CM adamant for trifurcation of MCD to achieve her personal agenda – Vijender Gupta


BJP Delhi Pradesh President Shri Vijender Gupta has alleged that the Chief Minister of Delhi is dividing the MCD from back door only to serve her personal interest. With the help of this division the Chief Minister plans to impose bureaucracy by ending the political rights of the people of Delhi with the help of bureaucrats.  He also alleged that the draft of trifurcation of MCD has been drafted by her favorite bureaucrats and the advise of the experts of the Municipal body besides the people has not been taken.

Shri Gupta and Pradesh co-Incharge Shri Rameshwar Chaurasia laid the foundation stone of a primary school to be constructed by MCD in South Rohini Ward No. 45, Sector-3, Pocket C-13. This school will cost 3.5 crores and will be completed in 18 months. This school will have 28 rooms. Pradesh General Secretary Ashish Sood, District President Sansar Singh, Local Councillor Anesh Jain and RWA besides hundreds of people were present on the occasion. Address the people Shri Gupta told that the present MCD is already divided in 12 Zones. Every Zone has Ward Committees and they have full powers to solve the problems of their area. Hence, even today the MCD is divided in 12 small corporations. Only on this ground the proposal to trifurcate the MCD is unjustified. He told that the present East Delhi Zone consists of 32 Councillors whereas the proposed East Delhi Municipal Corporation will consist of 64 Coucillors. Similarly, there the 36 Coucillors in Rohini Zone, whereas the proposed North Delhi Corporation will consists of 104 Coucillors. The present Zonal system in the MCD helps the people of related zone to get their work done in their respective zone and the workload on the corporation is also evenally divided. But after the proposed trifurcation the people will face harassment because of various zones and workload on the related corporation will also increased.

The proposal to form a coordination department at the level of Delhi Government for the three Municipal Corporations showed that the MCD cannot be divided from administrative and economic point of view. He further told that all the three corporation will not be economically competent, especially East Delhi where the expenditure is more than income. Due to which the progress in that area will be affected. At present the expenditure for that area is made up from the income of other zones.

Shri Gupta told that in the draft prepared for the trifurcation of MCD, it has been stated that there will no financial burden on the MCD. This is totally false. Whereas after the trifurcation of the MCD the Headquarters and political setup will be divided and the expenditure on the staff and others will be 1000 crores in addition. There are 1.25 lacs employees in MCD.

Shri Gupta told that three separate Headquarters will have to be constructed and other infrastructure will have to be provided, which will cost thousands of crores. The real intension behind the trifurcation is to end the powers of Central Government on Delhi because at present the Central Government has administrative control over it. The present Delhi Government has no jurisdiction on land etc. In view of certain defeat in the next assembly election, the Delhi Government is trying to divide MCD in various parts. Moreover, this trifurcation is unconstitutional, against administrative, economic and geographical justification.
