On the occasion of martyrdom day of 9^th Guru Shri Teg Bahadur Ji, the BJP Delhi Sikh Cell organized Langar at the main gate of Pradesh Office and paid tributes to him. On this occasion Pradesh President Shri Vijender Gupta told that Sikhs are brave community who can sacrifice for the country. Guru Teg Bahadur Sacrificed himself for the protection of Hindu religion. His son the 10^th Guru Govind Singh sacrificed his two sons for the country. BJP Sikh Cell Convenor Sardar Kulwant Singh Bath told that the Sikh Community fights against injustice and due to the sacrifices of this community the country was freed from the aggressors. On this occasion Jatthedar Avtar Singh, Ravindra Singh Sonu, Gurvinder Singh, Ajit Singh, Jatinder Singh, Manjit Kaur Manpreet etc. contributed in organizing the Langar. 

FOUNDATION STONE FOR MCD PRIMARY SCHOOL LAID IN SECTOR-7, ROHINI

BJP AIMS AT MAKING DELHI A FULLY LITERATE STATE – VIJENDER GUPTA

Laying the foundation stone of a modern school of 26 rooms being constructed by the MCD at the cost of Rs. 2.60 crore in Rohini Sector-7, today BJP Delhi President Shri Vijender Gupta told the people present on the occasion that till every child is educated and follows the path of development “Sabko Siksha Do” campaign of BJP will continue.

It may be mentioned that after taking over as the Mayor of MCD Mrs. Rajni Abbi and BJP Delhi Pradesh President Shri Vijender Gupta have together continued the “Sabko Siksha Do” campaign. Under this campaign so far more than one dozens schools have been opened in those areas where there was no arrangement for primary education.  Children had to walk on foot miles for attending primary school.

BJP wants that all the children of rural Delhi, unauthorized colonies, slum clusters etc. get education who are deprived of it. Under this program, foundation of primary schools have been laid or inaugurated in villages and far flung areas of Delhi. Pradesh President participated in these programs so that the party workers may create conducive atmosphere for it.      

On the occasion of laying foundation stone, the Chairman of MCD Education Committee Dr. Mahendra Nagpal mentioned about giving Rs. 500 to each child for school dress, sweater and also providing laptop to the children studying in class 4^th and 5^th and said that the corporation is committed for providing modern and progressive education to the children. The Chairman of Rohini Zone Pravesh Vahi called upon the parents of Delhi that they should send their children to MCD schools so that Delhi may become fully literate state.

Government hands over local bodies to the bureaucrats : trifurcation of MCD is violation of the provisions of Constitution

 The decision of trifurcation of MCD has been done by the Government in haste and under political conspiracy - Vijender Gupta

BJP Delhi Pradesh President Shri Vijender Gupta has said that the trifurcation of MCD by the Congress Government has been done under a political conspiracy and ill will.  This trifurcation is contrary to the provisions of the Constitution.  By dividing the MCD the Congress Government has violated the principle of autonomy to the local bodies as provided in the the Constitution and handed over the powers of the Corporation to the State Government and bureaucrats and by doing so it wants to benefit by collecting taxes, but intentionally wants to weaken the Corporation economically.

            Shri Gupta was attracting the attention of the press persons to the difficulties and shortcomings arising out of approval of the decision for trifurcation of MCD by Home Ministry.  He told that the press persons that by creating a post of Director Local Bodies by adding section 484-A in the DMC Act Delhi Government has tried to keep its control over the new Corporations and it is a political conspiracy.  Due to this many types of administrative and legal complications will arise and the work in all the three Corporations will be hindered.  By creating the post of Director, Delhi Government had tried to grab the powers of the local bodies which will have far reaching adverse consequences on the people. 

            He told that under the Delhi Municipal Corporation (Amendment Bill) 2011 the Government has made provisions for the utilisation of sanitary, land fill sites, slaughter houses, auto workshops, technical labs, central stores etc. by the three Corporations in their respective areas under which these facilities are available.  Besides this the Government has also amended the provision for the distribution and utilisation of these facilities on the advise of the Municipal Commissioner.  Due to which it is not clear that how the Corporations will utilise these facilities under whose area these facilities are not available.  Due to this there will be differences in the three Corporations and the people will have to face difficulties.

            The Government has given the powers to impose taxes, rent, fee, penalty etc. to the Corporations, but it has kept the fund collected from toll tax under itself and has given the Director of Local Bodies unlimited powers for dividing the Corporations.  Due to this the importance of public representatives will decline and the influence of bureaucracy will increase.  The Director of Local Bodies has been given the power to divide taxes on the basis of the population of Corporation, area and the collected revenue. Due to this many administrative and legal complications will arise and development will be hindered.

            Shri Gupta told that the Government has given Delhi Finance Corporation the powers to divide the assets and liabilities of the Corporation.  On the basis of section 107-A (1)(C) of the DMC Act 1957 the Government has given this power to the Delhi Finance Corporation which is contrary to the basic spirit of empowering local bodies and decentralisation of power in the Constitution.  Delhi Finance Corporation will discharge its function after taking advise from the Commissioners of three Corporations.  Here the public representatives, Mayor, Deputy Mayor have been deprived of the powers to discharge their duties.  This is also violation of the provisions of constitution.  Instead of developing Delhi Congress Government is doing such manipulation and unconstitutional methods for its political benefits

ADDITIONAL BURDEN OF 1500 CRORE RUPEES IMPOSED ON THE PEOPLE BY THE TRIFURCATION OF MCD – VIJENDER GUPTA

Expressing his reaction to the decision of trifurcation of MCD by the Government, BJP Delhi Pradesh President Shri Vijender Gupta has said that this is a hasty decision and fully inspired by politics. This decision which has been taken without due consideration is not in the interest of 1.70 crore people of Delhi. Due to this decision of Congress Government economic burden will increase on the people and the development of Delhi will become unbalanced and progress will also be hindered. The trifurcation will result in additional burden of 1500 crore rupees on the people annually.  BJP will highlight the damages and short comings due to the trifurcation before the people of Delhi.

Shri Gupta told that for the purpose of serving her own interest, the Chief Minister of Delhi passed the resolution for the trifurcation of MCD in haste which has been approved by the Central Government. According to the rules, objections and suggestions should have been invited from the people. The town planners and metropolitan experts should have widely discussed it. The Congress Government did not fulfill these formalities and divided the MCD.

By weakening the MCD, Delhi Government wants to grab the powers of autonomous local bodies. The influence of bureaucracy will increase due to this trifurcation and the role of public representatives will become weak. By doing so, the Delhi Government and the Congress Government has opposed the decision of the Late Prime Minister Rajiv Gandhi for decentralization of power and strengthening of local bodies. The people want to know who will bear the economic burden of these three corporations? Will the additional economic burden of trifurcation be recovered from the people?

Expenditure on additional staff and others will increase three fold. Due to this decision the additional expenditure of the three corporations has increased 1500 crores. How the Government will arrange for so much fund? There is only one metropolitan council in cities of India like Mumbai, Chennai, Kolkata etc. By the trifurcation of MCD, Government has opened way for other states to divide their respective corporations and impose additional burden on the people.   

SHEILA HAD KNOWLEDGE OF THE BUNGLING OF THOUSANDS OF CRORES

NOTICE OF LOKAYUKTA IN THE PROVISIONAL CERTIFICATE SCAM, THE PRIME MINISTER AND PRESIDENT SHOULD ORDER REMOVAL OF CHIEF MINISTER-VIJENDER GUPTA

Terming the act of the Government to issue Provisional Certificates to fictitious colonies and issuing the notice by the Lokayukta to the Delhi Government for explaining in this regard as serious and immoral, the BJP Delhi Pradesh President Shri Vijender Gupta has demanded the Prime Minister and the President to treat this case as a misconduct and should order the removal of Smt. Sheila Dikshit.

Shri Gupta told that about 150 unauthorized colonies were given Provisional Certificates without any verification where the inhabitation was nominal or not at all. After the exposure of distributing Provisional Certificates to fictitious colonies like Shanti Enclave, Radha Krishna Vihar, Kotla Mahigram, Abul Fazal Enclave, Ganga Vihar, Taimur Nagar Extn. etc. in Delhi many more cases may be exposed.

Under a conspiracy, the Chief Minister of Delhi distributed Provisional Certificates through Congress President Mrs. Sonia Gandhi at the time of Assembly Election in Oct, 2008 only to mislead the people and benefit her supporters. This way Mrs. Sonia Gandhi is part of the Provisional Certificate scam indirectly. But the Chief Minister of Delhi is fully guilty in this case because she had knowledge of everything and yet she got the Provisional Certificates distributed to the fictitious colonies.

After this case was exposed, now Smt. Sheila Dikshit has ordered an enquiry in the case to save herself whereas this happened with her full knowledge. Justice demands that in the interest of high level impartial enquiry into the land bungling of thousands of crores, first of all Chief Minister of Delhi should be removed from her post and only them enquiry may be transparent and impartial. The Lt. Governor has also ordered the enquiry into this case.

Delhi Government wants to delay the enquiry by ordering separate enquiry by the Divisional Commissioner and the Secretary of Urban Development Ministry. The Lokayukta has taken serious view of the scam and called for explanation from the Government and the Officers to which BJP also agrees. Party is of the view that till Smt. Sheila Dikshit continues on her post, she will not allow proper enquiry into the Provisional Certificate scam by misusing her position. 

BJP WILL STRONGLY OPPOSE THIS DECISION

BJP DEMANDS IMMEDIATE WITHDRAWAL OF DECISION TO DOUBLE THE PRICE OF DDA FLATS

Terming the decision of the DDA to double the prices of its flats on the pretext of increased circle rates as completely anti-people and unjustified, Delhi BJP has demanded immediate withdrawal of this decision taken by the Government.

BJP Delhi Pradesh President Shri Vijender Gupta has said that BJP will strongly oppose the decision of DDA to double the rates of its flats. He told that Delhi Government has increased the circle rates by 350 percent during the last 8 months. Due to this, the rates of lands in these colonies have doubled where generally poor people purchase 25 to 50 yards of land for a house of their own. In Delhi, the house rent has also become very high. By increasing the circle rates, the Government has smashed the dream of the people to have houses of their own. The question is where the common man will get relief.   

Shri Gupta told that DDA had allotted five storied houses 3 years ago in Narela etc. areas. At present the market price of LIG house allotted by DDA in Narela is only 6 lakh rupees because Government has not provided basic amenities as yet. The people who have not got their allotted flats registered will have to pay the registry fee on the basis of price of Rs. 25 lakh. If anybody wants to sell his flat, he will not able to get a purchaser.

In Greater Noida, the Greater Noida Development authority acquired land of 58 villages at dirty cheap rates and made 45 thousand allotments of those lands to the capitalists. When the farmers moved the Allahabad High Court in this case then the decision was in their favour. The court directed that the farmers should be paid higher compensation. The court has also cancelled the acquisition of land made illegally. The Gautam Buddh Nagar Administration and the Authority have issued notices to the allotees to pay additional amount of Rs. 2015 per sq.mtr.  Due to this the builder lobby is very angry.  The builders are saying that they will recover the increased price from the general public.

Although Greater Noida Development Authority has nothing to do with DDA but it has doubled the price of its flats in the capital in the name of increased land rates by Noida and increase in circle rates. Due to this the dream of the people of Delhi to have a flat of their own has been dashed. The people are already suffering from price spiral. During such times the decision of DDA to double the price of his flats will break the back bone of common man. 

No arrangement for the security of 1.70 crore people in the capital

INDEPENDENT DISASTER MANAGEMENT DEPARTMENT IS REQUIRED IN DELHI, VIJENDER GUPTA WRITES TO LG

In view of ghastly fire incident in Nand Nagri, BJP Delhi Pradesh President has written to the Lt. Governor of Delhi requesting him to direct the Delhi Government for setting up and independent and effective Disaster Management Department because no arrangement have been made so far for effective system of Disaster Management in the capital.

He told that when he visited the hospital and the place of incident then he found that only 22 beds were available for the patients in the burn ward of GTB Hospital. 10 patients were already admitted in this ward. The entire system collapsed when 58 injured persons were brought in the hospital. This is the reason why many patients could not be saved. In Safdarjung Hospital only 60 beds are available for burn cases, 35 beds in LNJP Hospital and only 60 beds in RML Hospital. Safdarjung Hospital has the honour of having the most prestigious burn department but in view of the population here the beds in burn department are not sufficient. It is worth mentioning that the population of Delhi is about 1.70 crores and in 100 countries of the world out of 200 countries the population is less than one crore. This way Delhi is not only a State but is comparable to any country in the world.

There is no independent Disaster Management Department in Delhi. Presently this department is a unit of revenue department of papers where there are no facilities for this purpose. The conditions of 1639 unauthorized colonies, slum clusters, rehabilitation colonies, katras etc. have reached dangerous levels. If unfortunately any big incident occurs then neither fire brigade nor ambulance can reach the place of incident. Last year in Lalita Park more lives were lost because the lane was narrow and ambulance could not reach there. When a building collapsed in Chandni Mahal area, the Disaster Management of Delhi Government was exposed. 5 years ago, a big incident of fire occurred in the Jhuggies of Trans Yamuna area. At that time the Chief Minister Sheila Dikshit had formed an enquiry committee under the leadership of Health Minister Ashok Kumar Walia. Report from this committee is still awaited.

Shri Gupta told that Delhi has been the target of terrorists even earlier. Some months ago a big bomb blast had taken place at the gate of Delhi High Court. After that the Central Government, Delhi Government and Delhi Police had assured of installing CCTV cameras in the premises of HC. These cameras have not been installed as yet. Even before this incident a bomb blast have occurred at the High Court. Even at that time promise was made for installing CCTV cameras. These were not installed and the second bomb blast occurred but still no cameras have been installed. Such is the administration of Delhi Government and the Central Government. Shri Gupta has demanded the Home Minister and the Prime Minister through the Lt. Governor that a big Disaster Hospital should be established in Delhi where sufficient arrangements be provided so that valuable lives may be saved on time.
