BJP’s Chief Ministerial Candidate Dr. Harsh Vardhan has asked Chief Minister Sheila Dikshit to answer some important questions on the plight of Delhi and failures of Congress Government. He has asked the Chief Minister to answer these questions to the people of Delhi. He has also said that if the Chief Minister likes, she may have debate with him face to face. These questions relate to major problems of Delhi, price rise, corruption, scams in Commonwealth Games, fraud with the people of unauthorized colonies.

Dr. Harsh Vardhan told that Mrs. Sheila Dikshit is the Chief Minister of Delhi for the last 15 years. But 30 thousand people of her Assembly Constituency are not supplied drinking water by the Jal Board even today.  Lakhs of children of Delhi are left at the mercy of education mafia every year.  The education mafia loots the parents. There is no proper arrangement for the treatment of the poor people in Hospitals. The Chief Minister of Delhi is a woman but the women are not safe in their houses.  Chief Minister had herself told that she is also concerned about the safety of her daughter.  

He further told that there are two types of Delhi in the capital. One is Luetian’s Delhi and the other is Delhi of the poor people living in unauthorized colonies, villages, rehabilitation colonies, slums, jhuggi-jhopries and of about 2 lakh helpless people living in open sky.  Even after 67 years of independence, 1.25 crore people out of 2 crore population have not seen the rays of development.  Connaught Place is the heart of India but here one can see young person taking intoxicating material in the areas of the Hanuman Mandir, Shivaji Bridge, Tilak Bridge, New Delhi Railway Station, Paharganj, Minto Road, Gole Market etc. Is it the world class Delhi of Sheila Dikshit?

Dr. Harsh Vardhan told that now the time has come when the Congress Government and the Chief Minister Sheila Dikshit will have to answer the questions of the people.  Sheila Dikshit will have to own responsibility for the loot, chaos and negligence in Delhi.  People are fed up with the false promises of Congress Government. Now, Delhi is ready for change. The people want to see BJP Government in Delhi.  Even today Delhi faces basic problems of water and power, education, health, corruption, price rise, unemployment, insecurity, scarcity of houses and slums.

Delhi BJP President Shri Vijay Goel today slammed the Delhi Chief Minister for weakening the institution of Lokayukta. He said that the Delhi Chief Minister’s decision to not to give any commitment to the Lokayukta on defacing public property and misuse of public spaces betrays Congress’ absence of respect for the institution.

Shri Goel said, “The Chief Minister’s defiance of the Delhi Lokayukta’s directive comes naturally to her as she has deliberately strived over the years to weaken the institution that fights corruption. It is ironical that the CM is not willing to give a commitment to honour the Delhi Prevention of Defacement of Property Act, 2007 enacted by her own government.”

“It is the duty of the government to uphold the rule of law. How can a chief minister run away from taking responsibility to uphold the rule of law,” asked Shri Goel.

Shri Goel further said, “It seems to be an intrinsic character of the Congress to worke against the institutions that work for probity in public life. Similar thing is happening in Uttarakhand, where the Congress party is opposing the Lokayukta Act passed the previous BJP government. This is an attempt to perpetuate corruption.”

The Delhi Lokayukta had asked the Delhi Chief Minister and Delhi Transport Minister to give a commitment through an affidavit that they would not misuse public spaces and ask the party workers not to deface public property with posters, hoardings and banners. But, the Delhi CM has not given any such commitment. She has refused to take any responsibility in this regard.

The incumbent Lokayukta’s tenure ends today and the new Lokayukta can only be appointed by the new government after the polls. Under such circumstances, the Delhi Chief Minister’s refusal to give any commitment to uphold the rule of law shows the Congress’ arbitrariness in dealing with the anti-corruption watchdog.

The Uttarakhand Lokayukta Act has received Presidential assent, but the ruling Congress party is still opposing the Act. This proves that Congress has no intention to fight corruption anywhere in the country. It would be interesting to mention that the Congress is opposing the Uttarakhand Lokayukta Act on the fictitious grounds of unconstitutionality even though the President of India gave his assent to the Act after due consideration of nearly two years.

Four lakh first time voters to vote in favour of BJP - Dr. Harsh Vardhan

About 4 lakh youth who have completed 18 years of age and become voters for the first time shall vote in favor of BJP. This has been revealed after door to door contact programme by the party.

Giving this information, the Chief Ministerial candidate of BJP Dr. Harsh Vardhan told that the youth of Delhi are serious about voting and their thinking is development oriented. BJP has found that these people certainly exercise their right of voting.  They know that the Congress is going to be defeated in the next elections. BJP is directly fighting the Congress Party. This fact has come to light after many surveys by the media.

So far 3.76 lakh youth have applied to the Election Commission to be made voters in Delhi.  The number of youth voters is largest in Kirari, Burari, New Delhi, Shalimar Bagh, Rohini, Rithala, Trilokpuri, Patparganj, Karawal Nagar, Sangam Vihar, Delhi Cantt., Sadar Bazar etc ACs. Many people among them have applied online to be made voters.  By tomorrow four lakh youth shall be registered as new voters.

At present 11 lakh youth are unemployed in Delhi. After coming to power, BJP will provide opportunities of employment /self employment so that 22 lakh hands may get right to work and Delhi may shine. BJP will also create employment opportunities for youth, women, young women, housewives. Seats in school and colleges will also be increased. New colleges and schools shall be opened so that all get opportunity of education.  BJP is committed to make Delhi a fully literate state.

Dr. Harsh Vardhan told that the youth above the age of 18 years have raised their voice against the corruption by the Congress.  They are also suffering due to the price spiral affecting their household. The income of the people is stagnant for the last 10 years but the prices of the articles of daily use have increased 50 to 100 times. It has become difficult for the parents to pay the fees of their children. This has adversely affected the thinking of the youth. They are stressed. Hence, the youth have resolved to bring BJP Government in Delhi and end the Congress misrule. 

BJP WILL FORM SEPARATE DEVELOPMENT AUTHORITY FOR THE DEVELOPMENT OF UNAUTHORISED COLONIES & VILLAGES - DR. HARSH VARDHAN

Dr. Harsh Vardhan has said that after coming to power in Delhi, BJP will form a separate Development Authority on the lines of DDA for all round development of the unauthorized colonies and the rural areas. This will drastically change the system of providing facilities like education, health, roads, transport, sewerage, power and water, other basic amenities, housing, employment and increasing income of every family.  

There are 1639 unauthorized colonies in Delhi and 400 urban and rural villages. The condition in these villages is worse than the villages of other most backward states. It is surprising that even after 66 years of independence, 40 percent people of Delhi are not supplied drinking water by the Government.  Power load shedding is common in unauthorized colonies and villages and the quality of supply is of very low grade.  Congress is the ruling party for the 15 years in Delhi but it has done nothing for the betterment of these colonies and villages.  People feel to have been cheated.  

He accused that the Chief Minister Sheila Dikshit did not try to solve the problems of 40 lakh people of unauthorized colonies, urban and rural villages and migrants living in Delhi during the last 15 years. On the occasion of every election she made false promises to lakhs of people and left them in lurch. In spite of the announcement by Delhi Government the registry of the properties has not been started in unauthorized colonies.  Prices of land is sky rocketing. The dream of the poor man to have a house has remained unfulfilled.

BJP wants that there should be all round development of Delhi so that the rays of development reach every family. BJP is also committed for the empowerment of women and youth. Lakhs of youth are unemployed in Delhi. Lakhs of posts are vacant under the Government but it is not making appointments because the Congress is busy in the loot of public money and fueling price rise.

Delhi BJP President Shri Vijay Goel has asked the Lieutenant Governor of Delhi to ensure proper arrangements for Chhath Puja in the city.  He also reiterated that the BJP will declare the Chhath Puja a public holiday when it comes to power in Delhi.

In a letter to the LG, he expressed concern that the Delhi government seems to be not actively making sufficient arrangements for the festival which witnesses participation of lakhs of people especially purvanchalis. He urged the party cadres to participate in large numbers in the festival and provide all the help that is required for smooth conduct of this festival.

Shri Goel said, “Delhi recently witnessed a tragic episode during the Ganesh Chaturthi festival, when many lives were lost in Yamuna due to absence of proper safety measures. The government must ensure that a tragedy like Ganesh Chaturthi incident is not repeated as lakhs of devotees throng Yamuna ghats during the festival.”

“Safety at the ghats, deployment of sufficient number of police personnel, life saving guards, ambulances, transport facilities and traffic management and measures for safety of women should be adequately taken care of on priority by the government. Devotees, pilgrims and common people visiting the Chhath Puja ghats should not be left in the lurch,” Shri Goel said.

Shri Goel further said, “The BJP will deploy large number of party workers as volunteers at all the Chhath Puja ghats along Yamuna, canals and other water bodies in all the districts of Delhi.”

The matter relating to arrangements for Chhath Puja was discussed at a high level meeting of the state office bearers of Delhi BJP. The party leaders felt that due to lackadaisical approach of the Congress government, devotees and common people face lots of problems during such big festivals.

In his letter to the Lieutenant Governor Sh. Goel said that special arrangements should be made to ensure safety of women at the Chhath Puja ghats and along the roads leading to the worship sites. He also said that the administration should take measures for crowd management at the Chhath Puja ghats.

Shri Goel has also directed the Mayors of the three BJP-ruled municipal corporations urging them to make take appropriate measures to ensure that Chhath Puja is celebrated with traditional fervour by the people of Delhi. He asked them to take all measures to provide all the possible facilities to the devotees and common people celebrating Chhath Puja in parks, make-shift ponds and other water bodies in areas under the three municipal corporations. The areas under jurisdiction of the MCDs should be cleaned and sanitized, with proper lime powder markings, he said.

•  वाहनों की आवाजाही को सुगम बनाने के लिए अखिल भारतीय विज्ञान संस्थान के पास फलाई ओवर तथा आश्रम चैक पर फलाईओवर का निर्माण के अलावा निजामुददीन स्थित भारत जापान फ्रेंडशिप ब्रिज का निर्माण, नोयडा टोल ब्रिज का निर्माण।
•  ट्रांस यमुना एरिया डव्लपमेंट बोर्ड का गठन किया जिससे यमुनापार का सर्वागीन विकास हुआ।
•  दिल्ली में 2 बड़े बस टर्मिनल सराय काले खां और आनंद विहार का निर्माण।
•  दिल्ली के गांवों के लिए मिनी मास्टर प्लान।
•  स्लम बोर्ड का गठन।
•  ओखला वाटर ट्रीटमेंट प्लांट का निर्माण।
•  दिल्ली में सबवे पैदल पारपथ का निर्माण।
•  15 फलाईओवर के निर्माण प्रारम्भ कराया गया।

•  दिल्ली के रिहायशी क्षेत्रों में कार्य कर रही औद्योगिक इकाइयों को औद्योगिक प्लाटों का आवंटन।

भ्रष्टाचार एवं लोकपाल

•  दिल्ली लाकोयुक्त एवं उपलोकायुक्त अधिनियमए 1995 पारित कर भाजपा सरकार ने मुख्यमंत्री कार्यालय को लोकायुक्त के दायरे में लाया गया।

  

वित्तीय व्यवस्था

•  दिल्ली की योजना राशि में देश के इतिहास में सर्वाधिक वृद्धि ।
•  देश के इतिहास में पहली बार 36 वस्तुओं पर से बिक्री कर समाप्त किया तथा 63 वस्तुओं पर बिक्री कर कम करने के बावजूद सरकार के बिक्री कर राजस्व में 27 प्रतिशत से अधिक की बढ़ोत्तरी।
•  दिल्ली के वित्तीय ढाँचे को सुचारु बनाने के लिए दिल्ली में 9 राजस्व जिलों का गठन किया गया।
•  दिल्ली के बजट 980 करोड़ रुपए से बढ़ाकर 2700 करोड़ रुपया किया गया।

शिक्षा एवं रोजगार

• 1998 में भाजपा सरकार ने इंद्रप्रस्थ विश्वविद्यालय की स्थापना कर रोजगारपरक तकनीकी शिक्षा को बढ़ावा दिया।
• 5 नये कालेज खोले गये: महाराजा अग्रसेन कॉलेज, अदिती महाविद्यालय, केशव महाविद्यालय, भास्कराचार्य कॉलेज, महर्षि बाल्मिकी कॉलेज ऑफ एजूकेशन
•  दिल्ली के टोटल बजट का 10 प्रतिशत शिक्षा पर व्यय।
•  दिल्ली में 12वीं तक मुफ्त शिक्षा प्रबंध किया गया।
•  दिल्ली में सरकारी नौकरी को बढ़ाव देने के लिए दिल्ली का अपना रिक्रूटमेंट बोर्ड गठित किया गया। 
•  भाजपा सरकार ने उचित कदम उठाकर दिल्ली में मजदूरों का वेतन देश में सर्वाधिक किया।

बिजली-पानी

•  इलेक्ट्रिीसिटी उत्पादन की क्षमता 1600 मेगावाट से बढ़ाकर 2400 की गई।
•  दिल्ली के देहात में बिजली की सुविधा के लिए केबल डाली गई ।
•  झुग्गी बस्तियों में रहने वालों के लिए 15 रूप्ये में एक पाइंट और 30 रूप्ये में दो पाइंट के बिजली की  व्यवस्था।
•  5 राज्यों में जल समझौता कर दिल्ली में जल संकट से निपटने के लिए ठोस कदम उठाया गया।
•  ओखला वाटर ट्रीटमेंट प्लांट का निर्माण।
•  पानी के टेंकर की संख्या 325 से बढ़ाकर 1200 और गहरे नलकूपों की संख्या 450 से बढ़ाकर 4000 ।
•  टयूबवेल की संख्या 600 से बढ़ाकर 1630

स्वास्थ्य

•  वर्ष 1995 में भाजपा सरकार ने पल्स पोलियो अभियान को दिल्ली से प्रारम्भ कर, पूरे देश में ही नही विश्व में भी विशेष स्थान दिलाया।
•  दिल्ली में पोलियो अभियान के अतिरिक्त मातृ सुरक्षा और हियरिंग पावर अभियान भी शुरू किया गया।

  

यातायात

• दिल्ली में मेट्रो रेल परियोजना को लाया गया। मई 1995 में दिल्ली मेट्रो रेल कॉरपोरेशन को कंपनी 
• अधिनियम के तहत पंजीकृत करा कर मेट्रो की नींव रखी।
•  ब्लू साइन बोर्ड लगाकर दिल्ली वासियों को रास्तों की सही जानकारी।
•  वाहनों की आवाजाही को सुगम बनाने के लिए आईआईटी के पास फलाई ओवर तथा आश्रम चैक पर 
• फलाईओवर का निर्माण के अलावा निजामुद्दीन स्थित भारत जापान फ्रेंडशिप ब्रिज का निर्माण,
•  नोयडा टोल ब्रिज का निर्माण।
• दिल्ली में 2 बड़े बस टर्मिनल सराय काले खां और आनंद विहार का निर्माण ।
• दिल्ली में सबवे पैदल पारपथ का निर्माण ।
• 15 फलाईओवर के निर्माण प्रारम्भ कराया गया ।
• बड़े पैमाने पर दिल्ली की सड़कें चैड़ी करने का कार्य ।

गाँवों का विकास

•  दिल्ली देहात में बिजली की सुविधा के लिए केबल डाली गई ।
•  दिल्ली के गांवों का लालडोरा बढ़ाया गया ।
•  किसानों की जमीन का मुआवजा तीन गुना दिलाया ।

गरीबों का कल्याण                     

•  दिल्ली के गांवों के लिए मिनी मास्टर प्लान ।
•  झुग्गी बस्तियों में रहने वालों के लिए 15 रूप्ये में एक पाइंट व 30 रूप्ये में दो पाइंट के बिजली    की व्यवस्था ।
• 8 लाख नए लोगों को राशन कार्ड मुहैया कराए।
•  दिल्ली में मजदूरों का वेतन सबसे अधिक ।
•  दिल्ली देहात में बिजली की सुविधा के लिए केबल डाली गई ।
• दिल्ली के गांवों का लालडोरा बढ़ाया गया ।
• दिल्ली की झुग्गी बस्तियों के लिए 60 मोबाइल डिस्पेंसरी खोली गई ।

सामाजिक कल्याण

•  1994 में कानून बनाकर भाजपा सरकार ने दिल्ली में गौ हत्या पर रोक लगाई।
•  1995 में लाटरी पर प्रतिबंध लगाकर दिल्ली की जनता को लाटरी के अभिशाप से मुक्ति दिलाई।
•  शराब के सार्वजनिक विज्ञापनों पर प्रतिबंध लगाकर और 18 धार्मिक त्यौहारों को ड्राई डे घोषित  कर नशे के खिलाफ अभियान चलाया।
•  1995 में 60 वर्ष से अधिक उम्र के वृद्धों के लिए पेंशन शुरू कराई।
•  निगम बोध घाट पर गंगा,यमुना जल से अंतिम स्नान की व्यवस्था की गई।
•  भाजपा के 5 वर्षों के शासन काल में दिल्ली में एक भी दंगा नहीं हुआ।
•  बड़े पैमाने पर पार्कों का निर्माण का कार्य।
•  दिल्ली में महिला कमीशन का गठन किया गया जिससे महिलाओं में सुरक्षा की भावना आए।
•  धार्मिक स्थलों पर जाने के लिए कमेटी का निर्माण।
•  फ्रीडम फाईटर्स की पेंशन में अभूतपूर्व वृद्धि।   

अन्य

•  ट्रांस यमुना एरिया डव्लपमेंट बोर्ड का गठन किया जिससे यमुनापार का सर्वागीन विकास हुआ।
•  1071 अनधिकृत कालोनी को पास करने की संस्तुति।
•  किसानों की जमीन का मुआवजा तीन गुना दिलाया।

दिल्ली के विकास के लिए केन्द्र की भाजपा सरकार द्वारा किये गये कार्य

•  श्रमिकों को राष्ट्रिय सामाजिक सुरक्षा कार्ड का वितरण।
•  असंगठित क्षेत्र के श्रमिकों हेतु 500 रूप्ये प्रतिमाह पेंशन।
•  30,000 रूपये चिकित्सा बीमा का प्रावधान के साथ ही इस वर्ग के श्रमिकों के लिए 125 रूपये की  व्यक्तिगत दुर्घटना बीमा।
•  गुड़गांव टोल ब्रिज फलाई ओवर का निर्माण।
•  70 प्रतिशत से अधिक उद्योग वाले रिहायशी क्षेत्र को औद्योगिक क्षेत्र घोषित किया गया।
