New Delhi, September, 6:  The Delhi BJP today slammed the Delhi Government and Congress Party for providing wrong, factually incorrect and misleading information in its report card on its 15 years regime in Delhi. The party also released a report that counters the false claims made by Congress in its “Report Card.”

Addressing a joint Press Conference today the Delhi BJP President Shri Vijay Goel and Leader of Opposition in Delhi Assembly Prof. Vijay Kumar Malhotra said, “The Congress’s report card on the performance of the Delhi Government in past 15 years is nothing but a pack of lies. Both the Congress party and its government have resorted to false propaganda. The truth is that the 15 years of misrule and corruption have converted Delhi into an unaffordable, unsafe, unplanned and polluted city.”

In a joint statement, the two leaders said, “The report card released by the BJP today is actually the real report card unlike the one which was released by Congress government a couple of days ago.  It is shocking to see how the Congress Party, Chief Minister and all the ministers are collectively fudging the figures. This is an indication of the desperate situation of Congress which has nothing to showcase for its 15 years misrule.”

“The people of the city are suffering from high inflation, crime against women, skyrocketing power and water tariffs, poor availability of water, education, lack of adequate public transport, absence of government health services and a corrupt and inefficient PDS. Corruption and cover-ups have been the hallmarks of the Congress government in Delhi for past 15 years. The Chief Minister and her ministers have been indicted in several cases by Lokayukta, CAG and several other agencies.”

Elaborating about the counter report card released today, the statement said, “This is in fact just tip of the ice berg. The misdeeds and blatant lies of the Congress government are too many to be incorporated in one single document. However, it does provide a glimpse of the way Congress is trying to take common people for ride. This is also an indication that the Delhi government has nothing to show as an achievement in its report card.”

Economy

·          Delhi government claims that it is on the second position in GDP growth over past five years. But, the facts tell a different story: in 2005-06- Delhi was on the 18^th position; in 2006-7 on 9^th position; in 2007-8 9^th position; in 2008-9- 12^th position; in 2009-10 17^th position; in 2010-11 18^th position; and in 2011-12- 15^th position.

·         In terms of GDP per capita growth rate, Delhi has been vacillating between 9^th and 17^th position in the country after 2005/6.

·         The unemployment rate has in fact increased since the Congress came in power 15 years ago. In 1999-2000, the unemployment rate was 3.6 while it is 4.0% now.

·         According to the CAG, poor planning and inadequate tax collection by the Delhi government has led to the loss of Rs. 2700 crore. (Revenue Loss)

Unauthorized Colonies.

·         The CAG has brought out that the Delhi government committed massive irregularities in regularizing unauthorized colonies ahead of last assembly polls, which resulted in genuine beneficiaries not getting any benefits.

·         In the name of regularizing unauthorized colonies the Congress government effected a scam of Rs. 2800 crore.

JJ Clusters

·         Of the promised 60,000 flats only about 15,000 were built. But, no flats have been handed over to targeted beneficiaries.

·         The Delhi Human Development Report says that more than half of the population living in JJ Clusters don’t have latrine/toilet facilities on their premises and are forced to defecate in the open.

Others

·         According to the Perception Survey of the Delhi Human Development Report (DHDR) 2013, two-third of Delhi people termed Delhi roads as bad.

·         According to the government, the food security ordinance will provide for 73.5 lakh people in Delhi of its total population of 1.67 crore. This means till now almost half of the population of Delhi have failed to have food security during the 15 years regime of Congress.

·         According a reply (in May, 2013) sought through an RTI application, only 7,220 people were benefitted from its much hyped Annashree Yojana.

  The Delhi BJP President Shri Vijay Goel today slammed the Congress government for adopting anti-trader policies in Delhi leading to harassment of the traders, who are the back-bone of city’s economy. He said that the Delhi government is harassing the traders on one or the other pretext.

Addressing the All Delhi Traders Association Conference in the city, Shri Goel said, “The Congress government has ruined the business environment for traders in Delhi. To carry out their trade has become almost impossible in the city.”

Shri Goel further said, “The present VAT regime is so complicated that traders are left at the mercy of tax officials leading to harassment of the traders. The VAT Department of Delhi Government issues several circulars the compliance of which is almost impossible. These VAT rules will be simplified when BJP comes to power in Delhi so that the traders do not fear in filing their taxes.”

Apart from the complicated structure of VAT, the other problem is the way VAT is to be filed. The new online mode of payment has not gone down well with the traders because of the complex procedure. Even small traders   have to bear extra burden by hiring an accountant for filing VAT details. The BJP will simplify and rationalise VAT structure for traders when it comes to power.

Getting refund deposits from the VAT Department is an uphill task as the formalities are very complicated to comply with. As a result, part of capital of the traders remains deposited with the VAT Department for long durations. Further, due to widespread corruption in the rank and file of the Delhi government, the traders find it difficult to do business in the city.

Assuring the traders of all possible help by the BJP, Shri Goel said that the issues of infrastructure and power supply problems, which are among the major problems for the traders of Delhi and which have not been paid attention to by the Congress government will be addressed by the BJP on priority basis when it comes to power.

Shri Goel was speaking at the All Delhi Traders Association Conference organized at the Constitution Club in New Delhi. The meeting was organised by Trade Cell of Delhi BJP and attended by the leaders of the trading community of Delhi.

New Delhi, September, 4: The Delhi BJP today termed the much hyped announcement of the Delhi Government giving ownership papers to residents of 45 resettlement colonies as a farce. The government is charging hefty money for giving these ownership papers which is totally uncalled for. The party demanded that the residents of resettlement colonies should be g

iven ownership papers without putting heavy financial burden on them.

In a statement issued today, Delhi BJP President Shri Vijay Goel said, “The people of the 45 resettlement colonies have been living there for decades as these colonies were developed between 1960 and 1980 and thus, they have natural rights over the plots they have been residing on. So, the Delhi Government’s announcement means practically nothing to the residents.”

“The Government is charging a hefty amount at par with the circle rates from nearly 7 lakh families living in these colonies for giving something which is already owned by them. So, in reality, the Congress government is coercing them to cough up hefty amounts in the name of giving ownership papers.

 

Most of the families of these colonies are displaced people, who came to live in the resettlement colonies when their JJ Clusters were removed or demolished. They are not in position to pay lakhs of rupees at par with circle rates. This decision of the government is totally unjustified.

The Delhi Government has already put a heavy burden with rising power and water bills on the families of the resettlement colonies. Earlier each dwelling in these colonies was considered to be a single unit as far as billing of power and water consumption was concerned.

But Congress government changed the norms and now each floor on these dwelling units is being treated as a separate unit. This has put a heavy burden on the families living in these colonies, especially in light of the fact that the power tariff has increased by 72% over the last couple of years and water tariff has increased by more than 1000% during Congress regime.

The Congress Government, during its 15 year misrule, has ignored the people living in resettlement colonies and JJ Clusters. The resettlement colonies  situated in different parts of the city including Sriniwaspuri, Wazirpur, Satya Niketan, Janakpuri, Phankha Road and Madangir do not have basic amenities due to lack of development initiatives by the Congress government.

 Demanding immediate sacking of the Delhi Chief Minister over a Delhi Court's order to register of an FIR against her in a case of corruption involving misuse of public money for political propaganda, the Delhi BJP today held a protest march from Vidhan Sabha to Raj Niwas in Delhi. 

The party leaders also demanded that the ongoing advertising campaign involving misuse of public money of more than Rs 300 crore must be stopped immediately.

Delhi BJP State President Shri Vijay Goel and Leader of Opposition in Delhi Vidhan Sabha Shri Vijay Kumar Malhotra led the protest march, which was joined by all the BJP MLAs and Municipal Corporators. Former Delhi BJP President Shri Vijender Gupta, whose complaint against the Chief Minister led to the lodging of the FIR, also participated in the protest march.

Among others, former mayor Aarti Mehra, Prof. Jagdish Mukhi, former Delhi BJP President Dr, Harshavardhan, Mayors, leaders of house and chairpersons of standing committees in MCDs participated in the march.

A delegation of the Delhi BJP comprising the MLAs and the Corporators submitted a memorandum to Lieutenant Governor of Delhi Shri Najeeb Jung apprising him of the spate of corruption under the present Government of NCT of Delhi. The delegation demanded immediate removal of the Chief Minister as she has lost not only any moral authority to continue in the office but also the faith of the common people in Delhi.

Speaking after the meeting with the Lieutenant Governor, Delhi BJP President Shri Vijay Goel said, “There seems to be conspiracy of silence as even four days after the Court's order neither the police nor we have been able to get copy of the Court order. There are attempts to shield the corrupt chief minister."

"The continuance of the Chief Minister under present circumstances is against the ethos of the Constitutional democracy. The people have lost faith in the Congress government completely. The Chief Minister’s refusal to demit the office on her own is nothing but a fraud on the Constitution,” he added.

“The Chief Minister’s defiance of public opinion and deliberate demeaning of the directives of the Lokayukta and subsequently of the judiciary have led to a Constitutional crisis, which calls for the sacking of the Chief Minister,” added Shri Goel.

Leader of Opposition in the Delhi Assembly, Shri Vijay Kumar Malhotra said, “The Congress government is a habitual offender in misusing the public money. An FIR has been lodged against the Chief Minister for misusing public money but the Government continues to use state fund for political campaign. Like 2008-campaign, the Congress government is misusing the public money for advertising campaign and has already spent Rs 300 crore. This Chief Minister has no right to remain in the office.”

The Chief Minister was found misusing state fund for political campaign in the run-up to 2008 Assembly elections after former Delhi BJP President Shri Vijender Gupta filed a complaint with Delhi Lokayukta in this connection. The Lokayukta indicted her in this case and found her guilty of spending around Rs 22.6 crore of public money for her party’s political campaign.

But, this is not an isolated case of corruption against the Chief Minister or her cabinet colleagues. In May 2013, the Lokayukta had severely indicted the Chief Minister and the PWD Minister for the publication of their photographs on a form offering loan at low rates to entrepreneurs from SC, ST, OBC and minority communities.

 The Shunglu Committee probing the CWG scam named the Chief Minister for causing losses to the exchequer, yet she continues in the office till date.

BJP Delhi Protest

In Februray 2011, the Lokayukta of Delhi, in an unprecedented order recommended the removal of a senior minister in the Sheila Dikshit cabinet for trying to thwart a tax evasion probe against the owner of a well-known banquet hall. The Lokayukta also recommended the Minister’s prosecution under sections of the Delhi Value Added Tax Act, 2004.

The Chief Minister misrepresented facts about construction of 60,000 flats under ‘Rajiv Ratan Awas’ housing scheme back in the election year of 2008. Back then, her Government claimed by publishing several booklets and advertisements that 60,000 flats were ready to be handed over for possession to the poor and slum dwellers. Whereas, the fact was that there were no flats which were ready. The Lokayukta had censured the Chief Minister for this but no action was taken on his report.

 Under the weight of such monumental record of corruption, the Chief Minister must be removed from the office so that erosion of credibility of Constitutional rule of law could be checked and people’s faith restored.

New Delhi, September 2: Forced by Delhi chief minister’s reluctance to demit the office despite a Delhi Court ordering registration

of an FIR in a case involving misuse of public money, the Delhi BJP will hold a protest march on Tuesday from Delhi Vidhan Sabha

to Raj Niwas demanding her sacking.

The party had held a massive protest rally at her residence on Sunday on the same issue.

All the BJP MLAs and Municipal Corporators will join the protest march which will be led by Delhi BJP State President Shri Vijay

Goel and Leader of Opposition in Delhi Assembly Prof. Vijay Kumar Malhotra. Former BJP State President Shri Vijender Gupta,

whose complaint against Dikshit led to the lodging of the FIR, will also be present on the occasion.

In a joint statement issued today by Shri Goel and Prof. Malhotra, it was revealed that the protest march will begin at 11 a.m from

Delhi Vidhan Sabha and culminate at Raj Niwas where a delegation of BJP leaders comprising legislators and corporators will meet

the Lieutenant Governor Shri Najeeb Jung and give him a memorandum requesting Chief Minister’s immediate dismissal.

“An unprecedented constitutional and moral crisis is looming over the Capital of the country as even after a Delhi Court has issued

an order to register an FIR against the Chief Minister in a corruption case, she is refusing to step down.  We have no option but to

take to streets demanding her dismissal.

The BJP would hold a protest march tomorrow and implore LG to sack the corrupt CM and give relief to the people of Delhi from

her dictatorial ways,” said Shri Goel.

“The CM is also guilty of not allowing the BJP ruled municipal corporations to work. She is not allowing funds to be released in

time despite repeated pleas from the MCDs. This is gross misuse of her position,” he added.

The present predicament for Chief Minister arose after Shri Gupta filed a complaint with Delhi Lokayukta for misuse of public funds

by the Chief Minister in run-up to 2008 Assembly elections. The Lokayukta had indicted her in this case and found her guilty of

spending around Rs. 22.6 crore of public money for her party’s political campaign. A Delhi Court has now ordered an FIR to be filed

against the Chief Minister in the case with instructions for the police to carry out a thorough investigation.

This is not an isolated case of corruption against the CM or her cabinet colleagues. Even in the past, there have been some other

cases in which the Lokayukta has clearly indicted the CM and her cabinet colleagues but it is unfortunate that neither the President

of India nor the Lieutenant Governor took any action on them.

In May 2013, the Lokayukta had recommended to President to issue an "advisory" to the Chief Minister and the PWD Minister

asking them to desist from publication of their photographs on a form offering loan at low rates to entrepreneurs from SC, ST, OBC

and minority communities. But no action was taken on this recommendation.

south Delhi for allegedly evading taxes and concealing income. Sarin also recommended Chauhan`s prosecution under sections of

the Delhi Value Added Tax Act, 2004. Even in this case nothing happened.

Even the Shunglu Committee that was constituted by the Prime Minister Shri Manmohan Singh to look into the corruption

allegations in the Commonwealth Games -2010 clearly named the Chief Minister for causing losses to the exchequer, yet she

continues in the office till date.

New Delhi, September 1.  Announcing the launch of a massive agitation with a protest rally by BJYM held at the CM’s residence on Sunday evening, the Delhi Bharatiya Janata Party today said an unprecedented constitutional and moral crisis is looming over the Capital of the country as even after a Delhi Court has issued an order to register an FIR against the Chief Minister in a corruption case, she is refusing to step down.

Addressing a joint press conference, Delhi BJP President Shri Vijay Goel and former Delhi BJP President Shri Vijender Gupta said, “This shameful subversion of all democratic norms in the form of continuation of Sheila Dikshit as Chief Minister is shocking. Her continuation in this post is a gross violation of all norms and traditions of governance.

“The Chief Minister must resign and if she is not ready to do so, Congress party must sack her. Her continuation is against basic norms of governance. She has been clearly indicted by the Lokayukta  for misuse of public funds and then the Court has put a stamp of approval on this by ordering registration of FIR.”

The two leaders said that a delegation of Delhi BJP will meet the President of India and the LG to press for sacking of the Chief Minister if she is not removed by her party within next 24 hours.

The two leaders also announced launching of an agitation for ouster of the CM. They also demanded a high level probe into Rs 300 crore spent on the ongoing advertising campaign which again involves similar misuse of public funds as it was done prior to 2008 polls.

They further added that that this case and the past cases against the CM and her cabinet colleagues have been indicted clearly show that there is a need to have much stronger Lokayukta in the city.  

“Had Lokayukta got sufficient powers, the Chief Minister and her corrupt cabinet colleagues wouldn’t have been  scot free. The BJP, after coming to power in Delhi, will ensure a stronger Lokayukta so that the high and the mighty should not be allowed to run away with public money. The Delhi BJP will formulate a new Lokayukta Act to ensure this ..”

Bharatiya Janta Party- Shri Vijay Goel 

 A delegation comprising representatives of Bar Council of Delhi met Delhi BJP President Shri Vijay Goel to discuss their long pending demands that have been repeatedly ignored by the Congress government in Delhi during the last 15 years. Shri Goel assured them that the Delhi BJP, when it comes to power in Delhi, will take appropriate steps to meet these demands on priority basis.

Emphasising that advocates are integral part of the society, Shri Goel told the representatives that country cannot forget the role played by the lawyers during the struggle for independence and the BJP government will positively address their long pending demands.

Led by senior advocate Shri Ajay Digpaul, the delegation demanded that court fee enhanced by the Delhi Government in the year 2012 required to be amended in consultation with the Bar.

 The delegation further brought to the knowledge of Shri Goel that there is no medical facilities for advocates and its family members/ dependants and they may be given CGHS/ SGHS type facilities.

The various demands of the delegation included – building of proper basic infrastructure like proper sitting space/ Chamber, Libraries, fitness centre in the court premises, implementation of domestic charges for the electricity to the lawyer chambers,  consultation of the Bars’ representatives in  the Judicial Administrative system, no further bifurcation of Courts in Delhi, stipend of Rs. 5,000 per month to the new entrants for at least two years and appointment of lawyers in quasi judicial bodies/ consumer forum tribunals.

Expressing satisfaction with Shri Goel’s response regards to their problems, Shri Digpaul said that advocates are the officers of the Courts as they are assisting the Court to arrive at right and just decision of the case and they should be treated likewise.

Assuring the delegation of all possible help from the Delhi BJP, Shri Goel said, “The role played by the advocates in building the society & nation prior to the independence of the country as well as after independence is on much higher pedestrian then that of any other profession.”

“To maintain rule of law in a democracy, legal profession needs to be strengthened as it plays important role to put check and balances on the anarchy of the Government. On coming to power in Delhi, the BJP government will look into the problems faced by lawyers in Delhi on priority basis and provide them with the best possible facilities.” assured Shri Goel.

The Delhi BJP today stated that Congress party is shaken & stunned after a massive and successful “Purvanchal Sammelan” organised by BJP Delhi a few days back. Shri Aman Sinha, Spokesperson-BJP Delhi, slammed the Congress for ignoring problems of Purvanchali community in past 15 years and merely using and abusing Purvanchalis as their vote banks.

He stated that the BJP will set the new agenda for development Purvanchalis by addressing their real issues and giving them dignified and respectable place in National Capital which they truly deserve.

Even in yesterday’s Press meet on behalf of Congress on issue of Purvanchal, Chief Minister was conspicuous by absence. She is conscious of the fact what she has in past questioned the dignity and honour of people from Poorvanchal and has got no moral courage to speak on the issue anymore as people from Purvanchal are enraged at her insensitivity and her statements berating them.

On the other hand BJP Delhi Election incharge Shri Nitin Gadkari & BJP Delhi President Shri Vijay Goel had announced at Purvanchal Sammelan on 28^th august that Delhi BJP will give appropriate representation to purvanchalis in assembly tickets.

BJP Delhi President, Shri Vijay Goel had said earlier that the Purvanchali people have contributed significantly in bringing development to Delhi and changing the face of the city, the Delhi Chief Minister blames the migrant people for rise in crime in Delhi.

Delhi BJP’s Purvanchal Morcha President Shri Vijay Bhagat said, “Instead of admitting her failure in making Delhi a safe city, the Chief Minister blames the migrants for rise in crime in the national capital. The statements made by the Chief Minister in the wake of spate of incidents of crime against women, challenge the dignity of the migrants making them feel like second rate citizens in Delhi.”

The Delhi BJP in Purvanchal Sammelan resolved to declare “Chhat Puja” to be a public holiday and resolve issues and problems affecting Purvanchali population in the city within a fixed timeframe.  The party will also focus on providing them with affordable housing, ration cards, aadhar cards and ration cards immediately after it comes to power.

Shri Sinha stated that the Delhi Chief Minister has attacked their dignity and honour by saying that they are responsible for the problems of Delhi. The Purvanchalis would give a befitting reply to the Congress government.
