CONGRESS DOES NOT BELIEVE IN CONSTITUTIONAL INSTITUTIONS – DR. HARSH VARDHAN

Dr. Harsh Vardhan has said that the Congress Party and Chief Minister Sheila Dikshit do not believe in Constitutional Institutions.  This is the reason why Congress has not promised about making the institution of Lokayukta a powerful body in its Election Manifesto.

He said that from the very beginning, the Congress has been a party which believes in dictatorship. Hence in the year 1975, the then Prime Minister Indira Gandhi imposed emergency on the country against the public opinion. She had to pay for it by losing the elections.  Similarly, after ruling Delhi for the last 15 years, Smt. Sheila Dikshit has become despotic and anti people. She will also have to pay for it in the Assembly Election.  The people of Delhi have made up their mind to dislodge the Congress Government of Delhi and help in forming BJP Government under the leadership of Dr. Harsh Vardhan.

Dr. Harsh Vardhan further said that on the eve of every election, Chief Minister Sheila Dikshit makes long promises to the people of the Delhi for securing their votes and after that she does not go before the people. The proof of this fact is that there are hundreds of Jhuggies behind the residence of Rahul Gandhi, 12-Tughlak Lane where the lights of development have not reached. On the other hand Smt. Sonia Gandhi, Rahul Gandhi, Manmohan Singh and Sheila Dikshit are continuously making promises to the people that they will turn Delhi into heaven.

He has appealed the people that this time they should make final decision. Such opportunity does not come again and again. They should help in forming BJP Government under the leadership of Shri Narender Modi at Centre and BJP Government in Delhi so that the country and Delhi may make rapid progress. Corruption, price rise, unemployment and poverty may be eliminated. Dr. Harsh Vardhan has claimed that he will decrease the prices of vegetables, fruits and food grains within 20 days of coming to power.

New Delhi, November, 21: The Delhi Bharatiya Janata Party President Shri Vijay Goel today slammed Congress for repeating the same old promises in its manifesto which it fails to keep. He also demanded that Congress should clarify its stand on privatisation of water which has resulted in whooping water bills.

Shri Goel said, the Congress manifesto exposes its anti-people approach as it does not talk about reduction power and water tariffs and bringing down prices of essential commodities. No concrete vision or plan about ensuring safety of women is mentioned in it, only lip service has been paid.

While addressing people during his padyatras and election campaigning in Babarpur, Rohtas Nagar, Seemapuri and Gokulpuri assembly constituencies for BJP candidates Shri Naresh Gaur, Shri Jitendra Mahajan Shri Rampal Singh and Shri Ranjeet Kashyap , he lambasted the Congress for its doublespeak in the manifesto.

Following are the key points from comments made by Shri Goel in context of Congress manifesto:

Price Rise: Congress manifesto provides no solution to the problem of price rise. Only lip service has been paid by promising subsidised pulses and edible oil.  Why can’t the government bring prices down instead of talking about subsidies? We all know that subsidies are not sustainable in the long run. This shows that Congress is least bothered about finding solutions to problems of price rise.  BJP would ensure proper supply of essential commodities round the year.  Long terms contracts will be done with suppliers to bring down costs, PDS will be revamped and made corruption and leakage free, cooperative stories on the lines of super bazars will be encouraged with financial and technical support from Delhi government.

Women Safety: Despite the government facing flak for failing to crack down on crime against women, the Congress party’s manifesto seems to have failed to come up with any promise to make Delhi safer for women.

The Congress manifesto’s five point agenda on ‘Law and order: Focus on Women’ includes rather uninspiring measures such as special training of police force, gender training and increase women in the work force. The BJP strongly feels that there has to be complete modernisation of police force in Delhi, a special protection force for women is to be required. We also need fast track courts for such cases. But none of these measures are listed in Congress manifesto!

Statehood: Like 2008, Congress has made promise for full statehood. But what stopped Congress from getting full statehood  when there has been a Congress-led government at the Centre for nine years and Congress government in Delhi for 15 years. NDA led government had brought a bill on statehood to Delhi in 2003 but Sheila Dikshit and Congress in fact opposed it.

Laadli Scheme: To extend Ladli Scheme (that provides Rs 1 lakh financial assistance to a girl child who completes Class XII) to Qabil ladli (of additional Rs 50,000 to college going girls). But even the existing Ladli scheme has proved to be complete flop. The CAG report clearly says that almost half of the beneficiaries are getting dropped out of this scheme.

Education: Congress manifesto is saying that they will open new schools and start evening colleges. In last 15 years the Congress government has closed down atleast 80 government schools, not opened a single new college in DU and what stopped them from starting evening shift in all colleges of Delhi University?  The ground reality is quite different from their promises. Most of their promises have always remained on paper!

Shri Goel also slammed the Aam Aadmi Party for trying to misguide the people of Delhi by making promises on aspects, which fall outside the purview of Delhi government.

Shri Goel said, “AAP’s promise for the passage of Jan Lokpal Bill is a fake promise as even Anna Hazare said that it can only be passed by Parliament and not the Delhi Vidhan Sabha. AAP promises to give Delhi a full statehood ignoring the fact that it can only by granted by Parliament. AAP seems to have no idea about the federal scheme of India under the Constitution.”

CONGRESS HAS ADMITTED DEFEAT EVEN BEFORE THE BATTLE – DR. HARSH VARDHAN

Dr. Harsh Vardhan has said that panicked by the forecast of BJP leading in all the pre-poll surveys and by demanding to ban all such surveys, Congress has admitted its defeat even before the battle starts. Congress party has given walk over to the BJP. He has demanded the President of India that he should completely dismiss the demand for ban on surveys by the Election Commission and protect freedom of expression.

He told that in all the democratic countries of the world pre-poll surveys are allowed.  Various organizations and media get surveys done and broadcast to the people.  When the survey was in favor of the Congress, the Ministers and Congress leaders were claiming of big victories.  After the declaration of Narendra Modi as the Prime Ministerial candidate of the BJP atmosphere has changed of the country. There is Modi wave in the country and abroad. Rahul Gandhi looks like a pigmy before him.  Congress is afraid that Rahul Gandhi may not complete his campaign. Hence all the Congress leaders besides Mrs. Sonia Gandhi are restless.  

Dr. Harsh Vardhan told that after his declaration as the BJP’s Chief Ministerial candidate there is wave of elation, hope and confidence in entire Delhi.  The mob of admirers assembling at his residence early in the morning indicates this. Such assembly of admirers continues till late hours.  All the media surveys indicate that the Congress Party lags behind the BJP in the Assembly Elections. Here the main contest is between BJP and Congress.  

The people of Delhi could not get any relief from price rise even on the occasion of the Deepawali. The reason is that Chief Minister Sheila Dikshit and all the Congress Ministers and Legislators know that they are going to lose. Hence the Congressmen are indulging in corrupt activities.  They believe in earning as much as they can before their are good bye. This Government is not concerned about the people. There is nothing like Government in Delhi at present.

Delhi BJP President Shri Vijay Goel today slammed the Delhi Chief Minister for weakening the institution of Lokayukta. He said that the Delhi Chief Minister’s decision to not to give any commitment to the Lokayukta on defacing public property and misuse of public spaces betrays Congress’ absence of respect for the institution.

Shri Goel said, “The Chief Minister’s defiance of the Delhi Lokayukta’s directive comes naturally to her as she has deliberately strived over the years to weaken the institution that fights corruption. It is ironical that the CM is not willing to give a commitment to honour the Delhi Prevention of Defacement of Property Act, 2007 enacted by her own government.”

“It is the duty of the government to uphold the rule of law. How can a chief minister run away from taking responsibility to uphold the rule of law,” asked Shri Goel.

Shri Goel further said, “It seems to be an intrinsic character of the Congress to worke against the institutions that work for probity in public life. Similar thing is happening in Uttarakhand, where the Congress party is opposing the Lokayukta Act passed the previous BJP government. This is an attempt to perpetuate corruption.”

The Delhi Lokayukta had asked the Delhi Chief Minister and Delhi Transport Minister to give a commitment through an affidavit that they would not misuse public spaces and ask the party workers not to deface public property with posters, hoardings and banners. But, the Delhi CM has not given any such commitment. She has refused to take any responsibility in this regard.

The incumbent Lokayukta’s tenure ends today and the new Lokayukta can only be appointed by the new government after the polls. Under such circumstances, the Delhi Chief Minister’s refusal to give any commitment to uphold the rule of law shows the Congress’ arbitrariness in dealing with the anti-corruption watchdog.

The Uttarakhand Lokayukta Act has received Presidential assent, but the ruling Congress party is still opposing the Act. This proves that Congress has no intention to fight corruption anywhere in the country. It would be interesting to mention that the Congress is opposing the Uttarakhand Lokayukta Act on the fictitious grounds of unconstitutionality even though the President of India gave his assent to the Act after due consideration of nearly two years.

BJP WILL FORM SEPARATE DEVELOPMENT AUTHORITY FOR THE DEVELOPMENT OF UNAUTHORISED COLONIES & VILLAGES - DR. HARSH VARDHAN

Dr. Harsh Vardhan has said that after coming to power in Delhi, BJP will form a separate Development Authority on the lines of DDA for all round development of the unauthorized colonies and the rural areas. This will drastically change the system of providing facilities like education, health, roads, transport, sewerage, power and water, other basic amenities, housing, employment and increasing income of every family.  

There are 1639 unauthorized colonies in Delhi and 400 urban and rural villages. The condition in these villages is worse than the villages of other most backward states. It is surprising that even after 66 years of independence, 40 percent people of Delhi are not supplied drinking water by the Government.  Power load shedding is common in unauthorized colonies and villages and the quality of supply is of very low grade.  Congress is the ruling party for the 15 years in Delhi but it has done nothing for the betterment of these colonies and villages.  People feel to have been cheated.  

He accused that the Chief Minister Sheila Dikshit did not try to solve the problems of 40 lakh people of unauthorized colonies, urban and rural villages and migrants living in Delhi during the last 15 years. On the occasion of every election she made false promises to lakhs of people and left them in lurch. In spite of the announcement by Delhi Government the registry of the properties has not been started in unauthorized colonies.  Prices of land is sky rocketing. The dream of the poor man to have a house has remained unfulfilled.

BJP wants that there should be all round development of Delhi so that the rays of development reach every family. BJP is also committed for the empowerment of women and youth. Lakhs of youth are unemployed in Delhi. Lakhs of posts are vacant under the Government but it is not making appointments because the Congress is busy in the loot of public money and fueling price rise.

Delhi BJP President Shri Vijay Goel has asked the Lieutenant Governor of Delhi to ensure proper arrangements for Chhath Puja in the city.  He also reiterated that the BJP will declare the Chhath Puja a public holiday when it comes to power in Delhi.

In a letter to the LG, he expressed concern that the Delhi government seems to be not actively making sufficient arrangements for the festival which witnesses participation of lakhs of people especially purvanchalis. He urged the party cadres to participate in large numbers in the festival and provide all the help that is required for smooth conduct of this festival.

Shri Goel said, “Delhi recently witnessed a tragic episode during the Ganesh Chaturthi festival, when many lives were lost in Yamuna due to absence of proper safety measures. The government must ensure that a tragedy like Ganesh Chaturthi incident is not repeated as lakhs of devotees throng Yamuna ghats during the festival.”

“Safety at the ghats, deployment of sufficient number of police personnel, life saving guards, ambulances, transport facilities and traffic management and measures for safety of women should be adequately taken care of on priority by the government. Devotees, pilgrims and common people visiting the Chhath Puja ghats should not be left in the lurch,” Shri Goel said.

Shri Goel further said, “The BJP will deploy large number of party workers as volunteers at all the Chhath Puja ghats along Yamuna, canals and other water bodies in all the districts of Delhi.”

The matter relating to arrangements for Chhath Puja was discussed at a high level meeting of the state office bearers of Delhi BJP. The party leaders felt that due to lackadaisical approach of the Congress government, devotees and common people face lots of problems during such big festivals.

In his letter to the Lieutenant Governor Sh. Goel said that special arrangements should be made to ensure safety of women at the Chhath Puja ghats and along the roads leading to the worship sites. He also said that the administration should take measures for crowd management at the Chhath Puja ghats.

Shri Goel has also directed the Mayors of the three BJP-ruled municipal corporations urging them to make take appropriate measures to ensure that Chhath Puja is celebrated with traditional fervour by the people of Delhi. He asked them to take all measures to provide all the possible facilities to the devotees and common people celebrating Chhath Puja in parks, make-shift ponds and other water bodies in areas under the three municipal corporations. The areas under jurisdiction of the MCDs should be cleaned and sanitized, with proper lime powder markings, he said.

The  Delhi Bharatiya Janata Party President Shri Vijay Goel today  lambasted the Congress led UPA government for mooting a proposal to rename the existing Targeted Public Distribution System as Indiraamma Anna Yojana Shri Goel said this is a blatant attempt by Congress to get political mileage from national resources and the BJP will oppose any such move. The BJP will not allow Congress to hijack the national resources for petty political gains.

The Union food minister K.V. Thomas have recently said on record that there is a proposal to rename the existing Targeted Public Distribution System (TPDS) and the government is considering renaming it as Indiramma Anna Yojana.

Shri Goel said, “Right now no new announcements regarding renaming of the scheme after a particular political leader belonging to any political party can be made, yet the Congress leaders are attempting to violate these norms. The Election Commission should take note of this and take strict action against the Union Food Minister for going public with such comments.”

The Union Food Minister’s statement, at a time when election code of conduct is in force, is against the spirit of democratic norms and the Congress seems to desperate to misuse its position by naming a system meant for the poor in one of its own leaders’ name.

Shri Goel said the latest step is not a standalone case. In the last few days the Congress has been blatantly misusing government resources. He expressed concern that the Election Commission is adopting a very lenient approach when it comes to violation of poll guidelines by Congress leaders.”

“We are concerned that the Election Commission seems to be quite soft on poll guidelines violations by Congress. We demand strict  and immediate action  in such instances,” said Shri Goel.

“The BJP had recently pointed out the printing of photographs of CM and Power Minister on thousands of BSES bills. After that the BSES, which has 49% stake of Delhi government, accepted this was violation of poll guidelines yet it has been let off the hook with no action taken against anyone.

The Election Commission should penalize all those who were involved in violation of these norms by BSES. There is no action visible on the ground. The BJP will take up this matter further as it wants strict action against those who are working hand in glove with Congress government for misuse of official machinery, said Shri Goel.

The Delhi BJP President also pointed out that the Chief Minister’s official residence is being used for political press conferences. “We would like to know why no action is being taken by the Election Commission to stop this misuse of official machinery. The BJP demands that the misuse of official residence of CM should be immediately stopped and action should be initiated against CM and her three ministers who are holding regular press conferences there.”

The Delhi BJP President Shri Vijay Goel today said that the party tickets for the Delhi Assembly polls will be announced after Diwali. "The sitting MLAs having a good track record will be repeated. The party will give representation to all sections of society in ticket distribution," said Shri Goel

Laying out the criteria for the selection of candidates for the assembly polls, Shri Goel said, "Good work at grassroots level, clean image, commitment to the party and ability to win are some of the main criteria for selection. The party is confident of winning two thirds majority in Delhi," said Shri Goel.

The party is fully geared up for the assembly polls.  The BJP undertook out ‘Ghar Ghar BJP’ mass contact programme, which received phenomenal success recently. The party has formulated            32 member teams at each of 11,763 polling booths. Karyakarta Sammelans have already been held in 280 mandals across the city. All 14 district units and 280 mandals  are  continuously engaged in the mass contact programmes through door to door campaigning, public meetings, interactions with RWAs etc. They have been provided with publicity material for sharing party’s vision for development and progress of Delhi.

He further added, "BJP is committed to the well-being of people and providing corruption-free development in Delhi. BJP’s commitment to clean and efficient governance will be reflected in the final list of the candidates for the assembly polls."

The party is working unitedly with the aim of ending the 15-year misrule of the Congress party, which carried out a series of scams resulting in an overall deterioration of Delhi. The BJP will provide corruption-free development in Delhi when it forms the government after the assembly polls, said Shri Goel.

There is a groundswell of support for the BJP and the people of Delhi are fed up with the mismanagement of Delhi under the Congress government. Rising prices, high water and power tariff, lack of safety for women and neglect of education, health, sanitation and transport have been the hallmark of Congress regime in the last 15 years. People of Delhi are aspiring for a change and freedom from Congress’s misrule.

THE CONDITION IN SHEILA DIKSHIT’S CONNAUGHT PLACE, BALMIKI BASTIS, SLUMS IS PATHETIC EVEN TODAY - DR. HARSH VARDHAN

BJP’s Chief Ministerial candidate Dr. Harsh Vardhan has accused the Chief Minister of Delhi of misleading the people and issuing false statement and said that addressing the Congressmen yesterday the Chief Minister had told in Badarpur that her Government has changed the face of Delhi. This is completely false claim because Smt. Sheila Dikshit is the Chief Minister of Delhi for the last 15 years but the condition of Connaught Place in her Assembly Constituency is just like the condition of a remote village, what to talk of rest of Delhi. During the Commonwealth Games renovation work was started in Connaught Place but even today it is full of pot holes.  Many people have fallen in them and broken their legs.  The cost of renovation has increased hundred times. 30,000 people living in 13 slums in this area do not get the supply of drinking water and other facilities. More than 15000 families in Balmiki Bastis are living in pathetic conditions. The condition in the backyards of the MPs and Ministers is hellish. Nobody is taking care of it.  

Data show that New Delhi area is the most important area in Delhi.  Parliament House, President House, PM Residence, Ministers and MPs residence and all the important ministries of the Central Government are located in New Delhi area.  Many sensitive areas like Connaught Place, Janpath, Gole Market, Kali Badi Marg, Panchkuiya Road, Khan Market, Jor Bagh, Sujan Singh Park, Padara Road, Laxmi Bai Nagar, Kidwai Nagar, Sarojani Nagar, Safdurjang Airport etc. are in this constituency. Smt. Sheila Dikshit is being elected Legislator from this area for the last 15 years.  In spite of this she has not been able to find way to improve the hellish condition of the people living in slums in New Delhi area.  Congress had promised of better living conditions to the people of Assembly Constituency on the occasion of all the three elections held in past.  These promises were never fulfilled.  These 30 thousand people do not get the supply of drinking water and they depend on tube wells for drinking water.  The ground water of Delhi has become poisonous and hence many people have died and many have fallen seriously ill after drinking the ground drawn from the tube wells.

There are 16 Dhobi Ghats in New Delhi area. Livelihood of about 10 thousand peoples is connected with these Dhobi Ghats. During the last 15 years the condition of these Dhobi Ghats has become dangerous. People are fed up with repeated promises of Sheila Dikshit.  From the month of April 2009 to March 2012 8.85 crores rupees have been allotted to the Legislator fund of the Chief Minister.  Out of this 30.9 percent money has been spent on constructing Porta-Cabins (temporary shelter), 13.7 percent has been spent on constructing boundary walls of the residences of Ministers and MPs, 14.2 percent on the constructions of roads, 12.4 percent on the construction of stair cases and 5.3 percent on other works. Even today 1.75 crores remain unspent in the CMs Legislator’s fund.  Had this amount been spent for the J.J. Dwellers then they could have been supplied drinking water.  Since they are poor and helpless, nobody is taking care of them.

Dr. Harsh Vardhan told that the Chief Minister is the Chairperson of many committees in her AC. It is surprising that the District Grievance Redressel Committee has not been formed yet. The committee under District Development Committee is yet to be formed. CM is the Chairperson of PS level committee but she did not attend any meeting from January 2012 to January 2013. This shows that how much she is concerned about the security of New Delhi area.  B.K. Dutt colony came up in New Delhi area for the refugees after the partition of the country. This is the oldest colony but even after six decades of independence, the people in this colony have not been allowed for additional construction although the number of members of the family has increased four times.  The people of this area have to go outside to purchase articles of food and other essential items. This area lacks cheap markets where the poor people could go for shopping. Due to this they are facing great difficulties.

Delhi BJP President Shri Vijay Goel today invited Congress Vice-president Shri Rahul Gandhi on a tour of Delhi so that he can have the first hand experience of the deterioration of the city in the last 15 years of Congress’s misrule. He said that the Congress Vice-president seems to be totally unaware of the ground realities of Delhi. Shri Goel also slammed the Delhi Chief Minister for creating confusion over the full statehood demand for Delhi.

In a statement issued today, Shri Goel said, “The Delhi Chief Minister is misleading not only the people of Delhi but even her party on the issue of development in Delhi. It seems that the Congress Vice-president only sees the picture presented to him by the Chief Minister and builds his opinion about Delhi completely oblivious to the situation at ground. I invite him to a tour of Delhi so that his myths are busted.”

Shri Goel said, “The Chief Minister should make her stand clear on the issue of statehood. She is creating confusion by referring to multiplicity of authorities but not supporting the BJP’s demand for full statehood for Delhi.

The NDA government had brought the Delhi Statehood Bill, but the then Congress government under the present Chief Minister had opposed the Bill in 2004. The Chief Minister had then declared that Delhi cannot get full statehood like other states.

Shri Goel said, “The Chief Minister gets senior Congress leaders including the Congress President to inaugurate government’s schemes with much fanfare but does not implement them properly thereafter. Schemes like Rajiv Ratna Awas Yojana, Annashree Yojana and Food Security Scheme have all proven to be non-starter.”

The Congress government had promised in 2008 to provide 60,000 affordable houses to the poor but, till date not a single house has been allotted to the target population. The failure of Annashree Yojana was recognized by the Congress government itself when it announced the Food Security Scheme, which in turn was announced without proper data of the beneficiaries.

Shri Goel further said, “The entire focus of the Chief Minister has been on the superficial projects rather than on addressing the core issues of Delhi. The Congress government is spending Rs. 1,131 crore on construction of the Signature Bridge while half of the population living in the JJ clusters and slums of Delhi do not have access to toilets and other basic civic amenities. Almost half of Delhi does not get clean drinking water from the Delhi Jal Board.”

The Signature Bridge project was announced in 2004 and it is still under construction. In between the estimated cost of the bridge has been revised at least six times leading to huge escalation of cost. The CAG questioned cost escalation by Rs 672 crore.

 Delhi BJP President Shri Vijay Goel today slammed the Delhi government for its inaction despite soaring prices of onions in the city while the vegetables are vanishing from common man’s plates. He said that the advice from Maharashtra Chief Minister to Delhi Chief Minister exposes the inefficiency of the Congress government.

The Maharashtra CM had advised Delhi CM to buy onions directly from Nasik to control prices in Delhi. But the onion prices continue to soar indicating no action has been initiated on ground.

Addressing party workers of the Outer Delhi district, South-West district and Keshavpuram district, Shri Goel said, “The party will take up the issue of onion crisis at booth level in all 14 BJP districts. The BJP will expose the inaction of Congress government on the issue of onion crisis and rising prices of essential commodities over the next few days.”

Shri Goel said, “The Congress government is doing nothing on the ground to bring down the prices of onions and other vegetables in Delhi. It is only paying lip service and taking cosmetic measures to pile up on common man’s woes. For several months people of Delhi have been suffering due to unprecedented increase in prices of onions and other vegetables in the city.”

Shri Goel said, “The Congress government was in deep slumber even though another state government suggested it a few days ago to purchase onions from Nashik and sell in Delhi to reduce prevailing prices. The government must explain why did it not act on its own earlier?”

The Congress seems to be in the business of window-dressing over the issue of rising prices. Earlier, it claimed to sell onions through government’s outlets, which vanished much before they were officially closed by the Congress government. Those invisible outlets benefited none among the masses.

Shri Goel further said, “The Congress government claimed that onions are sold through Safal outlets. But, for a population of over 1.67 crores in Delhi, there are only about 350 Safal outlets, which is grossly insufficient. It has been a common experience that whatever onions arrive at these stores, it vanishes within an hour or so and even the quality of onions is bad."

Moreover, even the Safal outlets are selling onions at a price around Rs. 65-70 a kg, which is unaffordable for common man in Delhi. Other vegetables are also in the high pricing zone with none of the regular vegetables available below Rs. 50 a kg in retail markets in Delhi. Even potatoes are selling around Rs. 40 a kg. The festival season is around and the prices of these vegetable are not showing any trend of decline and the Congress government is completely insensitive.

1.   The Congress government of Delhi claims that it has run the government maintaining fiscal discipline. So, will it explain why did the CAG conclude that Delhi suffered a revenue loss of Rs. 2,700 crore during the last fiscal?

2.       On an average, 10,000 infants die in the Delhi government’s hospitals every year. In the last 5 years, 50,000 infants have died in these hospitals. The infant mortality rate (IMR) in Delhi is 28 per thousand. Will the Congress government explain as to how will the Delhi Development Goal of reducing the IMR to 10 per thousand by 2015 be achieved?

3.       According to Delhi Development Report, 2013, half of the population living in the JJ Clusters in Delhi does not have the latrine facility on their premises. If the Congress government’s claim is true about their developmental works in these areas in the last 15 years, why the poor living in JJ Clusters do not have latrines even in their homes?

4.       According to a study sponsored by the Union Science and Technology Ministry, Delhi is in High Health Risk Zone and that pollution has increased by 21% in the last 10 years in Delhi. Will the Congress government of Delhi explain as to why Delhi is in such a pitiable condition?

5.       The budget of the Delhi Commonwealth Games escalated almost 100 times from Rs. 296 crore to Rs. 28,054 crore. Will the Congress government explain as to how does it make the estimates for organizing such an event that the cost escalates by 100 times? And, will it also explain as to why did the CAG and the Shunglu Committee held Delhi government guilty in CWG scam?

6.       Delhi government has spent Rs. 2072 crore for cleaning River Yamuna. Will the Congress government explain why the Yamuna is becoming more polluted by the day despite spending so much of money? Where is the money going?

7.       The Congress government of Delhi has given more than Rs. 550 crore to the Congress government of Haryana for the construction of Munak Canal (Rs. 350 crore as original cost, Rs. 160 as additional demand from Haryana Govt. and Rs. 50 crore as goodwill gesture by the Delhi Jal Board to the Haryana Govt.). Will the Congress government explain that why Delhi spent so much of money if it was not receive even a single drop of water from the Munak Canal?

8.       In 2012, the CBI unearthed a multi-crore Anti-biotic Shots scam in the Delhi government. will the Congress government explain how did it carry out the scam?

9.       The Delhi government had announced a target of benefitting 5,74,428 persons under the Annashree Scheme, but as the information came out in May, 2013 the number of beneficiaries under the scheme was only 7,220. Will the Congress government explain that if the Annashree scheme has benefitted only 7,220 persons, why the government is claiming to have benefitted 62,500 persons?

10.   When the Bus Cluster Scheme was launched in 2011, the Delhi government had said that 11,000 buses would be pressed into service out of which 60% would be under the Private Bus Cluster Scheme and rest under the DTC. But, suddenly in 2012, the Transport Minister changed the DTC-Private bus cluster ratio to 60-40. Will the Congress government explain why was this done and also, that while it was promised to deploy 1000 such buses by December 2012, why only 500 buses have been deployed till now?

11.   According to the Delhi government, Rs. 3,000 crore are spent on the repair of roads in the city, despite the roads are dotted with ditches. In the run up to the Commonwealth Games, several roads were built with a guarantee of 5 years, but they gave way in merely 2-3 years. The Congress government gave new contracts to the same contractors instead of blacklisting them. Will it explain why?

12.   The Delhi Chief Minister had promised in 2007 to build a 750-bed super specialty hospital in Dwarka. Will the Congress government explain as to why Asia’s largest sub-city with a population of over 5 lakh does not have a government hospital even 6 years after the promise made to the residents by the Chief Minister?

13. 22 JJ Clusters and slums were uprooted and people living there displaced for the construction of Commonwealth Games Village. Out of all the displaced families, only 20% have been rehabilitated and that too with almost no basic civic amenities in Bawana. Will the Congress government explain where are the homes of rest 80% of the displaced families?

14. The Congress government of Delhi makes tall claims about power supply in Delhi, but an Assocham report said that between May and July industrial output had to be cut down by 25-45% due to frequent power cuts in several industrial areas of Delhi. Will the Congress government explain how did such a situation arise?

15.   In 2008, the Congress government of Delhi had promised to provide 60,000 houses to the poor under Rajiv Ratna Awas Yojana. But, will the Congress government explain as to why only about 15,000 houses have been built and why not even a single house has been allotted to the targeted beneficiaries?

Delhi BJP President Shri Vijay Goel early this morning met more than 150 members of ‘Saturday and Sunday Clubs’ at Lodhi Garden and shared BJP’s vision for Delhi’s development to make it a world class city. The ‘Saturday and Sunday Club’ members comprising all age groups shared their concerns with Shri Goel over various issues bothering the city including high inflation and corruption among others.

Shri Goel had a frank exchange of views with the morning walkers. They discussed the matter of rising prices of essential commodities, widespread corruption, absence of governance in Delhi and concerns over safety of women among other issues in the city. People also put several queries to Shri Goel about how the BJP will solve the problems Delhi is facing. Shri Goel shared with them the broader framework that the BJP is planning to tackle the challenges, when it is voted to power, in Delhi.

Shri Goel said, “The BJP will bring down the power tariff by 30% in Delhi, when elected to power. It is one of the things that are easily doable to benefit the common citizens of Delhi. Power tariff is high in Delhi not because of cost equation but because of corruption and lack of political will on part of the government.”

Responding to a query on the inaccessibility of government, Shri Goel said, “The BJP, when voted to power, will make administration accessible to people, whose concerns will have the top-most priority for the government. The administration will be made transparent, efficient and sympathetic to people’s concerns under the BJP.”

Sharing BJP’s vision for Delhi, Shri Goel said, “The BJP will formulate a long term development plan for Delhi based on the ground reality of the city in the view of fast changing needs, socio-economic composition and landscape of the city. Delhi will be turned into a world class city in real sense of terms with proper planning and corruption free development.”

During their interaction with Shri Goel, people expressed dissatisfaction with the prevailing state of affairs in the city. They said that due to unabated rise in prices of onions and other vegetables, they are facing lots of hardship as the prices have been hovering in the higher brackets for far too long to be sustainable for most of the households.

Shri Goel shared the sentiments of the people and assured them of bringing price situation under control when the BJP is elected to power after the elections. He said that the BJP stands by the people of Delhi and is committed to the welfare of people and all-round development of the city.

Delhi BJP President Sh. Vijay Goel today launched ‘Ghar Ghar BJP’ mass contact programme by visiting homes at Oberoi Apartments in Civil Lines area of the city. Leading a team of BJP cadres, Sh. Goel visited homes located in the area, met with the people living there and shared with them BJP’s vision for development of Delhi. He also got the feedback forms filled form them. These inputs in the feedback form  will be used in drafting manifesto as well as the electoral strategy.

The BJP is reaching out to every family and touch every heart in the city through personal contact and mobilization at the grassroots level under this programme, which is based on the philosophy of ‘back to basics’. As part of the ‘Ghar Ghar BJP’ programme, the BJP caders will also share with people party’s Prime Ministerial candidate Sh. Narendra Modi’s vision for nation building.

Interacting with the residents of the Civil Lines, Sh. Goel said, “BJP stands for all inclusive growth of Delhi so that every section of society grows with the city. BJP has a positive agenda for development of Delhi based on the ground realities of the city.”

“In our campaign, we are not only exposing the Delhi government for its monumental failures, which have prevented Delhi from becoming truly a world class city. We are offering solution to the critical issues in the city, like, power, water, safety of women, health and hygiene, roads, education etc. When BJP comes to power, we will make policies and implement programmes that will accord Delhi the place it deserves,” Sh. Goel said.

Sh. Goel further said, “Through the ‘Ghar, Ghar BJP’ programme, we will touch every household in Delhi, understand their problems and offer solution when BJP forms the government after the assembly polls. People of Delhi have been neglected by the Congress government in the last 15 years. We will bring the people of Delhi back in focus of government’s policy making.”

A large number of people interacted with Sh. Goel in Civil Lines during visit to the houses located in the area. Sh. Goel carried with him booklets, pamphlets and other publicity materials that not only highlight the failures of the Congress government during its 15-year misrule in Delhi, but presented BJP’s vision for Delhi..

The ‘Ghar Ghar BJP’ mass contact programme was simultaneously launched in 280 Mandals by the BJP cadres across Delhi. The mass contact programme will be undertaken in all these Mandals by the BJP cadres till October 21. The objective of programme is to give a further fillip to the BJP’s campaign by connecting with every household in the city.

The ‘Ghar Ghar BJP’ programme is being undertaken by comprising three members each- one senior party cadre, who is assisted by two others. Each team is scheduled to visit 20 homes, meet the members of families and share with them party’s vision about Delhi. They will also take feedback from the people on the issues concerning them. People’s feedback will form the core of BJP’s election manifesto for the Delhi assembly polls.

Delhi BJP General Secretaries Smt. Shikha Rai, Shri Ramesh Bidhuri and Shri Jai Prakash today lambasted the Congress Ministers for using derogatory and unparliamentary language for Delhi BJP President Shri Vijay Goel.  The use of such unparliamentary language is coming out of Congress’ frustration and inability to respond to the issues raised by the BJP. The BJP had raised 15 questions on Sunday which has clearly rattled Congress.

In a joint statement, the three General Secretaries said, “The uncalled for use of derogatory and unparliamentarily language by the Congress Minister of Delhi for Delhi BJP President shows the panic that has set in the Congress  as the groundswell of support for BJP in Delhi is quite visible. The Congress is losing ground in Delhi but the Ministers of Delhi Cabinet are not able to come to the terms with the changing reality of Delhi’s mood ahead of the Assembly polls.”

Meanwhile the Delhi BJP President Shri Vijay Goel slammed the Congress government for “cosmetic surgery” to hide the ugly face of corrupt PDS in the city.  The Food and Civil Supplies Minister should be immediately sacked and the Chief Minister should step down. The food security scheme is actually a farce where poor are duped and vested interests are filling coffers by selling foodgrains meant for poor in open market in a systemic and massive scale”

A sting operation by a channel has cemented the BJP’s charge that the foodgrains meant for the poor are not reaching them.

“It is clear that without support from the top echelons of administration, this massive loot wouldn’t have been possible. So, mere suspension of half a dozen middle or junior level officials won’t do. The sting operation has clearly exposed that the rot in the system is from top to bottom. We have been raising this issue for the last several years and in 2008 I had demanded a CBI inquiry into the corruption ridden PDS. We stand vindicated today once again after the latest expose.”

It may be mentioned here that even the CAG, in its latest report, has slammed the Delhi government for causing a scam in Delhi’s PDS. The CAG observed that the food distribution chain of Delhi is rotting and held Delhi government responsible for it.

Shri Goel said, “Now, one can understand why Congress is opposing BJP’s proposal for an Accountability Commission. All such scams would be unearthed through the Accountability Commission and Congress ministers and corrupt officials who helped them in looting Delhi would be taken to task including the Chief Minister.”

“But the BJP is committed to set up an Accountability Commission and fix all the corrupt elements in Delhi government when it comes to power,” reiterated Shri Goel.

The Delhi BJP will launch a door-to-door campaign from October 17-21 in all the 70 assembly segments of Delhi as a part of its mass contact programme -titled “Ghar-Ghar BJP”. Delhi BJP President Shri Vijay Goel will himself participate in the campaign by visiting homes and meeting families personally at Majnu Ka Tila during this period. The BJP will focus on the positive campaign offering solutions to the problems being faced by people due to Congress’s 15-year misrule in Delhi. The BJP will also share with people its Prime Ministerial candidate Shri Narendra Modi’s vision for nation building.

The objective of the programme is to further push the momentum of BJP’s campaign by connecting with every household in the city.  It is part of BJP’s campaign philosophy of “Back to the basics. Through personal contact and mobilization at the grassroots level, the BJP will continue to successfully connect with every family and touch every heart.

Announcing the door-to-door campaign at a press conference today, Shri Goel said, “There are already 11763 polling booth level crack teams which have been trained in the past. Each team comprises of 32 members with youth and women being part of them.

Now going to the next level of campaign, a team comprising three members from these crack level teams will connect with masses through personal contact programme. The three member team will be led by one senior party cadre and assisted by two others. Each team will visit 20 homes, meet the members of families and share with them party’s vision about Delhi. They will also take feedback from the families about the issues concerning them. We are sending the message to every home through our committed cadres that BJP shares their concerns and is committed to make their dreams come true.”

In this way, the BJP cadres will not only establish effective communication but will strengthen the emotional bond with families in all the 70 assembly constituencies of Delhi.

Each team will be given a feedback form that will be filled after discussions with the families at Ground Zero. The feedback form will help specify the issues crucial for them in their respective constituencies. These teams will also enlist the advice from every household for the BJP’s manifesto for Delhi elections.

Shri Goel further said, “The BJP teams will be carrying a  specially designed “Kit”  that will have a booklet and other literature for exchanging party’s vision with the people of Delhi to make them aware of the programmes and policies that the BJP will enforce in Delhi for its all round development when the party comes to power. The crack team will also be carrying the literature to highlight the complete absence of governance under Congress in Delhi.”

Shri Goel said, “Our focus during the door-to-door campaign will be on reminding people of the misrule by the Congress in the last 15 years. At the same time, we will be putting forth the alternative positive agenda for Delhi, which has witnessed deterioration in its status under the Congress government. The BJP, when elected to power, will provide corruption-free development in Delhi.”

The Congress government has failed on all fronts in the last 15 years and has been involved in a plethora of scams. The people of Delhi want to get rid of the thoroughly corrupt regime of the Congress, which has caused lots of hardship to the residents of the city due to high cost of living on the account of unprecedented price rise, very high power and water tariffs, all pervasive corruption and total lack of safety of women and children in Delhi.

The Delhi BJP President has challenged the Delhi Government and the Chief Minister with 15 questions marks on the     15-years’ misrule. The Delhi government has no answer to any of the questions, which have exposed the Congress completely. With the door-to-door campaign, the galvanized cadres of the BJP will further expose the misrule of the Congress in every nook and corner of Delhi at the household level.
