The Delhi BJP today demanded a high level probe into the matter of unaccounted money stashed in foreign tax havens like the British Virgin Islands by the wife of Delhi’s Power Secretary. The BJP also demanded that the Delhi Government should meet the Election Commission and seek immediate removal of the Power Secretary as exceptional circumstances have arisen after the expose on the stashing away of huge amounts of unaccounted money.

This is a clear indication that power sector is being manipulated by vested interests and huge money is being made through widespread corruption. This cannot be possible without support of the political executive in power. This also proves the charges made by the BJP that massive frauds are being committed in power sector resulting in unjustified hike of 300% in power tariffs over the last 15 years.

In a statement issued today, the Delhi BJP said, “This is an exceptional situation where it has come the light that the spouse of Power Secretary of Delhi despite being homemaker she has reportedly huge amount of unaccounted money deposited in the tax havens abroad. It cannot be a mere coincidence that a massive power scam is going on under the current Power Secretary in collusion with the Delhi government and the power discoms.”

“The party waited for 24 hours after the reports of unaccounted money came in public as we expected the government to act but since it has not, we demand action. The government should order a probe into account of Power Secretary’s wife in the British Virgin Islands. We want to know how can a homemaker has so much money that she has an account in a tax haven and how much money is there?” the Delhi BJP said.

“We demand that the call detail records of Power Secretary should be immediately made public. That would help in exposing the nexus between Power Secretary and the Congress leaders.”

Interestingly, the Delhi government had called the Power Secretary back from Goa to Delhi in August this year after he had been transferred to Goa earlier from Delhi. The Chief Minister owes an explanation to the people of Delhi about why she brought back an officer, who had presided over multi-crore scams in the Delhi transport department as the Transport Secretary and several projects related to the Commonwealth Games. It may be recalled that the CAG and the Shunglu Committee have indicted the Delhi Chief Minister and her government for effecting a scam of Rs. 70,000 crore in conducting the Delhi Commonwealth Games.

Now, in the backdrop of expose by the International Consortium of Investigative Journalists (ICIJ) about the unaccounted money having been stashed away by the wife of the Delhi Power Secretary, there are several doubts about the Chief Minister’s hand in entire murky business.

Delhi power Secretary Mr. R K Verma’s wife Mrs. Ritu Verma has been shown as a depositor of unaccounted money in the banks in the British Virgin Islands. Mrs. Verma has been shown as a shareholder in Windsor Incorporation Inc., which was started in July 2007 with an authorized share capital of $ 50,000.

Mrs. Ritu Verma is a housewife. It seems improbable for her to earn such huge amount of money to own big shares in a $50,000 company. There is a possibility that the unaccounted money might have been channelled by her Power Secretary husband, who has presided over several scams from Transport to Power Department and who has been close to the Delhi Chief Minister.

Mrs. Ritu Veram gave the official residential address of her husband when Windsor was being incorporated.  Her bank account in the British Virgin Islands carries the same address. The address is: D-II-225 Vinay Marg, Chanakyapuri in New Delhi. The company's British Virgin Islands address is shown as: Portcullis Trust Net Chambers, PO Box 3444, Road Town, Tortola, British Virgin Islands.

The Windsor Group Holdings Ltd. was registered in the BVI on May 12, 2009 by a Delhi-based lawyer, who was also on the board of Chandigarh-based firm, Aero matrix, which Italian investigators found to have been one of the channels through which kickbacks were distributed in the Indian Air Forces’ VVIP helicopter deal (Augusta Westland).

Delhi BJP President Sh. Vijay Goel today launched ‘Ghar Ghar BJP’ mass contact programme by visiting homes at Oberoi Apartments in Civil Lines area of the city. Leading a team of BJP cadres, Sh. Goel visited homes located in the area, met with the people living there and shared with them BJP’s vision for development of Delhi. He also got the feedback forms filled form them. These inputs in the feedback form  will be used in drafting manifesto as well as the electoral strategy.

The BJP is reaching out to every family and touch every heart in the city through personal contact and mobilization at the grassroots level under this programme, which is based on the philosophy of ‘back to basics’. As part of the ‘Ghar Ghar BJP’ programme, the BJP caders will also share with people party’s Prime Ministerial candidate Sh. Narendra Modi’s vision for nation building.

Interacting with the residents of the Civil Lines, Sh. Goel said, “BJP stands for all inclusive growth of Delhi so that every section of society grows with the city. BJP has a positive agenda for development of Delhi based on the ground realities of the city.”

“In our campaign, we are not only exposing the Delhi government for its monumental failures, which have prevented Delhi from becoming truly a world class city. We are offering solution to the critical issues in the city, like, power, water, safety of women, health and hygiene, roads, education etc. When BJP comes to power, we will make policies and implement programmes that will accord Delhi the place it deserves,” Sh. Goel said.

Sh. Goel further said, “Through the ‘Ghar, Ghar BJP’ programme, we will touch every household in Delhi, understand their problems and offer solution when BJP forms the government after the assembly polls. People of Delhi have been neglected by the Congress government in the last 15 years. We will bring the people of Delhi back in focus of government’s policy making.”

A large number of people interacted with Sh. Goel in Civil Lines during visit to the houses located in the area. Sh. Goel carried with him booklets, pamphlets and other publicity materials that not only highlight the failures of the Congress government during its 15-year misrule in Delhi, but presented BJP’s vision for Delhi..

The ‘Ghar Ghar BJP’ mass contact programme was simultaneously launched in 280 Mandals by the BJP cadres across Delhi. The mass contact programme will be undertaken in all these Mandals by the BJP cadres till October 21. The objective of programme is to give a further fillip to the BJP’s campaign by connecting with every household in the city.

The ‘Ghar Ghar BJP’ programme is being undertaken by comprising three members each- one senior party cadre, who is assisted by two others. Each team is scheduled to visit 20 homes, meet the members of families and share with them party’s vision about Delhi. They will also take feedback from the people on the issues concerning them. People’s feedback will form the core of BJP’s election manifesto for the Delhi assembly polls.

Those who accompanied Sh. Goel during the launch of ‘Ghar Ghar BJP’ campaign and his visit to homes in Civil Lines area included Majnu Ka Tila Mandal President Sh. Onkar Singh Chauhan, Chandni Chowk District President Sh. Satpal Bhatia and District Vice-president Sh. Subhash Dabar among others.

Delhi BJP General Secretaries Smt. Shikha Rai, Shri Ramesh Bidhuri and Shri Jai Prakash today lambasted the Congress Ministers for using derogatory and unparliamentary language for Delhi BJP President Shri Vijay Goel.  The use of such unparliamentary language is coming out of Congress’ frustration and inability to respond to the issues raised by the BJP. The BJP had raised 15 questions on Sunday which has clearly rattled Congress.

In a joint statement, the three General Secretaries said, “The uncalled for use of derogatory and unparliamentarily language by the Congress Minister of Delhi for Delhi BJP President shows the panic that has set in the Congress  as the groundswell of support for BJP in Delhi is quite visible. The Congress is losing ground in Delhi but the Ministers of Delhi Cabinet are not able to come to the terms with the changing reality of Delhi’s mood ahead of the Assembly polls.”

Meanwhile the Delhi BJP President Shri Vijay Goel slammed the Congress government for “cosmetic surgery” to hide the ugly face of corrupt PDS in the city.  The Food and Civil Supplies Minister should be immediately sacked and the Chief Minister should step down. The food security scheme is actually a farce where poor are duped and vested interests are filling coffers by selling foodgrains meant for poor in open market in a systemic and massive scale”

A sting operation by a channel has cemented the BJP’s charge that the foodgrains meant for the poor are not reaching them.

“It is clear that without support from the top echelons of administration, this massive loot wouldn’t have been possible. So, mere suspension of half a dozen middle or junior level officials won’t do. The sting operation has clearly exposed that the rot in the system is from top to bottom. We have been raising this issue for the last several years and in 2008 I had demanded a CBI inquiry into the corruption ridden PDS. We stand vindicated today once again after the latest expose.”

It may be mentioned here that even the CAG, in its latest report, has slammed the Delhi government for causing a scam in Delhi’s PDS. The CAG observed that the food distribution chain of Delhi is rotting and held Delhi government responsible for it.

Shri Goel said, “Now, one can understand why Congress is opposing BJP’s proposal for an Accountability Commission. All such scams would be unearthed through the Accountability Commission and Congress ministers and corrupt officials who helped them in looting Delhi would be taken to task including the Chief Minister.”

“But the BJP is committed to set up an Accountability Commission and fix all the corrupt elements in Delhi government when it comes to power,” reiterated Shri Goel.

The Delhi BJP President Shri Vijay Goel today said that the party will take concrete steps, when voted to power, to restore the pride of Purvanchalis living in Delhi and improve the living conditions while ensuring overall development for them.

Addressing a press conference, Shri Goel said, “The BJP will declare Chhath a public holiday in Delhi, when elected to power and most importantly restore the dignity and pride of the Purvanchalis living in the city. The present government has created a sense of alienation among the Purvanchalis and hurt their pride during its misrule in Delhi.”

Shri Goel said, “The Purvanchalis living in Delhi are part and parcel of the city but they have been completely neglected by the successive Congress governments. The well-being and a life of dignity of Purvanchalis are essential for the well-being of the city of Delhi. When it comes to power, the BJP will ensure that the Purvanchalis get their due.”

Shri Goel said, "Lack of affordable housing for them have pushed a large section of purvanchalis to live in JJ clusters, slums and unauthorised colonies."

As a result of the total neglect by the Delhi government, the problem of employment is hurting the community the most. A large section of them is employed in informal sector or as informal labour force in organized sector, contributing immensely in sustaining the lifeline of Delhi.

While they have contributed in the growth of Delhi, the Delhi Chief Minister has looked upon them with contempt terming them as burden on the resources of the city. She has even blamed them for rising incidents of crime in Delhi.

In April, 2012, the Delhi Chief Minister blamed violent crimes against women on Purvanchali migrants, saying, "What are the reasons that we understand... is the huge migratory populations and very porous borders. You can come into Delhi, commit a crime and just run back again..."

The Delhi Chief Minister has never apologized for her shocking statement nor has she taken her words back acknowledging her mistake. This betrays her ideals of governance.

Blaming migrant Purvanchalis for rising crimes in Delhi and branding them as criminals is apartheid. Delhi is a cosmopolitan capital city, receiving people from all over the country, who contribute to the life of Delhi.

"The purvanchalis will give a befitting reply to Congress for hurting their pride," said Shri Goel.

Key problems faced by the Purvanchalis in Delhi:
  • Affordable housing
  • A large majority of people of Purvanchali origin live in unauthorized colonies, which are not in focus of the administration vis-à-vis basic civic amenities like water supply, electricity connection, drainage, sewage, garbage disposal, hospital, access to PDS etc.Getting children enrolled in Delhi schools
  • Obtaining a ration card from Delhi government authorities
  • Getting an LPG connection
  • Getting a telephone connection
  • Getting an Aadhar card
  • Getting better jobs

The Delhi Bharatiya Janata Party today held a meeting for brainstorming over assembly constituency specific issues electioneering for the upcoming assembly polls in Delhi. The meeting was presided over by Delhi BJP President Shri Vijay Goel and attended by all the        14 district unit heads of the party and senior office-bears of the State unit. The meeting took place at the party headquarters at 14, Pt Pant Marg.

It was decided in the meeting that in its election campaign the BJP will focus on the assembly constituency specific issues, which will be identified and highlighted by district units’ heads of the party in their respective regions. This process has begun with immediate effect.

Speaking after the meeting, Shri Goel said, “The party is fully geared up for the assembly polls. The focus of the election campaign will be the issues specific to each of the 70 assembly constituencies, which will be raised by the BJP through its door to door contact programme. Besides, the misrule of the Congress government will also be highlighted.”

Shri Goel further said, “The election campaign will be undertaken at various levels. At district level door to door contact programme will be conducted whereby the BJP cadres will visit every household highlighting the misrule of the Congress and the positive agenda of the BJP for the equitable all round development of Delhi. At the organizational level, mass contact programmes will be undertaken.”

The door to door contact programme has begun immediately after today’s meeting in all the 70 assembly constituencies in Delhi. There are 14 district units of the BJP and 5 assembly constituencies come under each unit. The BJP district cadres have started identifying and highlighting the issues specific to each assembly segment of Delhi.

The confident cadres of the BJP are sparing no stone unturned in mobilizing people, who have expressed a groundswell of support in the rallies and public meetings organized by the party in Delhi. The common people of Delhi want to get rid of the misrule of the present Congress government and giving tremendous response to BJP’s door to door contact programme.

Today’s brainstorming meeting of the Delhi BJP office bearers and the party’s district units’ heads follows similar meetings with party cadres in recent times. Earlier, BJP has held Karyakarta Sammelans all over the city attended by the hundreds of BJP cadres from Mandal level.

The BJP has already trained party cadres for booth level functioning for all the 11,763 polling booths in Delhi. Crack teams have been raised by the party for the booth level operations of the party work with each team comprising of 30-32 trained and committed party workers.

Noted Bhojpuri singer and film-actor Sh. Manoj Tiwari today joined the BJP in presence of Delhi election incharge and former BJP national President Sh. Nitin Gadkari, Delhi election co-incharge Sh. R. K. Sinha, Delhi BJP President Sh. Vijay Goel and former Delhi BJP President Sh. Vijender Gupta and at 13, Teen Murti Marg. Sh. The Delhi Bharatiya Janata Party President Shri Vijay Goel today said that the BJP has scored a major moral victory on the issue of providing reservation in colleges to students passing from Delhi schools.

“We have been raising this demand for the last many years and our pressure has compelled the Delhi government to initiate this move,” said Shri Goel in a statement issues today.


“This is a major victory for the BJP’s long standing movement to provide reservation in Delhi colleges for students passing out of Delhi schools.”


Shri Goel said that there is ample evidence on the record that we have raised this issue for the last three years. The Congress had not shown any concern about this till now.  “In the past we have held demonstrations demanding reservation for Delhi students, we have also approached the Vice Chancellor of Delhi University and other authorities for the same.”


The Delhi BJP President has written to the VC of DU regarding this in the past (scanned copy of letter attached). The BJP had also released Delhi Declaration on June 24,“State of Higher Education” clearly raising  this issue.


“When we started raising this demand, Congress government did not respond but now after the Vikas Rally of Sept. 29, it realized that the youth of the city feel betrayed by the Congress government’s apathy towards them. Their overwhelming support to the BJP  in this rally and prior to that has come as a shocker to the Congress and as a last ditch effort it is trying to save the day prior to the assembly polls.”
