Chief Minister is misleading the people by talking of implementing Citizen Charter in Delhi - Vijender Gupta
BJP Delhi Pradesh President Shri Vijender Gupta has said that the Delhi Right of Citizen to Time Bound Delivery of Services Act to 2011 was passed on the 28th March, 2011, but due to the pressure of corrupt Ministers and officers of the Government it could not be implemented. By talking about implementing this law with effect from 15th September, 2011, the Chief Minister is misleading the people of Delhi. BJP wants that there should be strong, impartial and effective Citizen Charter in Delhi so that the people suffering from corruption of Congress Government may get relief.
Shri Gupta told that in a Conference organized on Sunday the Chief Minister admitted that touts are fully active in getting the works of people done in the departments of Delhi Government. No work of the common man is done without the help of touts. Before this the Chief Minister of Delhi Smt. Sheila Dikshit always stated that her Government provides transparent and time-bound services without any bribes being offered. Now in view of the elections the opinion of the Chief Minister about the departments of the Government has suddenly changed. Now she is openly talking about the well being of the people and corruption in the Government departments. This exposes the dual character of the Chief Minister and the Congress.
Pradesh President told that the law framed by Delhi Government for providing time-bound services for the people is very weak, porous and harassing. According to this law the concerned employee/officer will be fined at the rate of Rs. 10/- per day after the end of the time limit prescribed by the Government for a particular work. This fine will be maximum of Rs. 200/-. The Congress Government has deliberately not made provisions for punishing, prosecuting and sending the Government employees/officers to jail. Government is playing such game which will serve its purpose and show that it has taken action against the erring Government employees. The present form of citizen charter is not acceptable to the BJP.
He further told that from the year 2007 itself there is law that if the power companies resort to undeclared power load shedding then they will be heavily penalised. The amount recovered as penalty will be distributed among the consumers. Even after four years the Chief Minister of Delhi did not implement this law deliberately because she is in connivance with the power companies. The private power companies of Delhi sell the power meant for Delhi at higher rates to the neighbouring States. They like to keep the people of Delhi in dark. BJP has doubts whether the citizen charter will be implemented in an effective way in Delhi.
