BJP gears up for Janata Adalats from June 1


  • Delhi govt. deliberately  stalling development works of MCD
  • BJP leaders in MCD slam Delhi govt for attempts to cripple MCDs

New Delhi, May 30 :   The Delhi Bharatiya Janata party today released schedule of Janata Adalats to be organised by 140 BJP councillors all over the city from June 1. With this, the party has fulfilled one of its major promise of bringing administration to the doorstep of people. The BJP councillors will also be providing in these public hearings an “Admission Information Booklet for Delhi University”  which has been brought out by Delhi BJP to help the students seeking admission in DU.

Addressing a joint press conference today along with the mayors, leaders of the house in MCDs and standing committee chairpersons, Delhi BJP President Shri Vijay Goel said,” The BJP has fufilled its promise and would continue with its efforts to provide better and responsive administration at the municipal level.”

“However, the Congress government in Delhi has adopted an approach where it’s single point agenda seems to be stalling  the development work  to be done by the MCD.”

“The Congress government in Delhi for stalling the developmental works in unauthorised colonies by not allowing councillors to spend their money in these colonies. It is also discriminating against 583 unauthorised colonies  on government land,” he added.

“If funds allocated to MPs and MLAs can be spent here, why Delhi government is not allowing councillors to spend their funjds in these colonies?  This is unacceptable to the BJP as it affects lakhs of residents of the Capital,” Shri Goel said.

The BJP leaders from the MCD informed that a delegation of BJP leaders from all three MCDs had met Chief Minister Sheila Dikshit recently. The leaders said that there is a concerted attempt by the Delhi government to cripple BJP ruled MCDs.  It has stopped giving funds worth Rs 75 crore for rural area development and Rs 25 crore for urbanised villages every year. The funds provided for the unauthorised regularised colonies is also being provided as loan, it should have been provided as grant.

In fact, the Delhi government has not honoured its commitment at the time of its trifurcation to make MCDs loan free. Today they are reeling under a debt of Rs 1700 crore. It has failed to honouts commitment of providing support to bridge the financial gap from 2004-12 when MCD shifted its House Tax regime to unit area method. The Delhi government has failed to meet its commitment to the MCD to provide support of Rs 100 crore annually in lieu of Octroi abolition.

The Delhi govt has taken away all roads whose width is 60 feet or more and providing a fund of Rs 600 crore for its maintenance to PWD. These constituted 40 per cent of the roads maintained by MCD which is overall provided only Rs 70 crore for the maintenance which is a clear indication how discriminatory Delhi govt’s policies are and how it is trying to cripple MCDs.

The BJP will not relent till the councillors funds are allowed to be spent in these colonies.  The BJP leaders lamented the fact that the Chief Minister and Urban Development Minister Arvinder Singh Lovely are indulging in petty politics which is hurting lakhs of residents in unauthorised colonies

The BJP leaders also pointed out that the Delhi government has adopted highly discriminatory policies on regularisation of 583 unauthorised colonies which exist on government land.  These are the colonies which would be notified for regularisation after charging land value and penalty in phased manner.  But what is shocking is that unlike the unauthorised colonies on the private land, these colonies have been asked to bear the burden of making layout plans too. There is not even a single RWA in Delhi which can bear this kind of expenditure.

Another additional condition of having a six metre wide road has also been added for regularisation of these colonies. All the colonies which were regularised before this did not have this condition? This is a clear attempt to stall the regularisation of these colonies by Delhi government.

Shri Goel said, “It is sad to see that while the Delhi government can splurge hundreds of crores of rupees on its hoarding campaign, it is not ready to give funds which are due to MCD for development.”


He along with other BJP leaders from the MCDs demanded that the Congress government should immediately allow councillors to spend their funds, apply similar rules for all unauthorised colonies and initiate development work in these colonies on the ground. They also demanded that the delhi govt. should stop its concerted efforts to financially cripple MCDs.

Delhi BJP launched new initiative to connect with youth, launches admission information booklet for DU also available at www.bjpdelhi.org

  • Morning colleges should start evening classes to increase number of seats in DU: Goel
  • Why can’t DU top college open similar colleges in other states.


New Delhi, May 29: To facilitate availability of useful information for large number of students seeking admission in Delhi University, the Delhi Bharatiya Janata Party today released an “Admission Information Booklet” for undergraduate courses in Delhi University in a function at Mavlankar Hall where several students also interacted with the experts to resolve their doubts over various aspects of the admission process in the DU.

The 20-page booklet has detailed information about all aspects of admission including admission dates, various categories of admission, rules about changing courses and colleges, list of documents to be submitted at the time of admission. The booklet is also available at www.bjpdelhi.org. It is also being made available through various information centres to be run by Delhi BJYM, the youth wing of Delhi BJP, all 14 district BJP offices in the Capital and at Delhi BJP’s Office at 14, Pandit Pant Marg.

Releasing the booklet, Delhi BJP President Shri Vijay Goel said, “This is one of the initiatives by the Delhi BJP to connect with the students and youth in the capital. We are releasing this information booklet much before the DU has come out with its own information bulletin so that students and parents can get a clarity about the admission process well in advance and prepare for the admission process accordingly.”
The admission process for the DU is beginning on June 5. Around 1,80,000 students have passed out Class XII exams from the Delhi schools. Another one lakh students from other states are likely to apply for the much sought after DU courses.

Addressing the students and parents at the function, Shri Goel said, “There are only 54,000 seats for regular undergraduate students in DU colleges, out of which around 29000 are only available under general category. This creates intense pressure on students seeking admission. 

A large number of students from Delhi are left out as due to shortage of seats. This is unfair to them but unfortunately, the Delhi government has not opened a single new college in DU to ease this crunch over the last 15 years.”

Shri Goel suggested, “There are some immediate measures which can be taken to increase number of seats in DU such as running evening colleges in all the morning colleges.”

He added, “If some of the well known DU colleges can open similar institutions in other states, this would help students from other states to get admission in good colleges in their states and they won’t be compelled to come to Delhi. This would help Delhi students to get greater number of seats.”

The function was attended by a number of former office bearers of Delhi University Students Union (DUSU) including Shri Gaurav Khari(presently BJYM President) and Shri Vikas Dahiya (Co-convenor, information centre) as well as academics who helped students with their queries regarding the admission process.

Discoms, Delhi govt duping Delhi residents:Goel

New Delhi, May 28:  The Delhi government and power distribution companies in Delhi are blackmailing the common people as they know people can not live without power/electricity. The biggest example is that people have cut down on the basic consumption of other basic necessities just to pay the skyrocketing power bills to ensure that they retain power connections. 

It appears that as the assembly polls are approaching, the Delhi government has decided to dance to the tune of power companies putting unbearable burden on the Delhi residents. In 2011, despite stiff opposition from the people, the DERC had accepted case for regulatory assets of discoms worth Rs 6000 crore. Out of this Rs 1400 crore were raised through hike in power tariff-initially surcharge was raised by 23 per cent and subsequently another raise of 26.18 per cent followed. Now the power companies are pressing for the rest of Rs 4600 crore through another hike in power tariff. If these demands are accepted, the power tariff would go up to Rs 6/unit.

Addressing a press conference, Shri Vijay Goel, delhi BJP President today said, “In the garb of ensuring power supply during summers even at the higher cost of purchasing power , the discoms are getting ready for another jugglery of numbers. In 2011, they showed loss of Rs 6000 crore, in 2013 they have already shown loss of Rs 780 crores. This is a typicsl ploy-“Show losses, raise tariff.”

“Now the Delhi government is working hand in glove with discoms and it appears they have been assured massive price rise post-assembly polls. So much so, that the price can go upto Rs 10/unit. The Delhi government has 49 per cent stake in the companies and the government should move ahead and take charge of the situation instead of shifting blame to power companies. With 49 per cent stake, the government cannot be absolved of the responsibility. Interestingly, the DERC members are also appointed by the Delhi government and now the government is using DERC to deflect the blame. It is just like the Centre has deregulated the petrol prices but it still controls oil companies, so is the case in power sector in Delhi. So when polls are near, the prices are brought down, and prices are hiked as soon as polls are over,” Shri Goel said.

So even though Delhi government may appear to be trying to put a cap on power tariff but people may have to suffer an immediate hike of atleast 10 per cent post-polls if Congress remains in power.

The average demand in Delhi is around 4500 MW per day and the power companies have the permission to buy 50 per cent more power during peak demand. These companies buy them and then sell them to their own subsidiaries showing ‘artificial losses’. Then on the basis of these “losses” they demand hike in power tariff!


The BJP has demanded that the government must initiate following steps immediately:

·         All sign boards should be shut off after 10 pm.

·         The power companies should use the equipment to gauge peak demand in advance so that they don’t need to buy additional power putting burden of the purchase on common people.


·         The investments made by these discoms have come down by 50 per cent but DERC is evaluating them based on initial valuations and hence providing them unjustified credit and other facilities.

·         Wastage of electricity should be curbed, especially in the govt. offices.


·         An energy audit should be commissioned by Delhi govt to identify where all power is being used and in what proportions such as offices, shopping malls, markets, signboards etc.

·         Power companies should stop burdening domestic consumers for the power they purchase at higher prices for commercial and industrial undertakings.


·         Separate accounts should be maintained for sale of power to domestic, commercial and industrial units.

·         Power companies should produce power instead of buying them. For example TATA has put up a 350 MW plant in Bawana. According to initial agreements, the power companies were supposed to arrange power on their own.



·         The Delhi government should take into account the fact that often the consumers having high consumption indirectly impact the poor, residents of JJ clusters and other smaller consumers as the former’s high consumption lead to rise in prices. But the price rise affect all units. The poor should not suffer due to this discrepancy.

Congress govt. should stop misusing public money for political campaigns as Delhi’ites : Goel

Delhi BJYM workers to paste posters on hoardings misusing public money for false propaganda 

New Delhi, 26th May, 2013. After indictment of the Congress Chief Minister Sheila Dikshit by Lokayukta for misusing public money for publicity campaigns, the Delhi Bharatiya Janata Party has demanded that the Delhi government should immediately take off its advertisements from all the hoardings in the city as hard earned money of taxpayers is being spent by the CM on these hoardings and the CM should immediately pay back Rs 11 crores to the public exchequer. 

The Delhi BJP has also demanded that the government should reveal how much money it has spent on these hoarding where ‘political advts’ are being put up using public money. 

Delhi BJP President Shri Vijay Goel warned the CM and Congress government that if the government will not take off these hoardings within next three days, the Delhi BJYM workers will paste posters on these hoardings carrying message-“Don’t Misuse Public Money on these Hoardings for False Propaganda.” 

It is also clear that despite strong pressure from public, the CM is not ready to pay back Rs 11 Crore of public money as directed by Delhi Lokayukta in a case where she has been indicted for misusing of public money for Congress’ political campaign in 2008 assembly polls. 

Shri Goel said, “The Lokayukta has asked her to return Rs 11 crore of public money. But the CM is defiant. If she is not ready to obey the directives of a constitutional authority like Lokayukta, she has no moral right to continue.” 

“When those at the top violate the law, one can imagine the state of affairs in this government and what Delhi residents have to suffer through,” lamented Shri Goel. 

He said, “This is an insensitive government run by Congress leaders who don’t adhere to any moral standards when it comes to leading public life and use of public money.” 

“We will also continue to demand Rs 11 crore from the CM , her resignation and a registration of case against her for misappropriation of public money. This is like the government itself is indulging in day light robbery and the victims are common people,” Shri Goel said. 

It may be recalled that the Delhi BJP has already staged a demonstration at the CM’s residence pressing for her resignation on 24 May. The party had launched this agitation in wake of the Lokayukta’s indictment of CM Sheila Dikshit in a case where she was found guilty of misusing public money for political advertisements worth Rs 22 crore. The Lokayukta has asked the CM to return Rs 11 crore to public exchequer. However. She has not returned the money so far. 

“On one hand we have a clear case of misue of public money and on the other hand we have even a more blatant use of public money going on right now with a similar modus operandi used in 2008. We have specific information that the government has spent more than RS 100 crore of public money over the last couple of months for the “political campaign” in the garb of a government advertising campaign. We also have information that more than RS 300 crore have been spent in addition to this over the last three years by this government on false political propaganda misusing public money,” Shri Goel said. 

This is unacceptable to Delhi residents and the Delhi BJP will not let this government go off the hook before paying back public money which is being misappropriated by Congress leaders in the garb of govt. run publicity campaigns.

Delhi BJP to stage dharna at CM’s residence demanding her removal

  • BJP delegation to meet President, LG, Union Home Minister on CM’s indictment by Lokayukta

New Delhi, May 23 : To press for removal of Chief Minister Sheila Dikshit in wake of her latest indictment by Lokayukta for misusing public money for political campaign, the Delhi Bharatiya Janata Party will stage a dharna at CM’s residence tomorrow demanding resignation of the Chief Minister. 

Delhi BJP President Shri Vijay Goel said, “The party workers accompanied by senior leaders of Delhi BJP will gather at CM’s residence tomorrow and protest her continuation as the Chief Minister even though the Lokayukta has clearly indicted her.” 

He said that the party will also press for filing of criminal charges against Sheila Dikshit for blatantly misusing taxpayers’ money for running a political campaign. The CM has committed one of the biggest crimes which any political executive can do- running political campaign with public money which was meant to be used for welfare of the common people.” 

“We also demand that the CM should immediately pay back to the public exchequer a sum of Rs 11 crore as directed by the Lokayukta,” said Shri Goel 

The Delhi BJP has also decided that a delegation of all party legislators in Delhi Assembly led by Shri Goel would meet the President to press for removal of Sheila Dikshit. 

“The Congress leadership must explain to the Delhi Citizens that why it has not sacked the CM after she has been proved guilty beyond this doubt,” said Shri Goel 

He pointed out, “It is a cause of grave concern that over the last three years , at least Rs 300 crore have been spent by Delhi government on its publicity campaigns ran on similar lines as it was done in 2008 campaign.” 

“Of late the Delhi government has started splashing political campaigns all over the city spending crores of rupees during the last three months. Not only this campaign should be stopped immediately but the money spent in these campaigns should be recovered also.” 

“The Delhi citizens are anguished over the way their money paid in taxes is not used in building schools, hospitals, roads, providing cheap power or water but in running political campaigns,” said Shri Goel. 

The Lokayukta had conducted an enquiry against the Chief Minister on a complaint by former Delhi BJP President Shri Vijender Gupta who alleged that Sheila Dikshit abused her position by misusing public funds for a political ad campaign in run up to the 2008 assembly election.

Delhi BJP to launch 'Jail Bharo' agitation demanding resignations of PM and CM

  • Massive power outages are result of poor power management, lack of accountability : Goel 
  • Corrupt and inefficient Congress government in Delhi is perfect reflection of UPA govt. 

New Delhi, May 22.-The Delhi BJP will launch a 'Jail Bharo' agitation from 27 May to highlight the failure of Congress government on issues of corruption and inflation.

The agitation is a part of the nationwide movement launched by BJP across the nation from 27 May to June 2.

Thousands of BJP workers will march to Prime Minister’s residence to demand the resignation of PM and Delhi CM on May 27 in Delhi.

The march will be led by National BJP President Shri Rajnath Singh. Delhi BJP President Shri Vijay Goel and senior party leaders including Shri Ananth Kumar, Shri Prakash Javadekar will participate in the agitation which will start from Delhi BJP’s office.

"Delhi is governed by both Centre and the state. So the failures of both Congress led UPA and Sheila Dikshit led Congress government are two sides of the same coin. So we are demanding CM's resignation along with PM's resignation," said Delhi BJP President Shri Vijay Goel.

Shri Goel announced that with the grave crisis of governance crippling Capital of the country, the state BJP will press for resignation of the Chief Minister Sheila Dikshit for leading a corrupt and inefficient government along with resignation of the Prime Minister as a part of nationwide agitation starting from 27 May.

“The corrupt, inefficient and anti-people Congress government in Delhi is a perfect reflection of the Congress led UPA government at the Centre so we believe that along with the PM, the Delhi CM should also go,” said Shri Goel.

“The departments headed by the CM have been neck deep in corruption as exposed by the CAG reports. Her dubious role in CWG scam has been proved beyond doubt by the Shunglu Committee report. And on top of it she is proving to be an insensitive Chief Minister whose off the cuff remarks about problems of common people have hurt the sensibilities of people at large,” said Shri Goel.

Meanwhile, the Delhi Bharatiya Janata Party today slammed the Congress government for making Delhi residents suffer from massive power outages disrupting their normal life.

The party believes that had the government planned well in advance to deal with peak summer demand, this crisis could have been avoided. The Party asked the Chief Minister Sheila Dikshit to clarify to the people of Delhi, “Who is accountable for such power outages and what action has been taken by the government to punish the guilty who are making Delhi residents suffer.”

“It is like a double whammy for Delhi citizens, they are made to suffer hike in power tariffs and then they are made to suffer from unscheduled power cuts for long hours,” said Delhi BJP President Shri Vijay Goel.

“The power outages have happened in almost every locality in the Capital over the last few days but there is no one to listen to the complaints. The power crisis is affecting water availability in homes, shops and establishments. These long unscheduled power cuts are also affecting the business and industrial activities at all levels,” he added.

“The government knew well in advance that during summers, the demand for power would increase. Why didn’t it plan to ensure regular power supply? This shows lack of better planning and foresight by the government,” said Shri Goel.

“The worst part is that while the Chief Minister appears mostly very keen to agree to power tariff hike proposals of private power distribution companies, she has not even once cared to ask them Why Delhi’ites are made to suffer from long power cuts. In fact she doesn’t seem to be ready to even recognise that Delhi citizens are suffering from blackouts and power cuts,” he added.

BJP corporators gear up for ‘Janata Adalat’ from June 1


 New Delhi, May 21 : Delhi Bharatiya Janata Party President Shri Vijay Goel today asked the BJP corporators to focus on people’s problems and highlight the achievements of the Municipal Coroporations of Delhi. 



In a two hour long interaction with the BJP corporators from the North MCD at Delhi BJP’s office, Shri Goel discussed issues, achievements and challenges faced by the BJP corporators. Earlier he has held similar meetings with the South and the East MCD. 

Shri Goel has addressed these meetings in run up to the “Janata Adalat” campaign which is going to start from June 1. Under this campaign all BJP corporators will sit for two days in a week- Tuesday and Saturday- at open public spaces and resolve the public grievances on the spot to the maximum possible extent with the help of officials. 

“I will visit various Janata Adalats to see how our initiative is working out. This will also help to formulate our future initiatives on the basis of feedback that we will get from such Janata Adalats. 

Addressing the corporators, Shri Goel emphasized that the corporators should personally supervise sanitation, education facilities, maintenance of parks and other developmental works. He said the corporators should work in close coordination with the Resident Welfare Associations. 

He further said that the BJP corporators have done a commendable job but given the number of problems and the volume of issues faced by the common residents along with the several limitations they face due to lack of cooperation from Delhi government but there is a long road ahead. 

He emphasised that people have high expectations from the elected representatives belonging to BJP, so there is a greater responsibility on all the BJP leaders and workers to fulfill these expectations. 

Several corporators shared their problems regarding lack of cooperation from the Delhi government which often affects the developmental works. They also came up with the list of individual achievements on various fronts which were applauded. 

“It is unfortunate that for Congress petty politics takes precedence over development. We should expose the misdeeds of the Congress government in this regard and push for greater speed of developmental works,” said Shri Goel. 

The Delhi BJP President said, “Janata Adalat is an important initiative which will set up a new bench mark of participatory and responsive governance. It will also reinforce the fact that while the corrupt Congress government has only lame excuses to justify the lack of development in domains where they have authority, the BJP believes in positive agenda of development for all.” 

The BJP corporators also came up with several suggestions related to improving community centres, school education, maintenance of parks and expediting of developmental works. The suggestions were discussed and debated at length. 

Welcoming these suggestions Shri Goel said, the expert groups set up the party to work on various issues related to Delhi’s development will be forwarded these suggestions so that they can incorporate them in their forthcoming reports which are part of the BJP’s ongoing effort to come up with a long term visionary plan for development of Delhi.

BJYM protest at Haryana CM’s residence demanding Delhi’s water share.

Parched Delhi shocked and anguished over Sheila’s shadowboxing 
Knee jerk reactions won’t do, Delhi needs proper water management: Goel 
 
New Delhi, May 19 : Angry over petty politicking by the Congress governments of Delhi and Haryana, thousands of youth from all parts of Delhi converged at official residence of Haryana Chief Minister Bhupinder Singh Hooda today to demand release of Delhi’s share of water held back by Haryana. 

The protest organised by Delhi Bharatiya Janata Yuva Morcha was led by Delhi BJP President Shri Vijay Goel and Delhi BJYM President Shri Gauarav Khari. Shri Goel, Shri Khari and Delhi BJP general secretaries Shikha Rai and Jai Prakash also courted arrest as the police tried to stop them. They were later released during the day. 

Addressing the protesters, Shri Goel said, “The overall water management system has collapsed in Delhi. Not only Delhi has not got its due share from Haryana, the much delayed Munak Canal whose cost over runs are phenomenal doesn’t have single drop of water despite tall claims made by the Chief Minister for the last one year.” 

“The fact is that from Munak Canal also Delhi will only get around 75-80 MGD water. But there will still be shortfall of more than 200 MGD and the government has no plan to fill this gap. The way Congress is trying to project Munak canal as a panacea for Delhi’s water crisis is thus misleading,” he added. 

Shri Goel said atleast on such sensitive issues like water crisis which affect life of every citizen of Delhi, Congress governments in Delhi and Haryana should stop shadow boxing. “A Parched Delhi is witnessing this politicking by Delhi CM and her colleagues with a sense of hurt, deep anguish and shock.” 

“The political acrobatics of Congress leaders on the issue of water which is ruling both the states (Delhi and Haryana) cannot escape the eyes of angry public.” 

Shri Goel said, “Every year the water crisis hits Delhi in its worst possible form during summers and yet this government has never been ready with any water management plan. Knee jerk reactions and cosmetic actions will just not do, Delhi needs a proper water management system so that permanent solutions can be found. If a government has the will then within given resources, better water management is possible. This will take care of water woes permanently.” 

It is utterly disturbing that a city of 1.6 crore population which is also Capital of the country is without an effective water management plan for Delhi. The latest example is the case of Munak Canal. Even after a decade, the Canal is yet to get commissioned even though work started on it in 2003 and was supposed to finish in 27 months. Three major water treatment plants which were built with thousands of crores of rupees of public money which were to cater to water from this Canal are thus lying idle. Who is responsible for such poor planning? Who is accountable for making Delhi wait for water after making hollow promises? Who is accountable for this callous wastage of tax payers’ money? 

“ With alteast 40 per cent of the water getting waste, dysfunctional pipelines, inequitable distribution, almost a 1000 per increase in water tariff, defunct sewage treatment facilities( which otherwise could have augmented water supply through recycling), slumping groundwater level, extremely poor quality of water, Delhi has entered a disaster zone on water front,” said Shri Goel. 

He further added, “Many of these problems could be resolved with better water management which is people-oriented. However, the CM seems to be looking for quick-fix solutions and this approach has resulted in the persistent water crisis.” 

He said, “It is also evident that the poor water supply in Delhi is benefitting Tanker Mafia which has emerged as a multi-million Rupees industry during the last 15 years.” 

Shri Goel said, “I suspect that the DJB is being made dysfunctional deliberately to leave Delhi with no other option but go for privatisation where Delhi residents would suffer from arbitrary price hikes as it happened in case of power sector.” 

Addressing the protesting BJYM workers, Shri Khari said, ““The BJYM workers will not relent till Delhi gets its due share of water from Haryana. It is clear that with Congress governments ruling in both Haryana and Delhi, the Delhi residents are made to suffer. 

Delhi residents can see that ultimately the ongoing water crisis is an “artificial one” and the biggest beneficiary of this crisis is Tanker Mafia of Delhi. We will expose how Delhi government’s inaction is forcing people to be at the mercy of Private Tankers which are making common people shell out huge money for meeting their day to day requirement of water.” 

“The youth of city is completely disillusioned with this government who is more interested in cosmetic gestures rather than addressing the issues. The government’s failure to address ongoing water crisis is an evidence of that,” Shri Khari added.

Delhi Govt.’s poor management led to water crisis in Delhi : Goel

BJP workers protest water scarcity across the city. 

 New Delhi, May 17 : The Delhi Bharatiya Janata Party today slammed the Congress government for leaving most parts of the Capital thirsty during ongoing summers. The party workers held a demonstration to protest the poor water management by Delhi government leading to massive shortages of water across the city. The demonstration led by Delhi BJP President Shri Vijay Goel was held at ITO where police used water cannons and lathicharged them. 

“The crisis is so acute and the common people are in such a desperate situation that that Delhi could face severe water riots in days to come as it has happened earlier also,” Delhi BJP President Shri Vijay Goel said while addressing a demonstration held by BJP workers to protest acute water scarcity. 

“Ironically, while the water tariff has been increases from 35 paisa per litre to Rs 35 per litre during Congress regime in Delhi, there is unabated deterioration in water supply across the Capital,” he added. 

In fact, the residents of the city have overwhelmingly passed a verdict against the Sheila Dikshit led Congress government for mishandling the situation on water supply front in a CAG report. 

Citing the latest CAG report on this issue Shri Goel said, responding to a CAG questionnaire 78.38% RWAs claimed that they did not receive sufficient water in summer, 57.66% RWAS complained that they received water for less than two hours a day in summers 53.15% RWAs felt that water supplied by DJB was unfit for drinking in summer. 

More than 1600 unauthorised colonies in the city housing a population of no less than 60 lakh are worst hit with almost no piped water supply available there. “The lip service of Congress leaders cannot quench the thirst of millions in this city. The tall promises and false claims by Chief Minister Sheila Dikshit, who also heads the Delhi Jal Board, are adding insult to injury of Delhi residents. The fact is that the CAG reports and several other inquiries have exposed massive corruption in Delhi Jal Board which has led to this water crisis,” Shri Goel said. 

While the Delhi government often tries to shift blame on less water coming from Haryana for for poor water supply in Delhi, the fact remains that 40 per cent of the water is getting wasted through leaky pipelines of Delhi Jal Board. “If we could stop leakage itself, it could salvage the situation to a great extent but not even one tenth of the total 10000 Km plus pipelines of DJB have been overhauled during Congress rule.” 

Delhi requires close to 4200 Million Liters (ML) every day, while it gets supplied only 3200 ML from all the sources. After loss of water due to leakages from its DJB’s network water supply pipelines, the city effectively ends up with just 1900 ML of water every day for a population of more than 160 lakhs, providing just 120 liters of water on an average for a person. The basic minimum requirement for a person is 250 litres. 

Thus the common people have to buy water from private suppliers at exorbitant prices to fill this gap of 130 litres. 

The poor water management by DJB is also reflected in the unequal distribution of water. While People in New Delhi Municipal Corporation area get 489 liters per person every day, Cantonment area gets 515 liters, whereas most of the other areas in the city do not get even one fourth of this quantity. 


Due to this poor water management, the groundwater table has declined dramatically during the last few years in the city and Congress government has done nothing to rectify this scary situation. 

In South Delhi and parts of Southwest Delhi the water table has dropped by about 70 feet over the last 10 years. In the remaining parts of South Delhi, Southwest and whole of West Delhi, the groundwater level has fallen between 13 and 33 feet. In North, Northeast, East, and parts of Northwest and West Delhi, the drop is between 6.6 and 13 feet. 

“Any government would be blind not to see that the city is going to get caught in the vicious web of a permanent crisis if the situation is not improved, but this government has given a free hand to tanker mafia to extract groundwater and sell that at exorbitant prices while the common people bear the irony of having permanently dry taps in their homes,” Shri Goel said. 



He added, “Delhi has recently been ranked the worst environmental performer in the country, according to the Environmental Performance Index (EPI) devised by the Planning Commission. One of the parameters was its very low score on the status of ground water and annual recharge.” 

“It is clear that the water crisis in the city is a result of poor water management by Delhi Jal Board aided by massive corruption in DJB and a clearly obvious plan to protect and promote tanker mafia by Congress government. This is a betrayal of the trust of common people which is condemnable,” Shri Goel said. 

Several BJP leaders including Delhi BJP general secretary Ramesh Bidhuri and South Delhi District BJP President and several other leaders of the party. 

Later addressing the meeting of Delhi BJP’s new office bearers, Shri Goel urged them to take the Congress government head on. The BJP President has also directed all the party legislators to identify the local issues where Delhi government has failed to provide respite to common people such as power, water and social security schemes and make people aware about the misdeeds of the Congress government. While doing this, the legislators would also look out for innovative ways and means to resolve these issues at their level to the maximum possible extent, said Shri Goel.
