जल संकट पर सूखा विपक्ष का गला

दिल्ली विधानसभा के बजट सत्र में राजधानी में चल रहे पानी के संकट पर भी खासा हाहाकार मचा। विपक्ष का आरोप था कि इन दिनों पानी का गंभीर संकट चल रहा है और सरकार उससे निपटने के लिए ठोस उपाय नहीं कर रही। उनका यह भी आरोप था कि पानी के वितरण में भी भेदभाव बरता जा रहा है, जिससे कई इलाकों में कई-कई दिनों तक पानी नहीं आ रहा। विपक्ष ने मुख्यमंत्री शीला दीक्षित को जल देवी घोषित करते हुए कहा कि क्या पानी के लिए उन्हें अपनी जान देनी पड़ेगी। खास बात यह रही कि इस समस्या पर मुख्यमंत्री ने कोई बयान नहीं दिया, उलटे विपक्ष को धमका दिया कि वह अध्यक्ष को निर्देशित कर रहा है। 

सदन में विशेष उल्लेख के दौरान सदस्य जब अपने इलाके की समस्याओं को उठा रहे थे, इसी दौरान विपक्षी सदस्यों धर्मदेव सोलंकी, रमेश बिधूड़ी, सुभाष सचदेवा, कुलवंत राणा, अनिल झा आदि ने पानी के गंभीर संकट का मामला उठाया। उन्होंने कहा कि पूरी दिल्ली के साथ उनके इलाके में भी पानी का संकट चल रहा है, लेकिन सरकार उससे निपटने के कोई उपाय नहीं कर रही है। उन्होंने कहा कि लाखों करोड़ों रुपये की लागत से कई इलाकों में यूजीआर (अंडरग्राउंड रिजरवेयर) बना दिए गए हैं, लेकिन वहां तक पानी नहीं पहुंच रहा। ये यूजीआर खंडहर बनते जा रहे हैं और इनके निर्माण में भ्रष्टाचार की बू आती है। सदस्यों ने यह भी कहा कि सुबह होते ही लोग उनके घरों में पहुंच जाते हैं कि पानी दो, लेकिन वो कुछ नहीं कर पा रहे हैं। उन्होंने कहा कि करोड़ों रुपये की लागत से मुनक नहर बनकर तैयार है, लेकिन उसमें पानी हीं नहीं आ रहा है। उन्होंने इस नहर के निर्माण में भी घपला बताया। 

विपक्षी सदस्य सचदेवा ने मुख्यमंत्री को जल देवी बताया और कहा कि उन्हें खुश करने के लिए उन्होंने मुंडन करवा दिया। लेकिन अब लगता है कि उन्हें जान ही देनी पड़ेगी, तभी इस जल देवी से उन्हंे पानी मिल पाएगा। राणा ने आरोप लगाया कि पानी के वितरण में भेदभाव किया जा रहा है, जिससे कई इलाकों में हाहाकार है। विधानसभा अध्यक्ष डॉ. योगानंद शास्त्री ने भी पानी के संकट पर सहमति जताई और कहा कि यह संकट कहीं क्रांति पैदा न कर दे। उन्होंने कहा कि हरियाणा से पूरा पानी न मिलने से जल संकट बढ़ रहा है।

Delhi Mahabandh called by the BJP to protest against price spiral, hike in the price of Petrol and CNG was a historic success. All the Traders Organizations, Retailers, Rehrdi-Patri Walas, Auto-Taxi Organizations and the people of Delhi supported the Bandh happily. The roads remained deserted in view of the Bandh call. The people of Delhi preferred to remain indoors. As a result, there was Bandh in entire Delhi since the morning. Even the tea shop owners kept their shops closed so that the deaf and dumb, paralyzed Congress Government may know the acrimony of the people. Under the Leadership of Pradesh President Shri Vijender Gupta workers blocked the traffic completely at many places in Delhi. The workers also stopped Rail and Metro Rail. The police arrested Pradesh President along with thousands of workers. After being released from the custody, he also visited Chandni Chowk, Sadar Bazar, Connaught Place, Khan Market and other places and participated in the Chakka Jam and Bandh programmes with the workers. He took stock of the Bandh in entire Delhi and thanked the workers and traders for this unprecedented support to Bandh. He further said that if Congress Government does not roll back the increase the price of Petrol and CNG then the people will roll back the Government. 


The workers stopped Rail at Mundaka Railway Crossing. In Chandni Chowk and Karol Bagh the workers stopped the running of Metro Rail. Shri Vijender Gupta has also advised the people coming out of Delhi that they should avoid coming Delhi because they may face various difficulties due to Bandh. 


Two crore people of Delhi have assured of co-operation to BJP’s Delhi Bandh. All the office bearers of the Party, Senior Leaders, Legislators, Councillors and more than 50,000 workers shall stage foot march in all the lanes, roads, markets of Delhi and make the Bandh successful and also apprise the people about the cruel and insensitive Congress Government. 

For the purpose of making the Bandh historical and unprecedented on the 31st May, BJP Delhi Pradesh President visited with his colleagues all the blocks of Connaught Place Market, Palika Bazar Market, Chandni Chowk Market, Sadar Bazar Market and other prominent markets. He staged Padh Yatra and appealed to all the Traders that they should make the BJP Bandh tomorrow historical because Bandh, Dharna, Demonstration, Chakka Jam, Effigy Burning, Rally, Padhyatra are the means to lodge protest in Democracy. BJP will use all these means to teach a lesson to the Congress.

MORE THAN 50,000 BJP WORKERS SHALL COME IN THE STREETS OF DELHI ON 31ST MAY


BJP WORKERS SHALL BLOCK TRAFFIC AND STAGE DEMONSTRATION AT 100 PROMINENT INTERSECTIONS TO PROTEST AGAINST PRICE SPIRAL AND HIKE IN THE PRICE OF PETROL & CNG 


New Delhi, 29th May. In a joint Press Conference BJP Delhi Pradesh President Shri Vijender Gupta and Leader of the Opposition in Legislative Assembly Prof. Vijay Kumar Malhotra announced that more than 50,000 BJP workers shall block traffic and stage demonstration at 100 prominent intersections to protest against price spiral and hike in the price of petrol & CNG in Delhi on 31st May. Both the leaders have called upon the people of Delhi to observe unprecedented Bandh in the entire capital. They have requested the people of Delhi that they should avoid using public transport on this day. 


Shri Gupta told that almost all the prominent Business Organizations have decided to support the Delhi Bandh by BJP. On this day the Auto-Taxi operators shall participate in the Bandh and protest against the increase in the price of petrol. By imposing VAT on CNG for the first time, the anti people Delhi Government has now brought CNG within the purview of Tax so that in future its price may be hiked. Delhi Government is so much insensitive and anti poor that it has imposed equal 20 percent of VAT on the wine served in 5 star hotels and on petrol which is a betrayal of the common man. By imposing VAT on CNG, the Government agenda of green fuel has also suffered a setback. Due to this the environment of Delhi will also be affected. 

BJP Delhi Pradesh President Shri Vijender Gupta has said that Delhi Government has completely failed and it is a burden on the people of Delhi. They shall not tolerate this burden because Delhi Government is throttling the common man. Due to the wrong policies of Central and Delhi Government there is back breaking price spiral in Delhi. The present budget will also fuel the price rise. Although Chief Minister Mrs. Sheila Dikshit is a woman, she has made Sarees used by the women costly and shown her anti woman character. Even today, petrol is being sold at Rs. 73.18 per litre, after increase CNG will be sold at Rs. 35.45 per kg and Diesel is being sold at the rate of Rs. 40.90 per litre. 

Lakhs of people are unable to bear the burden of such costly fuel and have stopped using their vehicles. There are about 12 lakh CNG vehicles in Delhi and these are used by the common man and for public transport. By increasing the price of CNG, Government has tried to make the public transport more costly. 

In June, 2012, edible Oil, food grains, pulses, spices, ghee, sugar, tea and other consumer goods shall become costly by 5 to 10 percent, according to the experts trading in these commodities. Rupee is being devalued in comparison with Dollar deliberately. It will adversely affect the import of goods. The people of Delhi are already facing the problem of water and power. There is scarcity of power but the Government is increasing the price of UPS and Computers. It indicates its despotic character. During the last two years, the price of petrol has been increased 13 times from Rs. 50 to Rs. 73. It will affect all the sectors and the common man will be crying. 

BJP has announced that it will expose the anti people character of the Government before the people of Delhi. The party workers shall reach to every house and every person and call upon them to defeat the Congress. The battle has started. It will be difficult for the Congress Government to face the strong movement of the people.

नई दिल्ली, 28 मई।  भाजपा दिल्ली प्रदेष अध्यक्ष श्री विजेन्द्र गुप्ता ने दिल्ली के कांग्रेस सरकार द्वारा वर्श 2012 के बजट को आम आदमी के साथ धोखा बताया है।  उन्होंने कहा सरकार पेट्रोल पर 20 प्रतिषत वैट वसूलती है।  इतना ही वैट फाइव स्टार होटल में षराब के पैग पर लगता है।  यदि सरकार जनता की मुष्किलों को समझती तो उसे पेट्रोल पर वैट 20ः से घटाकर 5 प्रतिषत करना चाहिए था।  अब भी दिल्ली में पेट्रोल 6.30 रूपए मंहगा है।  पेट्रोल के दामों में वृद्वि से चैतरफा मंहगाई बढ़ेगी।  इसका सीधा वार आम जनता पर होगा।

उन्होंने कहा कि मुख्यमंत्री श्रीमती षीला दीक्षित ने अपनी ही केन्द्र सरकार के वित्तमंत्री प्रणव मुखर्जी के निर्देषों की पूरी तरह अवहेलना करते हुए दिल्ली में पेट्रोल के दामों में कमी करने का नाटक किया है।  पिछले दिनों पहले 5 रूपए और 23 मई को 7.54 रूपए की भारी वृद्वि कांग्रेस सरकार ने की।  आजादी के बाद तेल के दामों में इतनी भारी वृद्वि पहले कभी नहीं हुई थी। सरकार ने सीएनजी के दाम 1.77 रूपए बढ़ाकर आम आदमी के साथ विष्वासघात किया है।

सरकार ने अनधिकृत कालोनियों के साथ घोर विष्वासघात किया है।  बजट में इन कालोनियों में विकास के लिए जो राषि रखी गई है, उससे दिल्ली की हजारों अनधिकृत कालोनियों का कोई भला होने वाला नहीं है। सामाजिक सैक्टर पर भी दिल्ली सरकार पूरी तरह असंवेदनषील साबित हुई है।  यह सरकार इतनी जनविरोधी है कि इसने कप प्लेट पर भी 5 प्रतिषत वैट बढ़ा दिया है।  सरकार ने केरोसीन को फ्री करने की घोशणा करके मिलावट को बढ़ावा देने का ही काम किया है।  मजदूरों द्वारा उपयोग में लाए जाने वाले खैनी और बीड़ी पर भी वैट बढ़ाकर इन्हें मंहगा कर दिया गया है।  सरकार ने पानी, बिजली, सार्वजनिक परिवहन, ट्राम की सुविधा, मंहगाई आदि रोजमर्रा के विशयों पर पूरी तरह आम आदमी को धोखा दिया है।

MORE THAN 20,000 BJP WORKERS STAGE DHARNA-DEMONSTRATION AT 25 PLACES PROTESTING AGAINST HIKE IN THE PRICE OF PETROL AND SCARCITY OF WATER AND POWER


More than 20,000 Delhi BJP workers staged Dharna-Demonstration at 25 prominent intersections of the capital to protest against severe scarcity of power-water, unprecedented hike in the price of petrol and demanded the Government to roll back the increased price of petrol and provide sufficient water-power to the people of Delhi. Pradesh President Shri Vijender Gupta led a strong demonstration at Varunalaya. He told that due to anti people policies of the Government there has been hike in the price of petrol and there is severe scarcity of water and power in Delhi. It has led to price spiral and made the life of the people difficult. 

On the other hand the Legislators of the party moved adjournment motion in the Legislative Assembly and strongly protested against scarcity of water-power in the capital during question hour. Due to the protest of Legislators, the Speaker had to adjourn the session for a short period. Many BJP Legislators came to the Legislative Assembly sitting in Tonga to protest against steep hike of Rs. 7.54 in the price of petrol. BJP Legislators S. Shri Dr. Harsh Vardhan Prof. Jagdish Mukhi, Harcharan Singh Balli, Sahab Singh Chauhan, Jai Bhagwan Aggarwal, Ravindra Bansal, Om Prakash Babbar, Mohan Singh Bisht, Dharmdev Solanki, Karan Singh Tanwar, Ramesh Bidhuri, Shyam Lal Garg, Naresh Gaud, Satya Prakash Rana, Manoj Shokeen, Dr. S.C.L. Gupta, Praduman Rajput etc. raised the issue of scarcity of water and power in the Legislative Assembly. In the demonstration at Varunayala, Leader of the Opposition in Delhi Legislative Assembly Prof. Vijay Kumar Malhotra, Shri Vijay Goel, Shri Rameshwar Chaurasiya, other senior leaders, Karol Bagh District President Rajesh Bhatia etc. participated. About 125 Councillors and District Presidents including S.Shri Sansar Singh, Rekha Gupta, Jai Prakash, Mehak Singh, Kailash Jain, Ram Charan Gujrati, Nirmal Jain, Pankaj Jain, Rajiv Babbar, Suman Prakash Sharma, Manoj Sharma, Chhoteram took part in the Dharna-Demonstrations in entire Delhi. 

The agitated BJP workers were raising slogans “Congress Sarkar Haaye Haaye, Congress Murdabad, Pani Bijli De Na Sake Jo-Wo Sarkar Badalni Hai etc.” Women workers were raising slogans against the Government at the place of demonstration with empty pitchers. At many places women demonstrated with empty dishes and bread roller. Today more than 20,000 workers staged demonstration at Delhi Jal Board Office, Ashok Vihar (Near Water Tank), Delhi Jal Board Office, Jhandewala Road, Idgah, Chandagiram Akhada Delhi Legislative Assembly, Sonia Vihar Jal Sodhan Sanyantra, Main Wazirabad Road, Delhi Jal Board Office Janta Flats Dilshad Garden (Rajiv Gandhi Hospital), Delhi Jal Board Office, Mayur Vihar-II near Pocket-E, Jal Board Office Lajpat Nagar, Delhi Jal Board Office Vikas Marg, Varunalaya (Delhi Jal Board Headquarters) Jhandewalan, Karol Bagh, Delhi Jal Board Office, R.K. Addressing the workers, Pradesh President told that Congress Government has become a problem for the people of the country. BJP is the only solution. Hence 120 crore people of the country are looking towards BJP with hope. The irony is that the Central Government is increasing the price of petrol even when the price of crude oil is decreasing in the international market and it preaches the State Government to cut taxes. No other country in the world recovers as much Tax on petrol as the Government of India recovers on it. Here the price of petrol is more than the price of the petrol in USA. 2 crore people of capital do not get sufficient supply of water and power. In many houses of the capital city there is no provision for toilets and kitchens.  BJP WILL STAGE DHARA-DEMONSTRATION IN ENTIRE DELHI TOMORROW TO PROTEST AGAINST THE HIKE OF PETROL PRICES AND PROBLEMS OF THE PEOPLE 

BJP will stage Dharna-Demonstration at various places of Delhi to protest against the hike in the price of Petrol by the Congress Government and severe scarcity of Power and Water. BJP Delhi Pradesh President Shri Vijender Gupta said that until the anti people Congress Government does not roll back the increased price of petrol, BJP will continue its movement in entire Delhi. 

A meeting of the Pradesh Office Bearers, District Presidents, Legislators and Councillors was called at the Pradesh Headquarters under the Chairmanship of Pradesh President to frame strategy for strong movement in entire Delhi. In this meeting the participants discussed for hours the programme about the protest against the Government. Addressing all the participants, Shri Gupta told that the anti people Congress Government have lost its rights to rule the country and Delhi due to its insensitive and cruel attitude. Now the people do not want to see the Congress in power even for a day.

Power companies are playing dirty game with the people

BJP DEMANDS THE LT. GOVERNOR TO ORDER ENQUIRY INTO THE GAME OF POWER CUTS IN THE CAPITAL 

New Delhi, 26th May. Two crore people of the capital are facing heat wave at 45°c and the Private Power Companies are resorting to undeclared load shedding in the name of shortage of supply and are earning crores of rupees within a month. BJP Delhi Pradesh President Shri Vijender Gupta has demanded the Lt. Governor to order a high level enquiry into this game of power cuts at peak hours. 

He told that for the last 20 days, the power companies are resorting to power cuts for long hours. At present the temperature in the capital has reached 45°c but the power companies have no sympathy for the people of Delhi. In spite of the fact that Delhi Government and DERC are aware of it, the power companies are doing this deliberately. These companies are selling power meant for Delhi at the rate of Rs. 5 to 8 per unit to neighboring States like UP, Haryana, Rajasthan, Uttrakhand, Punjab and Himachal and earning heavy profit. 

These companies are earning double profit during this scorching summer season. On the one hand they are selling power meant for Delhi to other states and on the other hand they are recovering 7 to 14 percent additional tariff every third month in the name of fuel surcharge from the power consumers of Delhi in the name of purchasing power at high rates. The power meters are already running fast. In a test conducted by the Government it has been found that the electronic power meters are recording higher power consumption. The Government has gifted assets of the former Delhi Vidhyut Board to the private power companies. These companies have further sold immovable properties to commercial developers, which is illegal because it violates the original power agreement with the Government in 2002. 

This way the private power companies are earning by both hands and the people of Delhi are sweating during the heat wave even after paying hefty power bills. The DERC and the State Government are aware about this conspiracy but they are mum. The power companies have not shown in their annual income and expenditure statement that how much other states getting power from the northern grid purchased power from these companies and how much they earned from it?

URGENT MEETING OF THE LEGISLATORS AND COUNCILLORS CALLED ON 26th MAY TO FRAME STRATEGY FOR STRONG MOVEMENT AGAINST HIKE IN THE PRICE OF PETROL

An urgent meeting of the Legislators and Councillors of the Party has been called by Delhi BJP on the 26th May to frame the strategy for strong movement to protest against the increase in the price petrol and proposed increased in the price of Diesel, Kerosene and Cooking Gas by the Congress Government. Pradesh President Shri Vijender Gupta will preside over the meeting.


The party will stage Dharna-Demonstration at various places along with the people everyday from 28th May to 31st May in entire Delhi to protest against unprecedented increase in the price of petrol and scarcity of power and water. The party will also call for Delhi Bandh in response to the call for Bharat Bandh by the BJP on 31st May. The party wants that every family should participate in this bandh of the BJP and tell the undemocratic and anti people Congress Government that they are not going to tolerate atrocities any more. On the 28th May, the BJP workers shall stage Dharna-Demonstration at 25 places. These include Rohini, Janakpuri, Narela, Peeragarhi, Najafgarh, Palam, Okhla, Wazirabad, Id-gah, Chandgiram Akhada, Ashok Vihar, Subhash Nagar, Karol Bagh, R.K. Puram, Mayur Vihar, Shahdara, Dilshad Garden etc.


Shri Gupta told that the common man has been worst affected by the hike in the price of petrol in Delhi. Adding insult to injury, Chief Minister Sheila Dikshit is saying that petrol will be made cheaper by exemption in VAT during budget session. If she is worried about the people then she should have abolished 20 percent VAT on petrol on the 23rd May itself. If VAT is abolished then petrol will become cheaper by 14 rupees in Delhi and may be sold at Rs. 60 per liter. Chief Minister who always misleads the people on every issue is again misleading the people on the issue of petrol.


The oil companies have increased the price of petrol by Rs. 7.54 in the name of loss to them. The reality is that the oil companies are earning profit even before the increase in prices. In the year 2011, the companies have shown profit in their annual statements of accounts. They had also given advertisements in the newspaper showing profit in their Balance Sheet. Indian Oil earned profit of Rs. 7, 445 crores, H.P. earned profit of Rs. 1539 crores and BPCL Rs. 1547 crores in the 2011.


At present there is continuous fall in the prices of petrol in the International market. Due to wrong policies of the Government the value of rupee has decreased in comparison with the Dollar. On this excuse the Government has acted in the interest of Indian and foreign companies and the Corporates with this unprecedented hike. Government is not concerned about the interest of common man. Government wants to hand over the Oil companies to the private sector and it is proceeding in that direction. The foreign oil companies are pressurizing the Prime Minister and the Finance Minister to open India for them and the Government controlled Oil companies should be completely freed from the control of Government.

People of Delhi should participate in the Delhi Bandh of BJP to protest against steep hike in price of petrol and teach the Government a lesson – Vijender Gupta

Delhi BJP will stage Bandh in the entire capital on the 31st May on the call of Bharat Bandh by NDA’s working President Shri Lal Krishna Advani to protest against the steepest price hike in the price of Petrol after independence by the anti people Congress Government. Party President Shri Vijender Gupta has called upon the people of Delhi to protest against the steep hike of Rs. 7.54 in the price of Petrol by participating in the Delhi Bandh coming in the streets and also stage Dharna-Demonstration so that the paralyzed Government may be compelled to withdraw the decision to increase the price of petrol.

Shri Gupta told that since the UPA Government came to power in 2009 it has hiked the price of petrol, diesel, cooking gas, kerosene many times and compelled the people to suffer price spiral. The climax came when just after the session of Parliament, the Government slapped steepest hike in the price of petrol on completion of its 3rd year. After coming to power for the second time in 2009 the Government has increased the price of petrol by Rs.22 within 3 years. This hike has been done at the time when the price of crude is decreasing the international market. At this time the price of petrol should have been decreased. Contrary to it by increasing the price of petrol Government has fueled price hike.

The people of India shall remember this price hike by the Congress Government for long time. He further told that the Government is going to increase the price of diesel and kerosene in near future. If this is done then it will break the back of the people. Even today 60 percent of the people in Delhi do not get nutritious food. After further increase in the prices people will compelled to go without food. Poor people shall migrate out of Delhi in large numbers which will adversely affect the economic and social system of Delhi
.

Luxurious flats constructed with public fund become residence of high profile officers

Lokayukta should enquire into the auction of Games village flats at high price – Vijender Gupta 

BJP Delhi Pradesh President Shri Vijender Gupta has demanded enquiry by the Lokayukta of Delhi into the conspiracy of corporate houses, PSU and Delhi State Cooperative Banks etc. who purchased 110 flats constructed for the stay of players during the 19th CWG at more than the market rates in auction. Shri Gupta has also demanded that the Corporate houses, PSUs and other Government agencies should not be allowed to participate in the auction or allotment process of the flats constructed by the DDA. Such institutions should be allotted land under Co-operative Group Housing schemes. 

BJP has demanded high level enquiry into the auction of DDA flats on 21st May for the Games village constructed on the banks of Yamuna. Pradesh President Shri Gupta has said that if this auction is made a precedents then the Corporate houses, Government officers, PSUs and high profile persons may be able to acquire luxurious flats constructed in the country and the common man will not be able to get residential accommodation at developed locations even after paying the cost demanded by the developing agencies. Hence it is necessary that the persons involved in the conspiracy under which the flats of Games village have been auctioned by the DDA should be exposed and they may be sternly punished so that in future no body may be able to commit such scam. 

There are 1168 residential flats in 34 towers of the Games village. Out of this 723 residential flats are with the DDA. These are high-tech flats with all the amenities which are located near Akshardham temple and are example of good architecture with good connectivity, swimming pools, clubs etc. 24-hous power and water supply with security is available here. These flats are better and bigger than the 1982 Asian Games flats. These flats were the target of high profile persons under the Government, higher officers, Banks, Government undertakings etc. These people framed a plan with the connivance of DDA so that no individual may be able to take part in the auction of these flats. Hence the initial bid for these flats was started at 40% higher than the market price so that small purchaser may not take part in the auction and this happen. 

The most costly flat out of 87 flats out of 110 flats auctioned has been purchased for the Congress Legislator Bijender Singh who is the Chairman of Delhi State Cooperative Bank at the cost of Rs. 7.5 crores. The Oil & Gas Companies like Indian Oil, ONGC, HPCL etc. who complain about losses every day have purchased 30 luxury flats for their officers. SBI has purchased 32 flats for its officers and HPL has purchased one dozen flats after paying 24% more price than the normal auction price and ensured that these flats are purchased by it. 

Shri Gupta has said that if the housing organizations under the Government start ensuring Corporate Land Bank for Government officers, PSUs, ruling class leaders, oil companies etc. then the common man will not get flats at good places even after paying proper price for it. If this evil practice is not stopped immediately then the consequence will be dangerous. The Government agencies in other States shall commit scams in the allotment of flats by making auction by the DDA a precedent. 

It is surprising that many companies had applied to purchase in one lump-sum all the 110 flats of DDA, but the DDA replied that these flats shall be allotted separately in individual auction so that the problem of housing may be solved in Delhi. But what happened was contrary to it and the high profile persons purchased these flats which were constructed with the hard earned money of the people. Now the officers may be able to enjoy these flats constructed at the cost of exchequer till their retirement.

On first day of Legislative Assembly Session


BJP will stage Dharna-Demonstration on 28th May in entire Delhi to protest against severe scarcity of water and power – Vijender Gupta 

In view of severe scarcity of water and power in the capital BJP has decided to stage Dharna-Demontration at all the Offices of DJB including its headquarters from 10.00am on the 28th May and awaken Delhi Government about the problems of the people of Delhi. If the Government does not solve the problem then this movement will be made more forceful. 

This information was given by BJP Delhi Pradesh President Shri Vijender Gupta to the Press Persons here today. He told that the session of Delhi Legislative Assembly is going to start on 28th May. BJP had decided to stage demonstrations on the 28th May to awaken the Government which is insensitive on this issue. On this day Dharna-Demonstration will be staged not only in entire Delhi but all the Legislators shall attack the Government on the problem of Power and Water inside the Legislative Assembly. 

According to Shri Gupta on the 28th May, thousands of BJP workers shall assemble at the Headquarters of DJB, Varunalaya at Jhandewalan, in addition to other prominent offices of the Board in Delhi, namely Rohini Sector-15, Narela, Budh Vihar, Piragarhi, Beriwala Bagh, Subhash Nagar, Delhi Gate, Najafgarh, Main Road Palam, Okhala Industrial Area-I, R.K. Puram Sec-7, Vikas Marg, Mayur Vihar-II, Dilshad Garden, Main Wazirabad Road, Sonia Vihar Water Plant, Idgah, Chandgi Ram Akhada, Delhi Legislative Assembly and Ashok Vihar Water Tank area etc. and awaken the deaf and dumb Delhi Government. 

Shri Gupta told that the Chief Minister of Delhi Sheila Dikshit is bent upon privatizing water supply on the lines of power privatization. Hence Delhi Government is compelling the people to crave for drops of water deliberately so that it may hand over the work of water supply to black listed Multi National Companies in the name of scarcity of water and earn crores of rupees. At present the requirement of water in Delhi is about 1100 MGD. Only 400 MGD are being supplied to the people through all the sources. Even the water supplied is polluted and dangerous for health. By testing the samples of water supplied this fact has been proved. Due to the negligence of DJB, people have been supplied water mixed with sewage at many places due to which people are becoming victim of various diseases. At many places the pipeline of DJB are rusting and at many places water leaks. 

In view of the acrimony of the people against privatization of power, the Chairperson of DJB Chief Minister Sheila Dikshit has planned to privatize water supply in phases. Delhi Government has awarded the work of supplying water from 240 MGD Sonia Vihar Water Treatment Plant to a black listed company Swez Degramont. This company has already been black listed in Sweden, France, Italy etc. countries. Chief Minister Sheila Dikshit is so much in favour of this company that she has handed over the first floor of the headquarters of DJB. This company is operating from these premises. On the basis of Public Private Partnership Chief Minister also handed over the work of water supply in Malviya Nagar, Nangloi, and Vasant Vihar to private sector. Gradually she intends to privatize the water supply in Delhi and recover 10 to 20 times higher tariff. 

The Assembly Constituency of the Chief Minister namely Gole Market is also suffering due to scarcity of water. Here all the pump houses have been handed over to the contractors. These contractors are selling water in black market in connivance with the private tanker operators. The water meant for the public is being sold in the market in 20 litre Jars by the private contractors at heavy prices. Clever contractors have painted on their tankers a slogan namely “Sonia Gandhi Jindabad” so that the Government agencies may not enquire about them. The demand of water is increasing in Delhi but the number of tankers of DJB has not increased in the areas in which the DJB does not supply water through pipelines. Due to this people remain awake for the whole night to get a bucket of water. Outer Delhi, rural Delhi, unauthorized colonies, slums, rehabilitation colonies are worst affected. In many areas those people who have paid 1600 to 3000 rupees bills are not able to get a bucket of water. 

The same is the condition of power supply. There is undeclared power load shedding in most of the areas of Delhi. The Government claims that there is Summer Action Plan for sufficient power supply. Now, when the people are facing scarcity of power then the Chief Minister is showing her helplessness. On last Saturday, Chief Minister Sheila Dikshit stated that the supply of power and water is not within her jurisdiction. Haryana and UP are drawing more water from the grid due to which Delhi is suffering. Central Government, UP, Haryana Governments and Central Power Ministry are responsible for it.

BJP will launch big movement if the problem of power & water continues – Vijender Gupta

Sternly warning the Delhi Government, BJP Delhi Pradesh President Shri Vijender Gupta has said that if efforts on war-footing are not made to solve the problem of water & power in the capital then BJP will launch big movement in entire Delhi. People of Khanjawala, Rohini & Dwarka are facing scarcity of water for months. Thusannds of people of Poothkalan ward craving for few drops of water, blocked the traffic on Khanjawala Road in the morning under the leadership of BJP Couuncilor Devender Solanki. Even before this the people of area blocked the traffic on Khanjhawala Road twice protesting against scarcity of power & water, but the problem remains unsolved. 

Shri Gupta told that with the connivance between Delhi Government and DERC, the power companies have been allowed to increase power tariff by 37%. People are facing shortage of power & water in this scorching summer season even after paying hefty power bills. The Chief Miister has to say that the problem is beyond her control hence nothing can be done. The CEO of the private power company BSES (Rajdhani) has said that Delhi is getting less quantity of power because Haryana & UP are drawing more power from the grid. Hence we are resorting to load shedding in the capital. 

Pradesh President has raised a question to the Chief Minister of Delhi that she had announced summer action plan for water & power in the month of March itself and claimed that sufficient arrangement for water & power has been made. People of Delhi will not face any problem of power & water during the summer season. Where is that action plan? When the power companies recover fuel surcharge every third month for purchasing costly power then it is their responsibility that the people are supplied power 24 hours. 

Delhi Government had framed a rule that the power companies will have to pay penalty for undeclared power cuts. But this rule has not been implemented as yet. The Government has not penalized any company for undeclared power cuts. The Government is so much in favour the power companies that it gave bailout package of 500 crores to them, but the problem remains unsolved. In this situation what is the justification of recovering fuel surcharge? 

BJP Pradesh President has alleged that Government is deliberately hindering supply of water to the people of Delhi in this scorching summer season so that it may privatized the water supply on this pretext and earn crores. It is the responsibility of the Government to provide basic amenities like power & water to the two crore people of Delhi. Had the Government been cautious then it could have arranged for sufficient power & water before the onset of summer. The Government remained inactive and the summer action plan was issued on papers only. The people have understood the reality of that plan. Actually no such plan was framed, then how it could be implemented?

WHERE IS THE SUMMER ACTION PLAN OF THE CHIEF MINISTER FOR POWER AND WATER


New Delhi, 19th May.  BJP has asked to Delhi Government where is the widely publicized Summer Action Plan for providing sufficient power and water in this scorching summer season.

Party President Shri Vijender Gupta has said that the Chief Minister had announced a Summer Action Plan in the month of March for 2 crore people of Delhi. On this occasion, she had assured the people that this year the people will not have to face scarcity of power and water during the summer season and that her Government has prepared such a strong action plan that there will be surplus power and water in Delhi and the people will not have to face any problem in this regard.

10 days ago Chief Minister Sheila Dikshit had announced in Bawana that this summer the maximum demand of power will be 5200 MW and the Government has made arrangements for 5500 MW of power. Similarly she had made tall claims about the avail availability of water. The month of April was not hot and the people did not have to face scorching summer season but in the month of May people are feeling the heat because this month the temperature has gone up to 44°c.

In many areas of Delhi, people are not getting drinking water for the last 10 days. In West Patel Nagar, Tilak Nagar, Sangam Vihar, Trans Yamuna areas, Mukherji Nagar, Nehru Vihar, Khanpur, Burari, Indra Vihar, Sant Nagar, Kaushik Enclave, Kirari, Pratap Vihar, Masjid Mod, Outer Delhi areas lakhs of people are facing scarcity of power and water. The people of Khanpur are so much harassed due to this problem that they came out of their houses and blocked the traffic on BRT corridor. Many people were taken into custody. In Masjid Moth area water is supplied between 2am to 2.30am (midnight only). People have to remain awake or pay for getting a bucket of water.

The people of South and West Delhi will have to face power cuts between 10am to 5pm because the power supply company in this area has decided to replace the cable. Hence power will not be supplied the whole day. Shri Gupta has asked the Government and the DERC if the replacement of cable was necessary then why this work was not done in the winter season. When people cannot do without power even for a minute then what is the justification of load shedding for 10 to 5 hours? He has alleged that there is a conspiracy by the power company behind the replacement of cable in these areas.

100 KG EXPLOSIVE RECOVERRED ON THE FIRST DAY OF YATRA

GOVERNMENT SHOULD MAKE COMPLETE ARRANGEMENTS FOR THE SECURITY OF THE AMARNATH PILGRIMS – VIJENDER GUPTA 

New Delhi, 18th May. In the wake of recovery of a car laden with 100 kg of dangerous explosives near the Pulwama Chowk of Baramoola town in Kashmir just before the start of Amarnath Pilgrimage, BJP Delhi Pradesh President Shri Vijender Gupta has demanded the Government to make fool proof security arrangements for lakhs of pilgrims likely to visit sacred Amarnath cave. This time the terrorists have fired upon the pilgrims participating in this Yatra. Even after that the Government has not made full security arrangements for the Yatra. People are endangering their life to visit the sacred Amarnath cave. 

Shri Gupta told that the pilgrims of our country and from foreign countries also risk their life to visit the naturally formed snow Shivlinga of Baba Amarnath. This year also many organizations have started registration of pilgrims likely to visit Amarnath cave. It is hoped that this year the pilgrims shall break the record of the number of pilgrims who had visited the Amarnath cave last year. The Central and Jammu-Kashmir Governments are responsible to make this important and sacred pilgrimage safe and comfortable. 

It is surprising that the Government has not announced the date for this yatra so far. There is thick carpet of snow on the route of Amarnath cave. It is also raining there. Many organizations has announced the start of Yatra from 4th June but the Government has not announced any date officially. Indications are that this Yatra will be started on the 25th June by the Government. 

Central Government has assigned the security arrangements for this yatra to the Governor of Jammu-Kashmir Shri Narendra Nath Vohra. The arial survey map of this yatra indicates that both the routes to the sacred cave are slippery and dangerous. The work of cleaning and maintenance of these routes has not been started as yet. The distance of sacred cave from Pahelgaon is 40 Kms and from Baltal is 14 Kms. Both the routes are insecure at present.

CONSPIRACY OF CHIEF MINISTER OF DELHI AGAINST EAST MCD DELHI LED BY BJP


Today while addressing the press Sh. Vijender Gupta, President, BJP Delhi Pradesh has castigated Delhi Government Led by Smt. Sheila Dixit for step motherly behaviour towards Municipal Corporation of Delhi.

On implementing her personnel Agenda she has trifurcated Municipal Corporation of Delhi into 3 Zone viz. East, North & South. While at the initial stage she did not visualize the problem of infrastructure of these three Municipal Zones viz. East, North and South while the elected Mayors and her team including Deputy Mayor, Standing Committee Chairman. The office accommodation/staff/furniture & fixtures/office equipments for whole staff of nine divisional offices, such as education Dept, Health Dept., Sanitation Dept., Taxation Dept. etc etc. comes under the Jurisdiction of MCD. A local body should be given the required infrastructure and facilities to serve the people within their Municipal limit, which is the primary responsibility of NCT Govt. of Delhi.

The problem of accommodation and office facilities in East Delhi Udhyog Sadan in industrial area of Patparganj do not have the following facilities:-

1                    Completion Certificate of DDA.
2                    NOC from Delhi Fire Service.
3                    NOC/License from Delhi Police (license branch) for operation of auditorium.
4                    Sufficient Staff and Space/equipment for office.
5                    Necessary infrastructural requirements.

The water connection and sewerage connection are not even available in that building in which the Mayor of East Delhi has been provided the office accommodation that two and half floors out of five floor building.  In the absence of the above official facilities how an office of the elected leader of MCD and other executives can operate? Inspite of sufficient time given to Delhi Government since trifurcation proposal was mooted and approved, these facilities have not been provided by Delhi Govt. and that is why the Mayor, Deputy Mayor, Standing Committee Chairman and Leader of House are compelled to sit in a tenament erected by the Office of Mayor in which the Mayor has convened the proceedings of the house for her first day of office and convened the house today (17/5/2012).

The Mayor of East Delhi pledged to continue her office and work for the people of East Delhi even if sitting in a tent during these scorching hot summer days because people of East Delhi have posed their full faith on BJP which can fulfill their aspirations even in an adverse condition like this at Udhyog Sadan. The office of Mayor would continued to work for east Delhi people against the conspiracy hatched by Delhi Govt. who is responsible for creating such a situation, anticipating that BJP will feel helpless in the circumstances of conspiracy hatched by Delhi Govt., led by the present Chief Minister of Delhi Smt. Sheila Dixit.  She has even not bothered that her party elected members in opposition also will sit alongwith the executives/officers in this building which otherwise is made of explosives (Lac Palace) described in our great epic “MAHABHARAT.”

The mayor has assured the House that her team and officials would deliver the goods within three months time even in any odd situation like this. Development work in East Delhi is her maiden agenda and hence she has already started her round/visit at different establishments of MCD like the one i.e. Maharishi Dayanand Hospital, she visited yesterday.

Ground water in Delhi becomes toxic

Yamuna water remains polluted even after spending 1800 crore rupees – Vijender Gupta 

New Delhi, 16th May. BJP Delhi Pradesh President Shri Vijender Gupta has expressed his grave concern over pollution in the ground water of Delhi and the Yamuna river which has turned into a dirty drain and has demanded Central and Delhi Governments that they should jointly frame a time-bound scheme to end pollution in the ground water of Delhi and Yamuna river and hand over this work to experts so that Yamuna river flowing through Delhi may be cleaned and the ground water may become worth drinking. 

Shri Gupta told that National Environmental Engineering Research Institute (NEERI) has issued a report recently in which it has been mentioned that in the samples of ground water in South Delhi, South-West Delhi and Central North Delhi, the quantity of fluoride and nitrate is more than the prescribed limit. Due to this there is danger of digestive and bone diseases among the people drinking water from bore well in these areas. NEERI has also found that there is dangerous quantity of lead in the ground water near Najafgarh drain and the ground water in East Delhi is not worth drinking. 

Shri Gupta told that on the one hand the ground water of Delhi has become toxic and on the other the water of Yamuna which is called the life line of Delhi is not worth drinking. Even after spending 1800 crore rupees the water of Yamuna has become more toxic. The difficulty is that 75% people of Delhi depend upon the drinking water supplied by DJB. Even the water supplied by DJB has been found to be polluted. In this situation whom should the people of Delhi trust for the supply of pure drinking water. 

Shri Gupta told that now the Delhi Government has framed third action plan for cleaning Yamuna on the previous two action plans, 1800 crore rupees were wasted. Now the Government is going to spend 1656 crore rupees on the third action plan. But it is not certain that the water of Yamuna will become worth drinking even after this plan. Shri Gupta has demanded that it should fix the responsibility of third Yamuna Action plan so that in case of any failure the persons responsible for it may be punished because 1656 crore rupees are going to spent on this plan. This fund will be from the hard earned money of the people. Hence the people have right to get the account for every paisa of their hard earned money.

Why fuel surcharge when there is power cut

GOVERNMENT SHOULD IMMEDIATELY ISSUE SUMMER ACTION PLAN AND ROAD MAP OF POWER FOR THE CAPITAL-VIJENDER GUPTA 

BJP has said that in spite of all the claims by the Chief Minister, DERC and the Power Companies, there is shortage of power in Delhi. The people are sweating even after paying hefty power bills. BJP Delhi Pradesh President Shri Vijender Gupta has demanded the Government and DERC that they should immediately issue the Summer Action Plan and Road Map related to sufficient power for the capital so that the people may be able to know the reality about it. 

He told that the power companies are recovering fuel surcharge from the consumers at the rate of 7 percent every third month in lieu of purchasing costly power from outside for the people of Delhi due to shortage of power in the capital. This year the companies have already recovered fuel surcharge twice from the people. Yet the people are not being supplied power. This way fuel surcharge is being recovered from the people but they are not being supplied power. At present the maximum demand for power in Delhi has gone up to 4200 MW but there is shortage of 500 MW everyday due to which there is darkness in many areas of Delhi. Now, what is the justification of recovering fuel surcharge when there is shortage of power? 

Shri Vijender Gupta further told that few days ago the DERC had invited the people for hearing. The people had demanded that until the accounts of the power companies are not audited by the CAG, the companies should not be allowed to increase power tariff and fuel surcharge. Even after that, the DERC allowed the power companies to recover fuel surcharge of 7 percent. Even Delhi Government did not protest against this decision. Now, the people are living without power even after paying for costly electricity. 

The power companies have not implemented performance standards as agreed upon. They are not ready for transparent enquiry. Delhi Government had framed rule that when the companies shall resort to undeclared power cuts then they shall be penalized. No company has been penalized for power cuts till date. It has been written in the agreement with the companies that they shall not show technical and commercial losses simultaneously. According to National Tarrif Policy technical loss and commercial loss should be shown separately. The companies are showing both the losses simultaneously because they take advantage from it. The companies are not implementing certificate system also. Under this system the companies are required to show certificate for purchasing costly power. The reality is that the power companies purchase cheap thermal power and show them as solar power and loot the people. They have not implemented certificate system due to it. This has also been included in the agreement that after 2006, new power companies shall be allowed in the business of power supply. But due to connivance between the Government and DERC, not a single power companies has been given opportunity to work in Delhi. The three power companies of Delhi have monopoly in the distribution of power and are looting the people by showing loss due to misrepresentation of facts.

Work of regularization pushed back by the Government


GOVERNMENT SHOULD TELL WHEN THE COLONIES SHALL BE REGULARISED - VIJENDER GUPTA


New Delhi, 11th May. BJP Delhi Pradesh President Shri Vijender Gupta has demanded that Government should tell the people by which date the unauthorized colonies shall be regularized and give freehold rights to the people of these colonies.
BJP has said that on the occasion of every election, the Government plays game with the 40 lakh people of unauthorized colonies. This time also Delhi Cabinet has played fraud with the people. All the three Ministers and the Chief Minister have done the work of putting old wine in new bottle. Government has deliberately pushed back the work of regularization of the colonies. With this decision of the cabinet, the Government is cheating lakhs of people of unauthorized colonies and it will also result in loss of revenue to the Government.    
Pradesh President has sought answer to the following questions from the Government:
·       The cabinet has decided to regularize 1018 colonies that were given provisional certificates. It should tell by when the freehold rights will be given?
·       Will the map of these colonies be required to be reapproved?
·       Will the work of pucca legal construction be allowed in these colonies?
·        Government is claiming to make available the Ariel Survey Photographs of 2007 from the Urban Development Departments within 2 months. Government should tell why it sat over the Ariel Survey Photographs for about 5 years?  How it will complete all the legal formalities within 2 months now?
·       The Minister of the Government Rajkumar Chauhan had wrongly allotted the work of fixing boundaries of the colonies to Indraprastha University. There was no expert for this work and they did not have experience of such works. Due to this, the boundaries of not a single colony could be fixed. The Government should also tell why such work was given to IP University without considering the relevant facts. Has any bungling been committed in this work?
·       Government should also tell by which date of a particular year all the unauthorized colonies shall be regularized. People of Delhi do not trust the Government. It wants a deadline for regularization from the Government.  
·       Why the Government has stopped registration of GPA, Agreement to Sale, Will etc. in the unauthorized colonies. Due to this the work of sale-purchase of property has stopped in these colonies. Money paid by lakhs of people is stuck up and there is question about the title of the property itself. There is confusion among the people about the legality of the transaction?
·       Government should tell what happened to the enquiry of about 125 fictitious colonies, the list of which was given by the MCD? Has the Government taken action to punish any guilty person till date?

Pradesh President told that in view of the next Assembly Elections the Government has become restless. It is trying to play fraud with 40 lakh people. Even today the people of unauthorized colonies are compelled to live in hellish conditions. There is no arrangement for drinking water, sufficient water, sewer system, drainage, schools, hospitals, parks, disaster management, security etc. even today. There is no sewerage in 95 percent unauthorized colonies and there is no provision of pure drinking water in 90 percent of these colonies. In addition there is no arrangement for employment, security of women etc. Government is only showing golden dreams. There is nothing new in the cabinet decision dated 10th May, 2012. Government is patting its back by saying old things in new words. It may not help the people of unauthorized colonies.

Government claims to make Delhi free from slum by 2014

If Delhi Government works at such slow pace Delhi will become slum free only after 46 years – Vijender Gupta 

BJP Delhi Pradesh President Shri Vijender Gupta has said that after its defeat in all the three Municipal Corporations, the Congress has started its preparations for the Assembly elections with misleading promises to the people which will never be fulfilled. Delhi Government has made promise that Delhi will become slum-free by the year 2014. This promise will never be fulfilled because the Government has no fool-proof scheme to make the city slum-free. 

According to voluntary organizations about 31 lakh people live in slum clusters of Delhi. Government says that only 4.18 lakh people live in slums. There are 14,000 flats available for allotment under Rajiv Ratan scheme whereas the Urban Development Ministry has received 2,77,518 lakh applications for the flats. The Government has planned to shift 500 families every month to about 14,000 houses constructed under Rajiv Ratan Awas Yojna. 

If one believes in the scheme of Delhi Government then 6000 families shall be getting flats every year. This way 2,77,518 applicants shall get flats in about 46 years whereas the Government claims that it will make Delhi slum free city by the year 2014. This is the ground reality when the Government has decided to allot flats under Rajiv Ratan Awas Yojna to the slum dwellers upto 2007. Now the question arises what will happen to the slum dwellers whose numbers have increased during 4.5 years after 2007? Has the Government any scheme to allot flats to these people? 

Shri Gupta told that the Government is eyeing the votes of 31 lakh slum dwellers of Delhi. It is making misleading announcements for allotting flats to all the slum dwellers. It may be mentioned that in the year 2008 Chief Minister Sheila Dikshit had made public promises to the people of unauthorized colonies for regularizing their colonies and allotting cheap pucca flats to the residents of slum clusters in election meetings. She had also given advertisements in the papers at the cost of crores of public exchequer. Taking serious view of it the Lokayukta of Delhi had written to the President of India to caution the Chief Minister Sheila Dikshit against making such false promises. It seems that the Chief Minister has not taken it seriously and she has started making false promises in view of the forthcoming Assembly elections.

Country has great expectations from BJP

Congress has lost its capacity to rule the country – Nitin Gadkari 

BJP National President Shri Nitin Gadkari has told the Councilors of the Party that the future of the Party depends upon their performance. The victory of BJP in all the three Corporations has given a message to the people of the country that Congress has lost its capacity to rule. The entire country has great hopes from the BJP. The journey of victory of BJP in the Municipal Corporation of Delhi is the beginning of downfall of the Congress. We have to maintain it in every condition. By performing well in the Corporation, we have to show the country that BJP is ready to take the charge from the Corporations of the country to the Parliament of India. The future of the people will become bright with the victory of BJP. On this occasion senior leaders of the Party Shri Lal Krishan Advani, Smt. Sushma Swaraj, Shri Vijay Goel etc. were present. They give some tips to the councilors. The programme was presided over by the Pradesh President Shri Vijender Gupta 

Shri Gadkari was speaking as the Chief Guest in a programme of the newly elected Councilors organized at the residence of the Delhi Pradesh Incharge Shri M. Venkaiah Naidu. Shri Naidu had invited all the winning Councilors of the Party at his residence for a tea party. This occasion was also utilized for getting feed back from all the Councilors. Shri Gadkari and Shri Naidu talked in detail with each male & female councilor about the problems of their area and the ways to solve them. Mayors of all the three Corporations Smt. Meera Aggarwal, Savita Gupta, Annapurna Mishra and other senior office bearers were present in the programme. 

On this occasion Shri Naidu told that the Congress Government of Delhi has in place of developing the capital concentrated more on bungling and corruption during its 13.5 years rule. This is the reason why the problems have increased in Delhi and now the people are expecting more from BJP. The victory of BJP in the Corporation indicates the resolve of the people of Delhi that they are disappointed with Congress Government and trying to get and alternative to it. Delhi Legislative Assembly elections are to be held in 2013 and Lok Sabha election in 2014. All have to get ready for it from now itself. The BJP councilors should start working in their areas. It will help in winning the next elections. 

Pradesh President Shri Vijender Gupta told that the winning councilors have been given important responsibilities in the three Corporations taking into consideration their experience, seniority and ability. Congress is frustrated due to its defeat. Due to this frustration they are trying to put hindrance in the development works of Delhi by the victorious BJP candidates in the three Corporations. We should not be worried about it and should give a befitting reply to the Government and work for uniform development of Delhi. We have to show to the people of Delhi that BJP will take over the reins of power in Delhi and the country and can work for all round development of Delhi and the country.

FIRE IN OCEAN

Prithvi Bhavan, Lodhi Road, New Delhi vs Udyog Sadan, Patparganj, Delhi 

BJP Delhi Pradesh President Shri Vijender Gupta in a Press Conference held at BJP State Office today divulged corruption case worth crores of rupees involving construction of both the above buildings. Internal audit was conducted for Ministry of Earth Sciences (MoES) and audit found financial bungling worth 496 crores in different heads including construction of the MoES headquarters building (Opp. India Habitat Center). Shri Gupta has demanded CBI enquiry under the supervision of Court. 

Shri Gupta also said that the award of contract for construction was given to a party during Jan, 2008 when Shri Kapil Sibbal was Minister of Earth Sciences. He has also laid down foundation stone of the building himself. Building was supposed to be constructed within 2 years time but it took 4 years and even then it is not yet complete and awaiting completion certificate from NDMC. For this delay the cost of construction has escalated from 49.8 crores as was estimated in 2008 to approx. 95 crores as per the internal audit report. There was a provision for 5 lifts in the building but only 2 are in operation now that to without Delhi Government certifications. Auditorium is not complete neither it has got license from Delhi Police. Guest House is nowhere. Interestingly the contract for construction (without tender process) document is not traceable. Delhi Fire Service certificate has not been obtained so far. Rule says that if any Government building is constructed by other party then Government body like CPWD, NBCC etc. prior clearance has to be obtained from Ministry of Urban Development. But in the instant case it has not happened. 

As per NDMC, there is no building named “Prithvi Bhavan” in Delhi which is given in writing against an RTI reply. Shri Gupta has asked that how the building has been occupied without getting necessary clearance from concerned authority. The ministry’s mandate is to save the earth and atmosphere and weather forecasting through different units like India Metrological Department and NCMRWF, Noida and IITM, Pune etc. A part from these searching foods and drugs is also an important area that is covered by the Ministry. Antarctic and Arctic expedition through its research vessels are also another important area of the Ministry. For all those above programmes, Government spends thousands of crore rupees every year. In this building in spite of all those difficulties, Scientists are engaged in research and development works, putting their lives in danger. Indian Metrological Department (IMD) who is the land owner and MoES was in loggerheads for construction at a time, it is reported. 

Shri Gupta further asked Chief Minister of Delhi as to how the Government of Delhi is taking care of Delhi. In case of fire like Amri Hospital fire case of Kolkata where more than hundred people were died, are you waiting for another such incident? Delhi Government recently conducted Mock Drill for disaster management through DDMA to make Delhites aware as to how to face disaster if happens in Delhi and gave wide publicity for the event through print and electronic media. But in instant case when the building was inaugurated in Novenmber, 2011 neither Shri Vilasrao Deshmukh nor Shri Ashwani Kumar nor the Media were invited for inauguration event. It is gathered that because of these situation, perhaps both the Ministers do not sit in the building. The financial bungling has been done by 3-4 officials of MoES as per audit report and they have amassed huge wealth out of that. One official very close to Secretary MoES has been working in the Ministry for the last 28 years getting 3 promotions at a stretch and he is still occupying key position where a monetary transaction takes place. The DoPT (Department of Personal and Training) rule stipulates that Rotational Transfer Policy (RTP) do not allow such continuous occupation of office by a single person for long 28 years. 

Comparing the situation of Udyog Sadan at Patparganj with so called Prithvi Bhavan at Lodhi Road, Shri Gupta said that a match is going on in which corruption is the moot point of officials. Udyog Sadan is earmarked by Delhi Government for accommodating the office of the Mayor of MCD (East Delhi) alongwith her team of Dy. Mayor, Standing Committee Chairman and others. That building is constructed and comes under jurisdiction of Delhi Government in which also completion certificate is nto available. As a result the above elected members of MCD are unable to sit and run the office. Is it a conspiracy of Delhi Government or a simple case of corruption? The naming of both the buildings is illegal and without sanction of competent authority because both the buildings have not got necessary Completion Certificates. The corruption angle could be cleared once the related file of Udyog Sadan comes on the table of Mayor, East Delhi.
