  In the peak hours the average speed has gone down to 8 kms per hour.  On an average 7.5 persons become victim of accidents on the roads of Delhi and either lose their lives or become handicapped.  There is no effective and strong Disaster Management policy for Delhi even today.  Is not the Congress Government responsible for these shortcomings?  The Supreme Court of India and High Court of Delhi have termed Delhi as the haven of rapists, but the Chief Minister of Delhi Sheila Dikshit did not care about this strong comments from the Courts.  Why Delhi is changing into a capital of criminals and anarchic elements?  Why the women and senior citizens are not safe in their houses?  On an average 8 children in Delhi go missing every day and go under the control of criminal elements.  Is not the Delhi Government responsible for these missing children?

            According to the datas of Central Urban Development Ministry and Delhi Urban Development Department only 23% of Delhi is developed and planned.  Why 77% of Delhi is unplanned and sitting on the mouth of volcano?  How the hospitals, educational institutions and other public places constructed without fire fighting equipments being fitted in them? 

           

            1639 unauthorised colonies are lying in these pathetic conditions of Delhi.  50 lakh people are living in hellish conditions without any basic amenities.  Why the Congress Government did not regularise these colonies even after promising regularisation and providing basic amenities during the three tenures of Congress Government?  Why the Congress Government did not provide cheap or free houses to the people during its 12 years rule?

            DJB claims of supplying water to only 60% of the capital.  Out of this 40% water is stolen in the name of leakage.  What is the fault of the rest 40% people that they are not being supplied pure drinking water.  Only 75% people of Delhi are supplied electricity.  The rest 25% people are living in darkness. 

Why the condition of about 400 villages of Delhi is like 18th century?  Why Delhi Government has not provided, all the facilities of urbanisation to the villages of Delhi?  Why the Lal Dora drawn 108 years ago is present even today?  Why the Lal Dora has not been extended?  Why the villages of Delhi are not being paid compensation at the market rate?

            Why Congress Government has not framed any education policy, health policy, industries policy, trade policy, self-employment policy, unemployment eradication policy, sports policy, environment policy, youth policy, policy for women and senior citizens, land and buildings policy, urban policy, village policy, welfare policy etc. for the capital?  Why the NCR is limited to papers only even today?  Why a uniform policy for the development and administration of entire NCR region has not been framed whereas the Congress is the ruling party at Centre and Delhi?

            Shri Vijender Gupta has called upon all the people of Delhi that they should ask for reply of all these questions from the Delhi and Central Government.

Chief Minister ready to give bailout package of 500 crore rupees to BSES

WHY DELHI GOVERNMENT WANTS TO IMPOSE TAXES ON THE PEOPLE & SHOWING MERCY TO THE POWER COMPANIES – VIJENDER GUPTA

BJP Delhi Pradesh President Shri Vijender Gupta has raised a question to the Chief Minister that inspite of various options available why she is so much kind to the Reliance companies, BSES Rajdhani and BSES Yamuna that even after heavy profit being earned by them, the Government is ready to give bailout package of 500 crore rupees from the government treasury.

Shri Gupta told that Delhi Government does not hesitate in putting economic burden, taxes of hundreds of crores on 170 lakh people of the capital but it is ready to give bailout package of 500 crore rupees even after 22 percent increase in power tariff by the power supply companies of Delhi. Had the people of Delhi elected the Congress to power for imposing price spiral and unnecessary taxes?  Do the people of Delhi not deserve bailout package from the Government?

All the three power supply companies of Delhi submit accounts showing loss of thousands of crores annually to the DERC and Government by manipulating the accounts. The former Chairman of DERC had detected major manipulations by the companies and hence he has directed the company to decrease the power tariff because they were earning heavy profit. After his retirement, the new DERC Chairman P.D. Sudhakar believed in the false theory of losses presented by the companies and allowed them to increase power tariff by 22 percent. After that the companies adopted new tactics that during the summer days they have to purchase power at higher rates, hence they should be allowed to impose fuel surcharge from the people.

Accepting this unjustified demand of the companies, the DERC has allowed them to recover fuel surcharge after every three months. BJP has always been demanding that the accounts of all the three companies should be audited by the CAG of India, so that the truth may come out. The Central and Delhi Governments are not in favour of it because they are in connivance with these companies. In view of this connivance the Supreme Court had made strong comments in the course of hearing of the case regarding power tariff hike that if the companies are incurring loss on the present rates then they should leave the field. There are dozens of companies in India, which can supply power to the people of Delhi at present power tariff.  

BJP Pradesh President has advised the Chief Minister, Power Minister and Central Government that they should immediately cancel the agreement with the power companies which are demanding increase in power tariff again and again and the contract for supply be awarded to other companies so that the people of capital may get power supply at reasonable rates and the Government may get rid of the blackmailing by the present power companies. It may be mentioned that the NTPC had served notice to the power supply companies that power supply will be stopped with effect from mid night of 7^th December because the Reliance company BSES is not paying dues of 200 crore rupees to the NTPC. Delhi Government sent comfort letter to the NTPC overnight and the Government requested NTPC not to stop the power supply to Delhi. NTPC has given grace of 30 days time to the BSES for paying the dues of 200 crores and only after that the NTPC will continue supply power to Delhi.

Vijender Gupta said the policy of BJP is to serve the people and not to exploit them

MCD STANDING COMMITTEE REJECTS ANTI PEOPLE TAXES OF HUNDREDS OF CRORES PROPOSED BY MUNICIPAL COMMISSIONER

On the directions of BJP Delhi Pradesh President Shri Vijender Gupta an urgent meeting of the MCD Standing Committee was convened in which the proposed additional taxes of taxes of hundreds of crore presented on 7^th December, 2011 by the Municipal Commissioner at the behest of Chief Minister Sheila Dikshit was rejected. In this meeting, Shri Gupta strongly stated that it has been the policy of the BJP that it will not impose any kind of additional taxes on the people of Delhi.

BJP is confident that if taxes are recovered properly from the present sources of revenue then all the necessary expenditures of the corporation may easily be met. It may be mentioned that during the last four years the revenue of MCD has increased from 3000 crores to rupees 7000 crores without imposing any new tax. It has been the policy of BJP that without imposing taxes, all the amenities be provided to the people. The party has shown that it can do.

Rejecting the unjustified taxes on the people of Delhi in the meeting of Standing Committee on the directions of the party, it was alleged that the Chief Minister is treating MCD in step motherly way. Pradesh President told that under constitutional powers Delhi Government has to pay 700 crore arrears in the Education Head to the MCD.

Delhi Government did not transfer this amount deliberately, so that the financial condition of MCD may become weak. In the states where BJP is the ruling party, it has changed the corporations into a better service organization. BJP knows that the people are already suffering from Congress sponsored price spiral and corruption. Hence, it is not in favour of any additional taxes.

In his address, Pradesh President told that by implementing the recommendations of 6^th pay commission, the corporation had to bear the burden of additional expenditure of about 3000 crores out of the present resources. About 1 lakh employees benefited from it. Due to this additional expenditure of 1100 crores annually increased on the Corporation. Yet, BJP has decided that it will not put the burden of increased pay and allowances to the employees of the Corporation on the 170 lakh people of Delhi. All the expenditures may be met if the present revenue resources are properly utilized.

           

The Municipal Commissioner had proposed taxes of hundreds of crores in the form of congestion charges and sanitation charges deliberately at the instance of Congress government. BJP opposed it from the very beginning and in view of its far reaching adverse consequences today the Standing Committee in an urgent meeting rejected both the charges. BJP has taken a policy decision not to increase taxes, fees, charges, rates on the people of Delhi during these times of price spiral. 3 lakh more houses have come under the purview of house tax. It will result in the increase of property tax which will be used for providing better services to the people.

Shri Gupta told that there are 10,000 properties in Delhi which have been transferred by Government of India to the MCD. According to the policy of Government, these properties have to be made freehold. MCD will get additional income of 1000 crore rupees from getting these properties converted to freehold. During the BJP regime in MCD, 28 storied Civic Center has been constructed which is the best example of architecture of Delhi.

They resolved that BJP will never impose new taxes on the people and exploit them. BJP wants that MCD should go to the doors of people to serve them. Under the 73^rd and 74^th amendment of the Constitution, the State Finance Corporation were constituted for the purpose that they will strengthen the autonomous local bodies, but the Government is denying the spirit of the Constitution by misusing the State Finance Corporation for political advantage.

BJP rejects the enhanced tax proposals by Municipal Commissioner

MUNICIPAL COMMISSIONER IS IMPLEMENTING THE AGENDA OF CONGRESS BY PROPOSING UNJUSTIFIED TAXES ON 170 LAKH PEOPLE OF DELHI – BJP

Strongly opposing the implementation of agenda of the Congress by imposing taxes on the people of Delhi by the Delhi Municipal Commissioner, BJP Delhi Pradesh President Shri Vijender Gupta has directed the Chairman of the Standing Committee Shri Yogendra Chandolia that he should call a meeting of the Standing Committee tomorrow and immediately reject the imposition of new taxes and other economic burdens by the Commissioner. Addressing to press persons he said that the BJP ruled MCD during the last 4 years have successfully increased revenue collection from rupees 3000 to 7000 crores without imposing any new taxes. He said that the BJP is not in favour of imposing any kind of new taxes during these times of price spiral on the people of Delhi.

            Shri Gupta was addressing the press persons alongwith the Chairman of Standing Committee Shri Yogendra Chandolia in the Press Conference at Delhi BJP Office. Shri Gupta told that the proposal of new taxes by the Commissioner is the result of connivance between Congress and the bureaucracy. Shri Gupta directed the Chairman of Standing Committee that the entire list of the proposed taxes be rejected immediately because BJP is clearly of the view that the revenue from the present sources is sufficient to meet the expenditure and there is no need to impose new taxes on the people. He alleged that the Congress Party plans to recover the increased expenditure resulting from the trifurcation of MCD from the people of Delhi but BJP will not allow this Congress Government’s conspiracy to succeed.

He further told that proposed new taxes for the year Estimate for the year 2012-13 presented by the Municipal Commissioner of Delhi, before the Standing Committee, has been prepared under the pressure of Delhi Government because BJP’s of the view that the taxes prevailing in the year 2007-08 will neither be increased nor new taxes imposed. In proposing increase in the property tax, parking fees, one time parking charges and imposing congestion and sanitation charges by the MCD Commissioner, neither the ground reality has been taken into consideration nor any survey by the expert committee has been done nor the views of the deliberative wing of the MCD has been taken. This proves the Commissioner has acted in an arbitrary way and imposed despotic decision of the Congress Government on the people of Delhi.  

           

Imposition of one time parking charges on the vehicle owners is double burden because on the one hand the Central Government is taking steps to fuel price spiral under foreign pressure in which the hike in petrol price is also an element. Besides this the price of vehicles is also increasing. Due to which the middle class of Delhi, which forms 70 percent of Delhi is under great pressure. Even earlier the commissioner had proposed professional tax in Delhi which was rejected by the BJP. The same will happen to sanitation charge and congestion charge. Pradesh President told that the proposed three time increase in the taxes is unreasonable because it is the duty of the MCD to provide maximum facilities to the people of Delhi in their areas and not to make new plans for extra source of income.

BJP SUSPENDS 6 COUNCILORS NAMED IN STING OPERATION

BJP Delhi Pradesh President Shri Vijender Gupta has suspended all the six Councilors of BJP with immediate effect on the basis of a sting operation by a TV Channel and called for explanation from them within 3 days.

            After suspending the Councilors namely Satyashwari Joshi, Anita Koli, Ravi Prakash Sharma, Subhash Jain, Ajit Tokas and Manju Gupta, Pradesh President said that BJP’s policy is zero tolerance against corruption and if any concrete proof of corruption against any office bearers is found that person will not be spared.

            Shri Gupta told that only on the basis of sting operation by a T.V. Channel the suspension of six Councilors of the MCD shows the real difference between the BJP and Congress. On the one hand BJP is such a Party which has never compromised with corruption and on the other hand is the Congress Party which protects publicly the corrupt persons. Shri Gupta has openly challenged the Congress that if it has the courage to fight corruption then it should immediately dismiss the Chief Minister of Delhi.

            He further told that although many cases of corruption have come to light in which Delhi Government has been involved but the case of corruption in Commonwealth Games, issuing Provisional Certificates to the unauthorized colonies and corruption in the privatization of power are such cases which have no parallel in the history of independent India.

            In Commonwealth Games scam the highest auditing authority under the Constitution of India, the CAG proved on the basis of various facts and documents that corruption of thousands of crores was committed by Delhi Government and which was subsequently confirmed by the Shunglu Committee appointed by the PM himself. Entire case was put in cold storage only to save the Chief Minister of Delhi responsible for the scam.

            Not only in the case of Commonwealth Games but also in the case of land bungling of thousands of crores by issuing illegal certificates to fictitious unauthorized colonies and protecting land mafias, no action was taken against the Chief Minister and only political tricks are being played and lame excuses are being put before the public.

He further told that since the BJP took over the reins of MCD, it has taken many important steps to end corruption and take the public service to the door of the people. MCD has started more than 100 facilities under E-Governance like Biometric System, E-Payment, E-Tendering online Building Plan approval. Now, the people have not to run from one table to another for getting their works done. People can use online service of the MCD from their homes. Various services of MCD have been connected with this service. Due to this corruption has been curbed and people are getting necessary services within a fixed time frame. BJP is in favour ending corruption completely from MCD. Many other steps will be taken in this direction in future.
